    HOW CAN ONE PAY COMPLEMENT TO SOMEONE (JNR) THAT HE WAS AHEAD OFF, PASS BOTH INTERVIEW AND EXAM BUT IS BEEN DENIED HIS PROMOTION? THIS WILL NOT HELP IN REVENUE COLLECTION.
