He/she is reporting what management told them. Blame the dumb heads at VRA.
Your mathematics is wrong. The figures above imply a turbine consumes 105000 (5000x7x3) barrels every three weeks. So the implied per barrel cost of crude is US$523.81 (55000000/105000)...don't blame the journalist your calculation is terribly flawed. I, however, agree with you that this cost per barrel is very expensive.
