even legal brains have diverse view on this matter. again touching on constitution, even though I am not a lawyer same as Kabila, it said when the the president and his vice are unable to perform, it did not say if they travel, because in this era anybody can per his/her duties no matter where he/she finds him/herself by means of technology which was hitherto not available. again per the blow quote it is referring to both the president and the vice but not the speaker. let us all leave this to the supreme court of the land to give proper interpretation.
thank you.

[Clause 4] Failure to obey or carry out the terms of an order or direction made or given under clause (2) of this article constitutes a high crime under this Constitution and shall, in the case of the President or the Vice President, constitute a ground for removal from office under this Constitution,"
the above clause names the president and the vice but no the speaker.

If Doe Adjaho refers to his previous swearing-in in 2013 as still binding, he then is inferring that he is still the president even if the president and the vice president are in Ghana. The constitution only grants him a temporary presidency in the absence of these two leaders, and his presidency ends when either the vice president or the president returns to Ghana. In other words, Doe Adjaho would have to be sworn in anytime he temporary ascend to the presidency. The excuse that his previous swearing-in is still valid is an affront to the president and his vice.

So when the president and the vice assume office, did the Speaker unswear-in. Plus the president swear back in. The only reason why the Speaker sworn in back in 2013 was because the president took a personal vacation and the vice was on a personal trip that made both of them unable to perform their duties. but this time around both of them were or are out of the country for the country's behalf in that case he the Speaker has no reason to swear in. The Speaker was right not to swear in because we can't have two presidents at the same time. God forbid but if in any case both president and his vice are in some kind of accident and they don't know their where about then the Speaker has to swear in immediately but not when he is on country's business trip whereby he can communicate with him. some people in Ghana want to be held by making unnecessary noise. The constitution state that if both President and the Vice are unable don't means if they both travel outside Ghana. How can it be that both of them are on an official trip receiving by other country's leader as Ghana president and at the same time we have a sworn in president back home. that's it make any sense? Laws are meant to be interpreted and some people just take it how it is and just start talking without thinking. Most people are making fool of themselves. When President is unable he can't have anything to do with the presidency. In that case it should be the new sworn in president in Burkina Faso but not Prez Mahama.

They thought it was a bed of roses that is why they ascended the throne by ways and means.Doe never had plans of becoming a president. Leave him alone. The president and vice should plan, coordinate, schedule and organise their activities very well.

Ghanaian waste their time on trivial (paltry) things.
This saga demonstrates the lack of commitment of Mahama to the office of the President, which he is the President; and the general lack of planning at the Presidency on the travels by the President. A president of a nation could go on a 2,3,4,even 5 nations tour at a time.No serious President would shuttle
back and forth to several foreign Countries within 4 weeks as if he has not the peoples business to do !
So, one can conclude that, it's not only prudent economic plans which Mahama don't have/know. Mahama also does not have plans even on how he travels . That translates to mean Mahama is not a Presidential material. So,vote wisely next time, and give Doe Adjaho a Break ! Blame the office of the President for non planning.
