Even after he was caught bonking all those Burger entranced Northerner ladies, the government continued to pay him when he had ran back to Canada and the Tamale chief was looking for him to cain him.

Enough of wanton procrastination and intellectual laziness in governance and administrative structures.

These systemic and endemic loop holes have been there, well before independence and much be disabled before, blaming any institution for absolute corruption.

This is an age-old problem in Ghana and a number of other countries.You cannot credit any one of these groups with the solution to the problem, for it i the government of Ghana which needs to build the capacity of its staff and CAGD to tackle this not just now, but for the future. We have always known ghost names exist.

You cannot also pin it on this, or the previous government because it has been there for a long time, and even where people knew about it, they did not sometimes know how to eliminate it. With new technology e.g. biometrics and software to help us match people against jobs done and e.g. attendance records - clocking in and out; and with good supervision at departmental levels, including signing in and out for leave return etc. we will eventually deal with this.

The IMF, IMANI, and whomsoever cannot deal with this situation for any government. Go and ask Greece, Portugal, Spain, and if you like, a lot of other African governments.

Also note, once upon the time, we used to get paid CASH at the end of the month. Then with technology and bank accounts, the system was supposed to improve but look where we are. With the new technologies, we will still need human beings to be vigilant at each work place and to check and cross check all the time. System monitoring is what will sustain any gains we make.

After Intorigating the two suspect they found out that,they were illegally in the country of which they have been handed over to the German's immigration.The two suspect are currently in police custody.The reasons of their arrest was they were caught trying to throw an object to the two leaders ,the president of Ghana and the Germans chancellor.One suspect NANA ANSAH OBOFOUR a well know NPP UK member who travelled from London to Germany to participate in the low key demonstration gave a fake name to the police but after the German police try to confirm from the British police it was revealed that he was lying.On the other suspect a local resident in Berlin.The Germany authorities are currently investigating their case.

The CAGD has become an albatross on the management of the public payroll. The CAGD outfit will eventually be shutdown; and its operations restructured, and outsourced to 2 or more private entities via a performance-based contract with accountability to ministry of finance; and oversight by a public committee composed of MPs, SSNIT, and the TUC.

It has become painfully obvious that the CAGD has failed Ghana in a SPECTACULAR MANNER. It seems the outfit is completely ignorant of BASIC best-practices associated with data management, data validation, data integrity, etc... including cross-referencing data with SSNIT and the banks!

It is absolutely shocking the level of mediocrity that prevails in bodies entrusted to control the public purse... WHERE ARE WE HEADED AS A NATION.
The "FINANCIAL VAMPIRES" at CAGD must halted IMMEDIATELY from perpetuating fiscal indiscipline on the republic...for how long will we be tolerated globetrotting for alms.

As an example a boy of 28 years in GES was able to do multiple biometric at Ministry of Finance using 6 different names. The data was forwarded CAGD. What gave the boy up was his address and phone numbers. His name was deleted from the payroll. GES staff are necessary evil for CAGD. They have caused the downfall of many controller staff. The truth is that ghost names can't be eliminated entirely, the ghosts will come in different forms. Health services and education are where the problem is.

This is one institution where there is excessive arrogation of power and on-going cronyism.The Ghana Health Service also exemplifies an institution where serious illegalities such as pay role fraud is tightly controlled from the top hierarchy by putting cronies in key positions who then pay homage at headquarters as part of the loot and share phenomenon.When some of us started questioning the Medical Superintendent of Effia Nkwanta hospital where pay fraud and other corrupt activities were on-going ,little did we know that that it involved other criminal elements at the very top.When the Medical Director Dr Paul Kwaw Ntodi boasted he was going to get us sacked from the GHS and succeeded in getting the Director General Ebenezer Appiah Denkyira sign a letter to sack us then we realized the corruption chain involved people at the very top put in position of responsibility.In this hospital casual and temporal workers probably were more than permanent staff.They work as temporal or casuals for years sometimes running into decades.Their migration as permanent staff and even salaries to be paid and other emoluments to be enjoyed were based on the Medical Superintendent's discretion.He hires,fires and pay as to how he wishes as if a public health institution was his private business.He decides who to work in the hospital and who not to work including colleague doctors.Even at the level of the hospital casual or temporal workers paying homage to the hospital management and offering bribes to be made permanent was an open secret to the extent that one administrator was christened 30%. workers move in and move out of the hospital thick and fast making it difficult to know who is permanent and who is casual.It was also difficult to know who are still on pay role with the Ghana Health Service if even permanent with a good number completely leaving the GHS for other areas.A good example is a friend who left for the UK shortly after he was made a permanent staff.Other forms of pay role abuse and fraud in that hospital included people who go on study leave without salary,who go on long vacations abroad spanning months and years without leave still paid salaries and allowances in the hospital because of ties with top management members.People are talking about pay role fraud but one of the biggest problem draining the nation's coffers is illicit and fraudulent procurement deals which Effia Nkwanta was notorious for.When the Medical Director was able to connive with the hierarchy of GHS to get us sacked by fraudulently implicating us with a mental illness in a letter signed by the DG himself Dr. Ebenezah Appiah Denkyira copied to then Health Minster Alban Bagbin then we realized the corruption syndicate defrauding the country is big with big men involved.The evidence against the Medical Director submitted to authority was destroyed by making the doctors who confronted the fraud/corruption scapegoats.The Medical Director is still there with the looting and fraudulent deals on going because he is protected by very top men who are part of the syndicate and are beneficiaries.

Journalists have the responsibility to do their jobs properly when reporting.

That does not make the problem of ghost names less serious, and the latter which has been with us for ages, needs to be fixed. I am glad some serious attention is being given to it now. In the mid 1990s, the Rawlings government appeared to be doing something about it but did not go anywhere with it. Let's hope that this time, with the whole world watching, WE WILL finally deal with this properly.

The issue of software vs. human error is neither here nor there. The TWO NEED to work well together to get the desired results. No other way would do.

Which ever company is contracted to redesign a payroll system should code this technology. That way, access to every payroll data can easily be verified so that unauthorized and crooks cannot gain access. This is one way to control the ghost name scandal on payrolls for people 1000 years. They make arrangements with their accountant to continue to receive their salaries even though they do are on leave.
The clause in their study leave has to be changed so that they cant be paid full salaries while way. If at the end of their study they don't return to their work place they should be made to pay back the salary they received. The accountants head of administrations should also be prosecuted as they are the ones who forward the name of the 'ghost' employees for processing. Unless this clauses are not changed or deleted, the unscrupulous guys will continue to milk the coffers of the state to continue their undeserved flamboyant lifestyles. Only heaven knows how many of them are out there. God help mother Ghana

“Essentially, as things stand today, if payroll fraud is identified and can be demonstrated to have originated from the computer system, there would be no way to pinpoint the culprit, and, therefore, no staff member can be indicted for the crime. How one program a software with such problems but release for usage? Do we have to blame the government in power when the pubic and civil service personnel are duping the country? Those involved should be prosecuted immediately. This should have detected easily but there is no check and balances. Again, there is no reconciliatory system in the financial system.

Read this and you will understand why nobody can be arrested.It involves very top civil servants and politicians.Talk about it and you are sacked.I have heard of the doctors cruel sacking with the case being gagged at the Fast Track High Court to deny him of justice.The Ghana Health Service will not want this case in the public domain because it will definitely open a can of worms.How do you claim some one active in service have a mental illness without evidence,illegally terminate his salary and sack him.I have never seen a situation where somebody can be forced to have a compulsory treatment refusal of which will warrant sack.Note the Director General,GHS did this in less than a month at post without giving the doctor audience as natural justice demands.This is vile victimization by a questionable character at the helm of affairs.It was a cover up for the corrupt Medical Director of Effia Nkwanta hospital.

Check this out in your own backyard.This was a hospital the President ordered to be investigated because of the rot there.They Mafia involving top men including the Director General and the then Minister found reason to confuse the presidency by claiming the doctors who oppose the fraud had a mental illness.The doctors were subsequently made scapegoats and sacked.The doctors are in court with the Ghana Health Service since 2012.The case have been gagged up at court with the GHS having the impudence not to even enter defense.When things like these are encouraged by government then you will see free fall massive corruption.It is one thing exposing corruption but it is another thing instituting severe punishment as deterrent irrespective of who is involved.Why are we seeing an astronomical rise in corruption only in public institutions and not the private sector?The government must deal with people irrespective of personal or political ties.I am shocked at attempts to gag up the case at Fast Track Court in favor of Ghana Health Service.The doctors were victimized because they opposed and reported corruption at Effia Nkwanta hospital that needlessly kill patients whiles management illegally enriched themselves.

What advise was he giving SOFtribe and CAGD....."be quiet do not fight over spoilt milk, like kids and lets solve the problem with one software cleaning another software".Just to paraphrase it. WRONG solution.
Meaning get ride of say SOFTribe and bring in AKATUA which I have links with.
In computerization what you put in is what you get.
In short as I have said time and time again the problem is MECHANICAL AND NOT ELECTIONICAL.
ELECTRICITY, also this is the same attitude of Ghanaian so called elites that we have DUMSOR DUMSOR a term I hate but I will use it for the first time. Either we have square pegs in round holes or every Ghanaian elite is a thief unless the can proof. They are not.
Lets consider the properties all rich people I mean government top brass own and equate it to their lives work and you will notice every other asset they claim they have belong to the Ghanaian people.
Dr Duffuor there fore with his kids gloves effecting was saying hey please do not open the pot of worms in effect the PANDORA BOX. That could not be a solution!
It amounts to aiding and abetting!
Ghosts to ghosts
It is not true that GHOSTS PAY GHOSTS, that the data input person can not be traced, no.
You need an electronic signature before you can input any data of such magnitude on a government pay roll but that also bypassed or ignored just, like a whole minister wad ignored. Whether he did advise or not no one knows and where is the follow up on his instructions he gave the accountant generals. There should be a paper trail even a COMPUTER trail.
We have been told yesterday that all government agencies websites have been hacked. And soon 90% have been restored in less than 24 hours. This cannot be true it is an insider job to pretend that Oh when we were hacked we lost all the historical payroll data. A total cover up. Ghanaians should not buy it . When SONY was hacked recently they could not fix the problem so fast. It is not even prudent to fix it so fast since you could be easily vulnerable again.
100 years old persons are being paid. I said it here in the USA, and even wrote a whole synopsis of the problem to be published but it never saw the light of day.
This was one of the reasons I left to Ghana to stay in a quiet country like New Zealand and leave in peace. Because Ghanaians think you are a fool if you say the truth especially when it comes to making money.
Unfortunately that is not true or all that it is to life.
Having travelled around the world five times in my short life and lived in 25 countries, obtained the highest of knowledge, visited the USA 25 times before even accepting to live hear more than a year, I think beinf wealthy or amassing wealth is a total waste of the purpose of humans on earth. It is all vanity an no joy.
Until Ghanaians live within their means poverty will be abound.

The public wage bill which we have been told is one of the contributory factors accounting for Ghana's economic woes was brought to our attention when the Mahama NDC gov't after 2012, said "the meat had been chewed to the bones", and so there was nothing in the national purse for anything in the country.
It would be recalled that, this was after Fiavi Kwetey, Agyenim Boateng, Ablakwa, Ofosu Kwakye, Omane Boamah and Co. had touted the implementation of the SSSS via the green book in setting the records straight, as a novel achievement.
Today the public wage bill which is projected to consume over 70% of gov't revenue were are being told was 1. badly implemented by these same talking heads 2. it is one of the causes of Ghana's economic woes this time from the Founder of the party, the President, his Vice, Minister of Finance etc, etc, indeed, the whole gamut of the NDC party and gov't.
The question is when did the public wage bill hit the 70% mark?
Today, it has subsequently been revealed that, this 70% increase in the wage bill was a well planned and well orchestrated scheme by the Mahama NDC gov't and it's public office appointees to thieve and rape the national purse mercilessly.
Ghanaians are now witnesses to what the "e dee bee k3k3" actually meant with the exceedingly revealing details of some of the avenues employed by this Mahama NDC gov't aside of dubious judgment debts, SADA, SUBAH, BRAZILGATE, etc, etc to plunge Ghana into the doldrums on the back of massive repugnant thievery.
The evidence is as clear as daylight in that, Ghana under the Mahama NDC gov't has suffered needlessly on the back of crass thievery and incompetence and need to be massively fired at the ballot box in 2016. It is a righteous civic responsibility to arrest the existential threat to the nation state under this Mahama NDC gov't.
