Ghana has been ranked third most perceived corrupt country among 129 countries with free press.
This is the latest corruption perception index report issued by Gallup. Ghana scored 89 percent behind Czech Republic and Lithuania.
The Gallup report comes on the back of series of investigative reports pointing to corruption in various sectors.
The latest Gallup poll was conducted between April and May 2012 on perception of countries with free and limited press around the world. Ghana was recognized among the countries with free press.
The report shows that majority of people in the 108 out of 129 countries surveyed in April and May 2012, view corruption as widespread in their government. Ghana scored 89 per cent alongside Portugal, South Africa, Italy, Costa Rica and South Korea, all of which are recognized as free press countries.
Among countries with a free press, the percentage of adults who say corruption is widespread in their government reaches as high as 94% in the Czech Republic and as low as 14% in Sweden.
The ranking means that Ghana is now placed third among free press countries with the highest corruption perceptions worldwide.

A percentage of proceeds from oil, gold, diamonds, cocoa revenues etc should be deposited yearly in a Ghana Sovereign Wealth Fund account, a national 401k. This money will never be touched by any govt, period! This money will be invested all over the world in socially constructive projects. Projects to be excluded can include chemical nuclear projects, environmentally disastrous projects, product based exclusions, tobacco, walmart(human rights abuses). The ROI from this fund will be used to supplement infrastructure projects. Is Ghana a cursed, weak institution? Yes, I agree whole heartedly!
How to stop Corruption
1. Corruption Sensitivity Training: Educate the executives(attorney general, the judges, public officials, immigration, police officers)about the short, long term effects and impacts of corruption. Corruption Sensitivity Training should be a mandatory part of interview process, class, testing requirement for all ministers and public sector officials. Make them aware of the consequences and have them sign off on this. If judges, police officers, employees are educated and made to understand the explicit and implicit impacts of corruption and how it affects their own salaries, bonuses etc. Things will change!
2. Enforce the Law: Offenders must face jail time, tickets/fines, sell assets to payback what has been stolen, name and shame offenders in media

In their problems are we better than Greece, Portugal, Italy, etc.? They give constant advise and guidelines intermittently. What is wrong. What about a Canadian being invited and is the current governor of Bank of England? Or the former New York governor being invited to manage Mexico City? Such programmes come with harsh conditinalities such as unemployment, sale of national assets and also forcing the relevant nation to drop their national tariffs. Dropping our tariffs will have very severe and perennial consequences to our economy. The Greece situation that you cited, it is the EU that was eventually bailing them out. In fact, Globalisation has no benefits to a developing country. Just see the influx of Multinational Companies flooding Africa. They are mostly Capital Intensive, so they don't train or employ local people, where they do, the number is small and usually not key positions. Oftentimes, they bring their own labour force. They cause severe environmental degradation and pollution, Capital repatriation, etc ( that is globalisation for you ); and IMF is a portent globalisation player and World Bank as well. Given that UK is into a self regulating market mechanism ( which also gave rise to the global financial crisis you referred to ), that is why I believe Carney was brought in to head the apex bank in England. There is a political reason why that Canadian is the head of the Bank of England.
Finally, self regulating market which caused the financial crisis you referred to forces governments to relax their laws; Trade Unions laws that protect workers and Environmental Protection Laws, so they can operate with minimum or no state controls. You watch as IMF comes to Ghana.

They only think of satisfying their stupid foot soldiers which comes with dire consequences.
Cost is nothing to us and till we understand the effect of cost on the nation and individuals, we have a long way to go. A small but effective government is better than a big and useless government. Recently, Mahama has created a new Ministry (Power) and will that solve the ongoing power outages? No. Rather he is increasing the cost to the energy sector.

Well at least we have an understanding that our educational system produces just semi illiterates, and those who study abroad are just as stupid as their compatriots at home! Secondly, i will plead with the IMF to look into private houses that are rented to the government. I know of one man who has rented his property to 3 government organization, and they are paying him in dollars and in advance. The rot in Ghana is terrible! These are the gov't appointees who rents out their homes to earn dollars, yet live in that same house. All Ministries and gov't organizations should be asked to submit the names and addresses of owners of all these rentals. Checks should be made, and Ghanaians will be SHOCKED to the bones!

All these selfish and greedy officials, high and low, who submit such ghost names, should be fished out and punished severely. This is not difficult. It's a matter of going to the source where the list of the ghost names are submitted/introduced into the system and tracing up to the end where the salaries are collected. If the government is serious, they will do this. Ghana is full of filth and it's heartbreaking. We will never advance.

The president has always said that he had tried to introduce electronic payment and acquisition systems into the public sector {to reduce human contact with cash} in his effort to fighting corruption, but lamented that the systems were often resisted.
This has become so monotonous that Ghanaians are beginning to wonder whether the president is actually serious and interested in fighting corruption as he claims, or it's just another crocodile's tears to deceive Ghanaians into believing that he is making an effort, while the government and its cronies amass billions of dollars at the expense of this struggling nation.
Why would Ghanaians hire a president that can't even introduce an electronic system successfully into the public sector to save us from criminals masquerading as civil servants? Mr. Mahama must be seen to be fighting corruption with all his might rather than go on lamenting helplessly like the rest of us who hired him to do the job.
