  The best option is to use the VAT to set up a fund for 5 years and recycle the fund at a cheaper rate for the same developers. That way, the developers can borrow money cheaply and pass it on to customers. As it stands, Gov. ...

  The best option is to use the VAT to set up a fund for 5 years and recycle the fund at a cheaper rate for the same developers. That way, the developers can borrow money cheaply and pass it on to customers. As it stands, Gov. gov. do not make money at all and that is not good for the economy either.
