The two statements means that the government's plan would not commence immediately, not at least after one year, which would be the 2016 budget and not 2015.

For over half a Century the Alavanyos and Nkonyas have been fighting over disputed land between them and no amount of effort has succeeded in resolving the conflict which has cost many lives and affected economic activity in the area.
Governments have come and gone and all have failed to find a lasting solution. This appears to be this government's plan to take over the disputed land between the two peoples, build a military training base there thereby making it useful (which it is not at the moment because of the fighting). This will simply make the land unavailable to either side, put in place a military than can intervene should any recalcitrant(s) try anything silly, and allow the 'separated sides' to carry on with their business and development without more fuss.
Even if the money has to be found from somewhere, it is quite interesting that some people are trying to make political capital with their comments here when a wise pause and reading more into the plan will make more sense. I will call this "Solomon's trick" like the proverbial baby being fought over by two women. The only difference here is that the government is actually building on the disputed land and which one of them is ready to take on the government (and military for that matter) in order to claim the land when neither side is willing to concede?
See the point? Please let's think more about our nation and how we can 'enforce peace' where the protagonists have been given a very long time and much effort and time and money and human lives have been sacrificed, yet to no avail.
This is a smart move and I support it wholeheartedly, even if we have to dig hard to find the money for it.

I am not against the government using it for a police training base. The police service is not that great but I don't think anyone would suggest the police service should be downsized.

There are conflict in the North that has been raging on for decades and why not this move? NDC can relocate the capital to Ho or whatever to appease Voltarians and who care.

I believe each conflict needs to be looked at in its own right. In this particular case, the circumstances are right, given the location of the land and the history behind it.
In the case of the northern conflicts you refer to, the environmental circumstances are not necessarily the same and each case has to be studied carefully and best case scenarios found.
Let's face it, many of these conflicts have been there for long and governments of all colours have tried and failed woefully to resolve them in a lasting way. Please desist from partisan arguments as it is more important for all our peoples to have peace for development than the status quo and doing nothing.
This has nothing to do with NDC or NPP, but all to do with Ghana, its development and our place in the family of nations. Isn't is ironic that Ghanbatt has an unrivaled track record in UN Peace Operations and yet in our own country we have such pockets of ethnic conflict dotted around the place and for which we have so far failed to resolve conclusively?
You know full well the consequences of government taking sides in conflicts. The conflicts in the north have suffered from that approach over the decades, in particular the Kononmba-Nanumba, Kusasi-Mamprusi and more recently the Ndani-Abudu conflicts (just to mention some).
You tell me, how do you suggest we resolve these conflicts? Shouldn't we as a nation be finding ways of making peace for and with our people? One thing you should know is that when it comes to matters of national security and peace, there should be NO PARTY division!!! It must be all hands on deck and all working together.
I find it a political immaturity and weakness when opposing politicians try to make cheap political capital and a meal out of issues around national security. You check in other countries, anytime national security issues arise - be it in Northern Ireland, Germany or more recently in France following the recent senseless attack on civilians in Paris, you put aside your political colours and bring ideas about how we can all work together for our peace.
I believe many of our conflicts in Ghana have remained precisely because of political sides that have been taken unwisely by various governments over the years, and that must change, starting with the Nkonya-Alavanyo case. Please let's support this and advocate for it to succeed rather than sit on the fence and criticize.
