  This is reality in most places/businesses. I know people who have their captain's papers for large cargo ships but don't have a ship. Police officers that have passed their detective's exams but there is not a slot open up as a detective. It's just a reality of life. Doing the hard work, doing those additional classes, getting that second degree...It's something that is benefiting you and no one can take that away. You are putting yourself in a better position and need to work hard to get to those better jobs.

  this is unprecedented in the histry of custom that at a promotion exams only 28% passed i have been in the service for 27yrs and still languishing in the jnr ranks while my counterparts at IRS are 3 steps ahead.... all my spi ...
