So that the officer can not decide on his own to fine you 100 cedis if the required fine for that offence is 50 cedis. Plus the fine will paid directly at the bank. The only way the police can abuse the system is to harass drivers by wasting their time unnecessarily. In which case drivers may be tempted to just pay them off so that they can move on.

The Driver will be willing to pay 20 Ghana cedis to the Policeman or Policewoman in lieu of getting the 100 cedis ticket, so whether it is the Policeman collecting it on the spot or the Driver paying it at the Bank, the Police force is the only beneficiary in this.

A police officer only issues citations for drivers to go to court and plead their cases in front of judges.
The judges can throw out the citation,caution a driver,impose a fine or advise the licensing authority to suspend the driver's license.This is tantamount to unauthorized practice of law.The GBA should fiercely oppose it.Police officers CANNOT usurp the functions of prosecutors and judges.
It is like asking a cat to keep watch over a mouse.Not a thumbs up idea.

With your driver's license and insurance in his hands(which you have to provide ), you have to either sign or refuse to sign the citation...you can sign and agree to pay or refuse to pay and go to court to plead your case....if you agree to pay, you have 15 days to pay if not within the 15 days the fine will increase...if you don't pay within certain time, a warrant will be issued for your arrest and prosecuted.. if you are willing to pay, you either use check or money order...no cash..and you pay into the central revenue and NOT to the police officer on the spot...this is how it works in the States

In the United States where this system works perfectly because of its structure, the driver can go to court to defend if there was any form of unfair treatment or misconduct by the officer who issued the ticket and the fine could be either waived or most of the times, reduced. The monies amount to millions of dollars for each county each month and used to implement good stuffs: can Ghana do same or corrupt it with bribes and favourtism? I don't trust Ghana leaders at all and at all cost. They have to build some data base in place where no one can erase or alter the records of the drivers before this system. Foundation first, Ghana leaders.

Sticker on vehicle of fine. Remove sticker after payment to avoid arrest by several officers for same offence.
Creat a monitoring system made up of a few persons from various traffic safety departments.
Police alone should not be at spot fine spots but be with other departments as stipulated above.
Police should not collect the fines but allow a financial department to do that with police only providing security..this will save d image of d already tanished image.
Those involve to have a special banner or arm ban to displace un official officers collecting fines.
Those to be involved to wear audited name tags embossed on their top uniform,
In future creat specific spot fine points with time frame to avoid officers harrassing drivers anywhere at any time.
In future mount CCTV at these specific points of collection for monitoring.
Creat a common data base for all registered vehicles to enable for a common point of quick reference.
