  THESE PROBLEMS WILL BE OVERCOME WITH EDUCATION AND THE HELP FROM LOCAL RADIO STATIONS TO SPREAD THE RULES AND REGULATIONS TO THE RURAL COMMUNITIES. I DO NOT THINK THE FISHERMEN IN MY COMMUNITY HAVE KNOWN OR HEARD ABOUT THESE ...

I DO NOT THINK THE FISHERMEN IN MY COMMUNITY HAVE KNOWN OR HEARD ABOUT THESE RULES THEY MUST OBEY OR OPERATE UNDER HENCE THE NEED FOR TEETH INTO ENFORCEMENT TO LET THE LAWS ON THE BOOKS TO BE MADE KNOWN TO THE FISHERMEN.
