Have you thought about the methods , mechanics and resources to be used by the government to collect taxes from cattle herdsmen who are constantly on the move. In all likelihood, the cost of collecting tax from these Fulanis will be much greater than the income to be generated from the taxes. This will be an exercise in futility!!! In addition, if these people are required to pay taxes, do they have any rights in Ghana?
If you have problems about immigration, please provide your expert advice to the Government to set up border check points and controls and require these nomadic people to use them.
Like these cattle herders, farmers in Ghana have jobs. Apart from cocoa and other export-oriented farmers, how many other farmers pay taxes in Ghana?.

I am sorry but we better put our thinking caps on and seek sensible and lasting solutions to these problems rather than going for the cheaper populist options.
I find it curious that Ghanaians who are often vocal about human rights and justice and fairness all over the place will come on this forum and behave like this, just because it is not their family or clan which is being discriminated against like this. This type of bigotry must not be allowed to stand. Where is CHRAJ? and the Ministry for Families?

Make it a criminal matter, not a matter for taxation. The law should call for criminal prosecution of the owners of the cattle while making the abusive herdsmen and their employeurs liable for compensation to those whose lands, farms, or property are damaged by the cattle. Taxing the herdsmen will signify that as long as the herdsmen are able to pay their taxes, they're free to have their cattle destroy farms and crops , while owners of farms and properties abused by the herdsmen and their cattle continue to sufer without any meaningful solution.
