Who told you Ghana population is double that of Ivory Coast? Do you just say things for saying sake? Ghana population in 2010 was 24.8 million whilst Ivory Coast at the same time was 20 million.
Even the 900 megawatts you quoted Ivory Coast to generate as of now is Wrong. The 900 megawatts figure was in 2002. Since then Ivory Coast has added more than 700 megawatts to that 900.
The reason why Ivory Coast seems self sufficient is because rural electrification in Ivory Coast is about only 20 percent and its urban electrification is about 85 percent.
Ghana on the other hand has about 60 percent rural electrification whilst urban areas is close to 100 percent electrification achievement.

Where did it say that in 2015 Ivory Coast capacity is 900 megawatts? The 900 megawatts was 13 years ago in 2002 and since then Ivory Coast has added more than 700 megawatts.
Ghana according to Ndc government has 2820 megawatts now and our dairy need is 2000 megawatts so even if we are having repairs at some plants and shortage at Akosombo, Bui and Kpong due to low levels of water, we should not be having this acute shortage of electricity.
Even in 2007 at its worst point, Ghana was only having 24 hours of lights off every four days, that means you have three days of continuous electricity and one day light off.
Now you have 24 hours of lights off and 12 hours light on. Something is really wrong. We should not be having this much lights off if we have 1544 megawatts available.

The problem is that we don't have the money to buy gas to power our thermal plants but this government keeps on lying to Ghanaians. The problem is not the capacity to meet our needs which we do have and more to spare.
The problem as Dr Bawumiah rightly said is financial than technical.
