  Women and particularly disadvantaged people's participation in national development must begin within active national policies. Culture, stigmas, talking, empty policies, etc have hardly fixed those problems. When we have example culture where disable persons are disallowed from taking traditional leadership positions how could they come out? I watched one Ghanaian movie/comedy making fun of physically challenged people. Govt infra structures hardly factor in those people in their designs how could they be better? We have relegated their needs to charities and prayers to take care of whiles able bodied and mentally unchallenged are considered first in Ghanaian societies so what can talking do?
