Figure this out: The rivers have depleted because at a time, they were feeding only 7 million people in the country, which has rapidly increased to about 25 million (and possibly, 10 million more that are uncounted for).
However, the preceding governments never thought it was necessary to look at an alternative power source that will not fail.
The same is true of the sewer network. There is going to be a sewer explosion one day if the network is not maintained and expanded to meet the demand.

Let me also clarify something for masses who believe that somehow the power barge will sail from Turkey to Ghana fully operational and just awaiting a socket in Takoradi to become operational: these vessels will come in with the material to be installed on site, along with the engineers who will do the calibration and the connection to the national grid. So assuming the vessel leaves today, they need a month to come, a month for installation and a month for calibration before they are even ready to operate.
Unfortunately for us, the operators of the power barges require a large deposit to cover their expenses in case of default by the Government of Ghana, which is a likely scenario given that it happened elsewhere. But Government of Ghana is trying to haggle on the deposit amount, which is delaying things indefinitely.
