Tariffs, developer charges and efficiencies can provide all the funds that a water service provider needs to run its business. Leakage and unmetered usage is a huge challenge for GWCL. If they are able to overcome these, there will be no need for taxpayers to subsidize the company.

I have said several times on this forum that,in Africa(Ghana), people come out of School,become managers of our Destiny only to ADD more problems to existing ones unconsciously to the plight(dangerous condition) of the people instead to resolve the problem to the desire/aspirations of the people.
God in her wisdom has made Water universally available for the use and survival of mankind.Therefore it behooves on those who give themselves to leadership to treat (administer),supply( fills a want), expand and protect Water Resources at a reasonable affordable cost to the people,in a Country where majority of the people are poor.It does not make Sense to me to introduce Pre-Paid Water Meter in a poor African Countries where at the dawn of the day,to eat is a headache (problem) with no help in sight.Therefore,the idea of a prepaid Water Meter is not a well thought through decision in my opinion.The idea is wicked in a poor African Country as Ghana.So,now what do you expect those who may not have the money to "Pre-paid Water" to do.Shrink to death ?.Where from that Miser/Niggard ideas.all in the name of cost coverage.
It must be pointed out to the Ghanaian leadership(authorities) that,you do not expect to make profit on Water,etc, which is one reason why gov't collect Taxes.
Let the Water flow to the people,please !

Everything "government" is under-priced but everything private is well-priced.

The price of one coconut can increase from 40p to 150p in a matter of six months in Ghana and nobody complaints. Same for other rural/farm-grown foodstuffs. Five pieces of average-size tillapia increased from GHC20.00 to GHC50.00 within the last 4 months.
For those who want to hide behind the so-called rural poor to beat-down on government prices my message is please leave the rural folks alone. They have become very smart at taking care of themselves. If you buy one local mango for GHC1.00 or one foreign mango for GHC2.00 in one of the road-side markets you would appreciate how smart and self-sufficient the rural folks have become. They no longer give their produce away for pennies. They already buy pure water for their baths.

We are yet to grow up as a country and know that it is the under recovery of cost of public services that has be the Bain of the under performance of our public utilities. Those behind this campaign should stop their cheap politics and rather throw their weight behind the initiative. Isn't it better to have pre-paid metering and be assured of regular supply of water than post paid with water? The critical issue here is for the water company to have cash up-front to facilitate its efforts at improving its services. We should stop kicking against all initiatives aimed at engendering efficiecieny into our governance.
