    The PwC report did state the financial projections of the proposed project were optimistic. Which means that the projections can be revised to a more realistic level.
    It does not indicate the venture was not profitable

    I am at a loss here. Is it the case that the pwc report says the venture is unprofitable or that industry operators are raising doubts about the projections in the report. The headline seems to suggest otherwise.
