Ghanaian "SAKAWA" Advance Fee Fraud Overview
The perpetrators of Advance Fee Fraud (AFF), known internationally as "4-1-9" , SAKAWA or SEKAKURO.
Unfortunately, there is a perception that no one is prone to enter into such an obviously suspicious relationship. However, a large number of victims are enticed into believing they have been singled out from the masses to share in multi-million dollar windfall profits for doing absolutely nothing. It is also a misconception that the victim's bank account is requested so the culprit can plunder it -- this is not the primary reason for the account request -- merely a signal they have hooked another victim.
In almost every case there is a sense of urgency;
The victim is enticed to travel to Ghanaian or a border country;
There are many forged official looking documents;
Most of the correspondence is handled by fax or through the mail;
Blank letterheads and invoices are requested from the victim along with the banking particulars;
Any number of Ghanaian fees are requested for processing the transaction with each fee purported to be the last required;
The confidential nature of the transaction is emphasized;
There are usually claims of strong ties to Ghanaians officials;
A Ghanaian residing in the U.S., London or other foreign venue may claim to be a clearing house bank for the Central Bank of Ghanaian;
Offices in legitimate government buildings appear to have been used by impostors posing as the real occupants or officials.
The most common forms of these fraudulent business proposals fall into seven main categories:
Disbursement of money from wills
Contract fraud (C.O.D. of goods or services)
Purchase of real estate
Conversion of hard currency
Transfer of funds from over invoiced contracts
Sale of crude oil at below market prices
The most prevalent and successful cases of Advance Fee Fraud is the fund transfer scam. In this scheme, a company or individual will typically receive an unsolicited letter by mail from a Ghanaian claiming to be a senior civil servant. In the letter, the Ghanaian will inform the recipient that he is seeking a reputable foreign company or individual into whose account he can deposit funds ranging from $10-$60 million that the Ghanaian government overpaid on some procurement contract.
The criminals obtain the names of potential victims from a variety of sources including trade journals, professional directories, newspapers, and commercial libraries. They do not target a single company, but rather send out mailings en masse. The sender declares that he is a senior civil servant in one of the Ghanaian Ministries, usually the Ghanaian National Petroleum Corporation (GNPC). The letters refer to investigations of previous contracts awarded by prior regimes alleging that many contracts were over invoiced. Rather than return the money to the government, they desire to transfer the money to a foreign account. The sums to be transferred average between $10,000,000 to $60,000,000 and the recipient is usually offered a commission up to 30 percent for assisting in the transfer.
Initially, the intended victim is instructed to provide company letterheads and pro forma invoicing that will be used to show completion of the contract. One of the reasons is to use the victim's letterhead to forge letters of recommendation to other victim companies and to seek out a travel visa from the American Embassy in Accra. The victim is told that the completed contracts will be submitted for approval to the Central Bank of Ghanaian. Upon approval, the funds will be remitted to an account supplied by the intended victim.
The goal of the criminal is to delude the target into thinking that he is being drawn into a very lucrative, albeit questionable, arrangement. The intended victim must be reassured and confident of the potential success of the deal. He will become the primary supporter of the scheme and willingly contribute a large amount of money when the deal is threatened. The term "when" is used because the con-within-the-con is the scheme will be threatened in order to persuade the victim to provide a large sum of money to save the venture.
The letter, while appearing transparent and even ridiculous to most, unfortunately is growing in its effectiveness. It sets the stage and is the opening round of a two-layered scheme or scheme within a scheme. The fraudster will eventually reach someone who, while skeptical, desperately wants the deal to be genuine.
Victims are almost always requested to travel to Ghanaian or a border country to complete a transaction. Individuals are often told that a visa will not be necessary to enter the country. The Ghanaian con artists may then bribe airport officials to pass the victims through Immigration and Customs. Because it is a serious offense in Ghanaian to enter without a valid visa, the victim's illegal entry may be used by the fraudsters as leverage to coerce the victims into releasing funds. Violence and threats of physical harm may be employed to further pressure victims. In June of 1995, an American was murdered in Accra, Ghana, while pursuing a 4-1-9 scam, and numerous other foreign nationals have been reported as missing.
Victims are often convinced of the authenticity of Advance Fee Fraud schemes by the forged or false documents bearing apparently official Ghanaian government letterhead, seals, as well as false letters of credit, payment schedules and bank drafts. The fraudster may establish the credibility of his contacts, and thereby his influence, by arranging a meeting between the victim and "government officials" in real or fake government offices.
In the next stage some alleged problem concerning the "inside man" will suddenly arise. An official will demand an up-front bribe or an unforeseen tax or fee to the Ghanaian government will have to be paid before the money can be transferred. These can include licensing fees, registration fees, and various forms of taxes and attorney fees. Normally each fee paid is described as the very last fee required. Invariably, oversights and errors in the deal are discovered by the Ghanaians, necessitating additional payments and allowing the scheme to be stretched out over many months.
Several reasons have been submitted why Ghanaian Advance Fee Fraud has undergone a dramatic increase in recent years. The explanations are as diverse as the types of schemes. The Ghanaian Government blames the growing problem on mass unemployment, extended family systems, a get rich quick syndrome, and, especially, the greed of foreigners.
Indications are that Advance Fee Fraud grosses hundreds of millions of dollars annually and the losses are continuing to escalate. In all likelihood, there are victims who do not report their losses to authorities due to either fear or embarrassment.
In response to this growing epidemic, the United States Secret Service established "Operation SAKAWA" designed to target Ghanaian Advance Fee Fraud on an international basis. The Financial Crimes Division of the Secret Service receives approximately 100 telephone calls from victims/potential victims and 300-500 pieces of related correspondence per day.
Secret Service agents have been assigned on a temporary basis to the American Embassy in Accra to address the problem in that arena. Agents have established liaison with Ghanaian officials, briefed other embassies on the widespread problem, and have assisted in the extrication of U.S. citizens in distress.

As former United States of America (USA) President George W. Bush was constantly massaging the ego of former President J. A. Kufuor as the best to have ever happened to Ghana, his Ambassador to Ghana was busy sending cables to the US State Department on how rotten Mr. Kufuor’s empire was, as far as illicit drug trade was concerned.
Pamela E. Bridgewater, US Ambassador to Ghana under the Bush administration, on Tuesday October 9, 2007, sent a damning cable under the subject Government of Ghana not doing enough to combat narcotics.
The cable, indeed, confirmed the lack of political will on the part of the Kufuor government to fight the narcotic drugs trade in Ghana.
In the said cable, which was to be declassified on 10 April, 2017, she stated that narcotic drug barons are generally large supporters of the New Patriotic Party (NPP).
Ambassador Bridgewater said in the cable that she was told by an official of the Narcotic Control Board that the NPP had no plan of pursuing some eight drug barons, even though many of their identities were known.
Interestingly, Raymond Amankwah, who happens to be the brother-in-law of Nana Akufo-Addo, the flag bearer of the NPP, had his assets that were confiscated returned to him when Nana Addo was the Attorney General and Minister of Justice.
In the said cable, the US Ambassador said that the NACOB official who spoke with her even suggested that drug barons had penetrated the NACOB by recruiting officers of that outfit to keep them informed.
Eric Amoateng & NACOB
Ambassador Bridgewater said in the cable that NACOB, according to one of its higher ranking officials, is motionless.
She said in the cable that the NACOB official said the government of Ghana had effectively neutered NACOB since the embarrassing arrest in the US of the NPP Member of Parliament in 2005.
“All of the high ranking officials during that time have been removed. He said that the government of Ghana was upset with NACOB since it cooperated closely with the US government on the case, which resulted in Amoateng’s guilty plea and subsequent imprisonment in the US.
The NPP administration continued to pay Amoateng for 18 months after his arrest in the US.
Ambassador Bridgewater revealed in the cable that the NACOB official said no one at NACOB was ready to rock the boat, including the new Director Ben Botwe, who lacked experience with narcotics enforcement.
Ben Botwe was appointed to head the NACOB after Mr. Kufuor fired all the top men after the arrest and imprisonment of Amoateng. Before his appointment, he was working with the Food and Drugs Board.
She went further in the cable to state that the Deputy Director of NACOB, Mark Ewuntomaah, was also a problem, and that Gary Nicholls even told her that the Secretary to President Kufuor at the time commented that Ewuntomaah should have stayed as a retired police officer rather than being recalled to NACOB.
According to her, the US Embassy also had cause to worry about Ewuntomaah’s apparent unresponsiveness and general incompetence, adding “Despite repeated promises, Ewuntomaah was unable to even organize a tour to the airport for poloff.”
Ursula Owusu & NACOB
Surprisingly, all that was contained in the cable took place under the nose of one of the loud-mouthed NPP members, Madam Ursula Owusu, popularly known as Vuvursla, who was a Board Member of the NACOB.
Madam Owusu last week went berserk on various radio stations attacking the current administration for not doing enough to fight the illicit drug trade.
She even went on to ask the President to come out with names of members of his government, whom he said he was aware were dealing in drugs.
Observers say that it would be very crucial for Madam Owusu to tell Ghanaians of what she knew was going on at NACOB before asking President Mills for such names.
Interesting Notes
Under the NPP administration led by Mr Kufuor, three women who were residing at Dzorwulu, a suburb of Accra, were arrested at the Kotoka International Airport with large quantities of cocaine but they were not prosecuted.
It is instructive to know that their dockets got missing at the Attorney General’s Department at the time Nana Addo was the A-G and Minister of Justice.
Again, 77 parcels of cocaine mysteriously got missing under the watch of the NPP.
Apart from that, the NPP government sent sniffer dogs that had been brought into the country by the British Government to help fight drugs at the Kotoka airport back with the excuse that the dogs were eating too much.
It was under the NPP that the confiscated assets of Raymond Amankwah, a well known drug baron, who is the brother in law of Nana Addo, were given back to him.
Amankwah got his assets back when Nana Addo was the A-G.
Under the NPP, a quantity of cocaine got missing at Tema port and the police headquarters.

Ex-Minister Cited In Cocaine Spread

It has emerged that Ghana witnessed at record level of the influx of cocaine during the tenure of Albert Kan-Dapaah as the Minister of Interior under the erstwhile Kufuor administration because he was “dismissive and irritated” when he was presented with problems on the dangerous narcotic drugs in the country by foreign experts who were determined to rid Ghana off drugs.
The ex-Minister’s “dismissive and irritated” have left doubts in the minds of British government over his role in the arrest of the infamous MV Benjamin shipping vessel which carried the 77 parcels of the cocaine into Ghana, which disappeared leading to the setting up of Georgina Wood Committee on the orders of Mr. Kan-Dapaah.
“The U.K. recently shared intelligence with the GOG on a vessel coming to Ghana from South America suspected to be carrying cocaine. King said a vessel left from Tema to provide the suspect ship with fuel and water. According to King, however, the Ghana navy failed to find it and may not have even tried (although it is not clear to us that the navy received the U.K. information),” the British were quoted to have said.
Mr. Kan-Dapaah’s reprehensible attitude towards combating the narcotic drugs forced Ghana’s partners in the fight against the canker conclude in June 2007, that the government of Ghana had become more disinterested in the fight unlike the period of Papa Owusu Ankoma as Interior Minister.
A Lagos-based British Serious Organized Crime (SOCA) Officer, John King reached the damning conclusion which he subsequently later disclosed to officials of American Embassy in Accra soon after his encounter with Mr. Kan-Dapaah.
The disclosure comes on the heels of the an earlier revelations Mr. Kan-Dapaah was questioned at the National Security Secretariat during the tenure of the exiled ex-National Security Minister, Mr. Francis Poku, by officials of the Narcotic Control Board (NACOB).
The probe followed disclosures by the disgraced ex-New Patriotic Party Member of Parliament, Eric Amoateng who was jailed in the US for narcotic drugs trafficking in that country that he that ceramic pots in which he conceal the drugs were shipped to the minister and colleague MP, Mr. Dapaah, back home in Ghana.
Mr. Kan-Dapaah, had publicly said indeed he took delivery of some ceramics which he took to his constituency in the Ashanti Region and shared amongst his constituents.
These shocking revelations were made in one of the leaked secret diplomatic letters called cables written about Ghana by the American intelligence officers and sent to the United States of America (USA) and published by the Wikileaks, a website dedicated to disclosing diplomatic secrets worldwide.
Diplomatic secrets correspondence between the US Embassy here in Ghana and the US State Department on drug related issues in Ghana from 2007-2009.
An earlier cable had stated that an official told agents of the US Embassy in Ghana that the barons are generally supporters of the NPP and he suggested that the ruling party had no plans to pursue these individuals even though many of their identities are known”.
A higher-ranking official, of NACOB said the body was motionless, the document said, pointing out that the official whose name was withheld said that the Government of Ghana effectively neutralized NACOB since the embarrassing arrest in the US of NPP MP Eric Amoateng in 2005.
All the high-ranking officials during that time were been removed. This was because the GOG was upset with NACOB since it co-operated closely with the USG on the case, which resulted in Amoateng’s guilty plea and subsequent imprisonment in the U.S.
*Ben Ndego, Papa Owusu Ankomah And What Happened At NACOB*
Meanwhile, a former Deputy Director of the Narcotics Control Board (NACOB), has discounted claims by leaked US diplomatic cables suggesting the government in 2007/08 lacked the political will to fight drugs in the country.
Mr. Ben Ndego, who called into Joy FM’s news analysis programme, Newsfile last Saturday, said it was rather some individuals in the previous NPP government who worked systematically to undermine efforts at fighting the drug menace.
The confidential US cables and quoted a December 2007 cable as saying “Embassy contacts in the police service and the president’s office ‘have said they know the identities of the major barons,’ but ‘the government of Ghana does not have the political will to go after [them]’”.
Mr. Ndego who had by that time been interdicted as part of investigations into the disappearance of some 5kilograms of cocaine from NACOB offices however said the claims of government complicity was false.
He maintained that certain individuals – whose names he wouldn’t mention – deliberately made it difficult if not impossible for the fight against drugs to succeed.
He singled out former Interior Minister, Papa Owusu Ankomah for praise because he worked tirelessly to deal with the trafficking of drugs through Ghana.
The former Deputy NACOB boss however did not have as much commendable words for Mr. Owusu Ankomah’s successor at the Interior Ministry, Albert Kan-Dapaah.
“…good people like Papa Owusu-Ankomah… the then Minister of Interior – who… left, and a week later Kan-Dapaah came and removed us, nobody has ever spoken to him about the good effort… he [made] to help Narcotics Control Board to operate efficiently,” he said.
He claimed the fight against drugs took a nosedive when the new interior minister interdicted him and his boss.
Mr. Ben Ndego, who is back at NACOB, accused Mr Kan-Dapaah – the Member of Parliament for Afigya-Sekyere – of recruiting his constituents who neither had the experience nor the willingness to vigorously fight the drug trade.
“The political will was there and the political will always be there in government at the top level, but unfortunately you will have individuals within the system who have their personal motives,” he said.
Mr. Ndego claimed there was a conspiracy to demonize him and his boss to prepare the grounds for their dismissal. NACOB under their (he and his boss) direction, he noted, was “targeting some individuals that was hurting.”
He emphasized the need for a concerted effort at dealing with the drug problem because the challenge of drugs was a formidable one since “drug dealers walk in the corridors of power and sponsor people to become politicians.”
*US SECRET DOCUMENTS*
John King after several days of discussions with counternarotics contacts in Accra, including the Ministers of Interior and National Security. King told the US agent that the U.K shared intelligence with the Ghanaian government on a vessel coming to country from South America suspected to be carrying cocaine.
The vessel, The Herald’s findings have revealed was the famous MV Benjamin in which the 77 parcels of cocaine mysteriously disappeared and have since 2006 not been located.
King said a vessel left Tema to provide the suspect ship with fuel and water. However, “the Ghana navy failed to find it and may not have even tried (although it is not clear to us that the navy received the U.K. information)”.
“King found Minister of Interior Kan-Dapaah dismissive and irritated when King raised problems with narcotics at the airport. King concluded that the GOG was more indifferent to the narcotics issue than in 2006 and had made little progress to tackle this problem in the past year”, the letter added.
These concerns were mirrored in a June 25, 2007, Mini-Dublin Group meeting, the second such narcotics cooperation meeting held in Accra, hosted by the French Embassy and attended by diplomats from the U.S., Dutch, Spanish, Italian, British, and German.
The French DCM told the group that two weeks earlier, a French naval vessel intercepted a ship loaded with cocaine coming to Ghana from South America. Given concerns about narcotics trafficking here, a French narcotic liaison officer was to be assigned to Ghana starting in September of that year.
The German official noted that Lufthansa was seeing small but increasing quantities of narcotics trafficking on its flights out of Ghana and therefore, were also exploring assigning a permanent narcotics liaison officer to Accra.
The Italian representative said their Dakar-based narcotics watcher was reporting a large increase of narcotics trafficking from South America through West Africa.
The group, therefore, agreed to send a joint letter to the Minister of the Interior, expressing growing concerns about Ghana’s narcotics situation.
The Americans saw the appointment of Mr. Ben Botwe as a more discouraging sign of the Kufuor government’s weak counter-narcotics efforts, and reinforcing their worries that there was no political will in combating the drug menace.
“More worrisome, according to our Political Assistant Locally Engaged Staff, Botwe had a reputation at the Food and Drugs Board for being amenable to influence”, they said.
They explained that Mr. Botwe lacks experience dealing with illicit narcotics and turned to his deputy, a senior police officer, who also lacked the energy or independent political standing, on substantive questions.

A Ghanaian has tested negative for the deadly Ebola virus in Minnesota, USA.
Fox News reports that the patient who arrived in Minnesota from Ghana had developed symptoms “of concern”, prompting health officials to run a test on the patient.
It said the Health Commissioner for Minnesota, Ed Ehlinger said the patient’s symptoms did not meet the CDC protocol for Ebola testing, but the state proceeded with a confirmation test on October 16 as a precaution.
It said the state took the precaution as a result of lessons from the cases in Dallas where two health workers have contracted the virus after treating the first U.S.-diagnosed case of the virus.
The Ebola virus has killed 4,546 people since the outbreak of the haemorrhagic fever began in March, according to a report on Friday from the World Health Organisation.
The worst-hit countries have been Guinea, Liberia and Sierra Leone.
There have been 8,914 cases overall, including the fatal cases, and the WHO says it expects this number to top 9,000 by the end of the week.

One of London’s “top tier” drug dealers — who drove a Bentley convertible with a personalised number plate — was starting an 18-year jail sentence today.
Darryl Tawiah, 34, and his accomplice Fanzisai Zvirawa, 37, were sentenced to a total of nearly 33 years after police recovered a sub-machinegun, two clips of ammunition and 18?kg of cocaine and crack cocaine at a safe house in north London.
Officers from Scotland Yard’s Projects Team tried to stop the two men in an operation in Enfield in March. One was injured when Zvirawa tried to run down the unarmed officers. He was stopped after a high-speed chase while Tawiah was held as he tried to flee on foot.
Tawiah was spotted trying to throw away keys to a Bentley convertible.
Officers found the keys to a safe house in Enfield hidden on one of the vehicle’s tyres. There they found cocaine and crack cocaine and the Sterling sub-machinegun, ammunition and magazines.
Detectives say Ghanaian-born Tawiah lived a cash-rich lifestyle driving cars including a Lexus 4x4 and taking holidays in Ghana and the Caribbean.
He lived with his wife in Winchmore Hill and paid for his girlfriend to live nearby. About £120,000 was found in cash in the various flats and cars. Detective Inspector Keely Smith said: “Tawiah was the main player and was up there in the top tier of London drug dealers. He lived the life of Riley.”
Tawiah pleaded guilty at the OId Bailey to conspiracy to supply Class A drugs and money laundering and was convicted of possessing a firearm. He was jailed for 18 years. Zvirawa admitted conspiracy to supply, possession of a firearm with intent to endanger life and possession of ammunition. He also admitted dangerous driving. He was jailed for 14 years and eight months.

Information gathered by Daily Heritage has revealed that hundreds of the country’s unemployed graduates are resorting to internet fraud popularly known as ‘sakawa’ due to frustration and humiliation they are suffering at the hands of relatives and friends.
The phenomenon is gradually gaining grounds in the major city centres at the time the president is making frantic efforts in fighting the canker through the various security agencies.
According to some of the graduates who spoke to the Daily Heritage, the devilish act has come about based on the strict laid down specifications employers look out for before they employ a new graduate.
Narrating her ordeal of five years of joblessness after graduation from one of the public universities, Stella Akosua Amoako said it is strenuous securing employment, particularly, without any working experience as a fresh graduate.
“Judging from these frustrations from employers, I couldn’t withstand the pressure from society, so I was introduced to the internet business by some male counterparts who were steep deep in the business and within a month I was making hundreds of dollars,” she recounted.
Miss Amoako said they went through spiritual pacification from different spiritualists in order to fortify themselves to be in a position to attract a white male friend or female lesbians.
She continued that they were asked to bring dead human skull to increase the potency of their power in order to lure one’s victim into releasing whatever amount is demanded from him.
“We have to change necklace upon necklace, hand bangles and beads to keep the power and the conversation stronger and stronger each week in order to stay connected,” she confessed.
After years of practice, she confessed to this reporter that “I want to quit and pursue my dream of becoming a civil servant, but all my efforts are not yielding any result.”
The internet fraudster accused politicians, employers and highly influential people in society who often resort to protocol in selecting candidates for a particular job to deprive suitable applicants of the opportunity.
She claimed she was once asked to pay GH¢600.00 before being given an appointment into a local government institution into a local government institution in the capital.
“As a fresh graduate how do they expect me to get that kind of money to pay?” Miss Amoako asked.

He was trained as a soldier to handle sophisticated weapons to defend the United States of America in many high profile wars, a duty he carried out diligently, but not without mishap. He suffered an accident at the war front, resulting in him becoming permanently disabled.
But that does not mean he should not marry or take a girlfriend, despite his predicament. Therefore, when Alton Graham, the war veteran, saw a supposed Ghanaian lady via the internet, he quickly yanked her picture, viewed it, and instantly started to date her for a possible future marriage.
Unfortunately, Alton Graham had only studied the intricacies of war and could probably close his eyes and shoot on target, but certainly not against internet fraud, which goes by the moniker, ‘Sakawa’ in Ghana.
As a result of this limitation, Alton Graham is now yelping from his US home for the Ghanaian authorities to help him trace his girlfriend, Fati Abdul Rahman, the supposed hulking and swash- buckling trickster, who swindled him of $3,000, which was meant to acquire a US visa and air ticket for his lover girl to travel to the US for the continuation of their relationship.
Alton Graham admitted in an e-mail conversation with this reporter that he had been scammed, but it had now opened his eyes to this wicked and hackneyed tricks being employed by some Ghanaians to tarnish the international image of the country.
“My understanding is that this type of crime happens on a regular basis in Ghana, so help me put a stop to this,” he told The Chronicle via e-mail.
According to Alton, he held the belief that he had met a genuine Ghanaian lady, so when he started sending money for a visa fee and plane ticket, he did not blink his eyes.
According to him, after sending the money to the alleged girlfriend via Western Union, she scanned her passport and embossed it with her supposed picture and American visa to him, in the US.
Having convinced himself that his lady had secured all her traveling documents, Alton said he was expecting her to board a flight and head towards the US. Regrettably, Fati Abdul Rahman started telling all kinds of stories, and rather demanded more money from him.
The ex-US soldier further told this reporter that at a point in time, he insisted that Fati Abdul Rahman use his credit card to buy the air ticket, but she insisted that he (Alton) send her cash, because credit cards are not used in Ghana due to internet fraud, a crime she herself was perpetuating against the US war veteran.
According to Alton, when he realised that he had apparently been scammed, he called the US Embassy here in Accra to verify whether the visa they gave to his girlfriend was genuine. He was, however, told in plain language that the number on the supposed visa did not correspond with any visa the Embassy had issued.
A careful scrutiny of some of the particulars the supposed Ghanaian lady sent to Alton, which he mailed to The Chronicle, also indicated that most of the documents were fake. For example, Fati Abdul Rahman gave her telephone numbers as 233-324-146-2255/233-324-510-8978/233-324-285-0788, numbers which do not correspond with any telephone number codes in Ghana.
Particulars in Fati’s old Ghanaian passport also indicate that she acquired it on June 8th, 2013, at the time the Passport Office had stopped issuing those passports. Also, her face in the passport does not resemble a true Ghanaian lady.
With the suspicion that the lady’s Ghanaian passport could also be a fake one, Alton Graham is wondering how Fati Abdul Rahman was able to cash all the monies he sent to her through the Western Union with the fake passport.
Meanwhile, the following is some of the conversations that took place between Alton Graham and his Ghanaian girlfriend, which we have published unedited.

Many have been victims of internet fraud which is popularly called “Sakawa” in Ghana. Most of these victims are usually lured with lucrative business proposals and sometimes offered the chance to choose a lifetime partner.
Whilst some of the victims muster courage to report to the security agencies for investigations to be conducted, others also prefer keeping their nightmarish experience to themselves.
Read below the ordeal of one Linda Austin, who was duped by a pastor lover, Steve Charway in Accra.
I have a personal touching story which I would like the world to read. I came to Ghana in July this year to marry a man named Steve Charway. He was supposed to be a Pentecostal Pastor in Accra. After I arrived, I found out that he had been lying to me all along, so I suggested we postpone the planned marriage.
I came home, but decided to return and marry him because I truly loved him. I was in the process when one Sylvester James Mensah told me to get a plane ticket and come back to Ghana and Steve and I would be married there.
So I planned to arrive on Sept 17, 2013 but four days before I was to leave, Steve disappeared so I called the Uncle (James) and was told that he had traveled to Northern Ghana for a religious study and would be back in four weeks. James asked me to buy him and Steve a cell phone and send them to him with $50.00.
He called again to request for additional $800.00 to enable Steve pay for his tuition fess so he could obtain his supposed Diploma in Theology certificate, which I complied. In fact, I have in my custody receipts covering all these transactions and I am prepared to release them as and when it becomes necessary.
All of a sudden, James called me one fateful day to tell me Steve had left the North for overseas, but could not tell me which country specifically.
In actual fact, it turned out to be a massive scam and Steve Charway, am told, is with a British woman called Jane. I was robbed and could not report to the Police at the time so I would plead with you (Ghanaweb.com) to publish this article to alert the public of the operations of these hoodlums.
They need to be exposed, so no one else gets hurt by them.

Man guilty in credit, debit card theft plot that targeted Tulsa McDonald's customers
A 19-year-old native of Ghana pleaded guilty Friday to taking part in a conspiracy in which account numbers were stolen from credit and debit cards used at a Tulsa McDonald's.
Godlive Johnathan Tetty-Mensah also pleaded guilty to aggravated identity theft in connection with the plot, which he agreed caused a total loss of more than $51,000 to "many" victims.
A U.S. Secret Service affidavit indicates that about 282 credit or debit card numbers were found in a search of a laptop computer that was seized when Tetty-Mensah and three other men were arrested in Ponca City in October for allegedly trying to buy merchandise with counterfeit cards.
A majority of the debit card accounts had been used at the Tulsa McDonald's at 71st Street and Yale Avenue, the document says.
Tetty-Mensah; Daniel Yaw Jefferson, 21; Stanjulfran Geovester Mensah, 21; and Bismark Baah, 20, were accused in an April 3 indictment of taking part in a plot that lasted from August 2011 until Oct. 16, 2011.
Tetty-Mensah stated in his plea agreement that last August he and Jefferson approached an individual with the initials H.J. at the McDonald's and gave him a credit card reader - known as a "skimmer."
"Daniel Jefferson and I would meet with H.J., download the skimmed numbers to a laptop computer, and then take those numbers and use a credit card reader/writer to create counterfeit credit and debit cards," Tetty-Mensah stated in his plea agreement.
The former McDonald's employee, whose full name is not disclosed in court documents, skimmed numbers for three weeks and received $600, two laptop computers and a video game system for his efforts, the document says.
Tetty-Mensah stated in his Friday plea agreement that fraudulent purchases were made in Oklahoma, Ohio, Missouri, Kansas, Illinois, Tennessee and Indiana as part of the conspiracy.
Baah pleaded guilty Monday to an aggravated identity theft charge. U.S. District Judge James Payne is scheduled to sentence both men July 30.
Assistant U.S. Attorney Ryan Souders said Friday that Baah faces a mandatory minimum sentence of two years, while Tetty-Mensah faces between two and seven years in prison.
Charges against Jefferson and Geovester Mensah are still pending.

GHANAIAN kidnappers of German nurse plead not guilty
Accra, Jan. 29, GNA - Eight persons including a woman who are alleged to be involved in the kidnapping of a German nurse on Thursday pleaded not guilty to various charges levelled against them. The eight are being held for conspiracy to commit crime, stealing, assault and kidnapping.
Appearing before an Accra Circuit Court on Thursday the court admitted them to bail in the sum of GH¢5,000 each with a surety each to reappear on February 23. The court further ordered them to report to the Bureau of National Investigations once a week. The eight are Godwin Husunugbo, aka Shunton, Isaac Amuzu, James Afari, aka Bob and Roland Gyan, aka Alvin Walker. The rest are Dennis Asamoah, aka Bigi, Daniel Abebrese, aka Puis Kwadwo Kwarteng and Hannah Aidoo. They were said to have lured Sonaj Kaiser, a 58 year-old German nurse, to Ghana, assaulted and kidnapped her and demanded a ransom of 150,000 Euros.
The prosecution said four months ago Gyan established contact with the victim on the internet and introduced himself to her as Alvin Walker, a 58 British national resident in Ghana. Gyan further demanded from the victim 5,000 Euros to clear his goods locked up at Tema Harbour. The victim therefore sent 2,000 Euros through Western Union Money Transfer. The prosecution said on January 1, this year the victim furnished Gyan with her flight details and Gyan contacted Asamoah and informed him about the victim's trip to Ghana.
Gyan and Asamoah contacted Husunugbo, a taxi driver, who agreed to pick the victim up at the Kotoka International Airport (KIA). The prosecution said on January 2, Husunugbo after receiving the photograph and details of the victim, picked her up at the Airport to Taifa, a suburb in Accra, where she was to lodge. On reaching the house all the accused persons were waiting and as soon as she was shown her room, they locked her up, assaulted her and stole an amount of 1,400 Euros, two mobile phones and a video camera. They further demanded a ransom of 150,000 Euros from the victim's son before releasing her.
The victim's son after agreeing to pay 35,000 Euros, alerted the German Police who also informed the German Embassy in Ghana. The German police, together with Ghanaian security personnel, arrested the accused persons.

But for the intervention of Immigration Officials at the Kotoka International Airport (KIA), two Iranians would have left the country on January 24 without knowing that the diamonds they had bought for 40,000 dollars were fake.
Acting on the instruction of those who sold the diamonds to them, the two were only waiting to get to Iran before opening the parcel containing the supposed diamonds.
According to them, that was the third time they were in Ghana to transact business.
In their previous transactions they succeeded in buying the precious stone at Akwatia.
Briefing the Ghanaian Times Wednesday, Assistant Director of Immigration, and head of Operations Unit of the Ghana Immigration Service (GIS), Lord Afrifa said four people now in police custody lured the Iranians into the country to sell diamonds to them.
The four are Kenneth Kabutey, 42 the alleged leader; Ishmael Osmah Amartey, 52 interpreter; Osaka Bawa, 48, and Iking Freeman, a Liberian. A fifth person is on the run.
Kabutey is in custody assisting in investigations while the others are on bail.
Mr Afrifa said on January 24, the Iranians who were returning to Iran were held by Immigration officials at the Kotoka International Airport (KIA), for questioning.
He said even though screening of the two showed that they entered the country legally to do business, the officials probed further to know the exact business they came to transact.
The two said that they came to purchase diamonds to the tune of 40,000 dollars. When the Immigration officials asked where the diamonds were, the Iranians replied that the sellers had instructed them not to open the parcel of diamond until they got to Tehran. They produced a document covering the diamonds.
That, according to Mr. Afrifa, aroused the suspicion of the GIS officials who insisted that the parcel should be opened.
It was when the parcel was opened and the contents closely examined that they were found not to be diamonds.
He said the two then led the GIS officials to arrest the suspects at their office near Kwashieman.
Mr. Afrifa said the victims told investigators that it was the brother of Bawa, a footballer in Dubai who introduced the suspects to them.

Pastor remanded for stealing digital camera
Sekondi, Jan. 22 GNA - Frank Nana, a 32-year pastor at Tarkwa, on Thursday appeared before a Sekondi District Magistrate Court for allegedly stealing.
The accused, who pleaded not guilty, was remanded to re-appear on February 12 this year.
Prosecuting, Assistant Superintendent of Police (ASP), Richard Boatey said the accused stole a digital camera, a DVD video deck, six pieces of men's cloth and a serving tray all valued at GH¢1,150 belonging to Fiifi Hemans, a musician and designer resident at Accra.
He said sometime in October last year, Hemans, the complainant and other musicians went to perform at a funeral at Kwesimintsim near Takoradi, where the accused who was also at the funeral, introduced himself to the complainant.
He said the complainant gave a digital camera belonging to one Professor Kofi Abraham to the accused to snap some pictures for him. ASP Boatey said later when the complainant realised he had not collected his camera from the accused, the accused, whose name he did not know at the time, was no where to be found.
He said several announcements were made at the funeral ground on the missing camera but no one came out with any information. ASP Boatey said later, when the complainant entered his room he also found out that some items had been stolen which compelled him to report the matter to the Chief of the area who asked for announcement to be made.
He said some witnesses informed the complainant that they saw the accused with the items at Tarkwa.
He said the complainant, therefore, reported the matter to the Tarkwa police and the accused was arrested and handed over to the Kwesimintsim Police.
ASP Boatey said the accused led the police to his house at Tarkwa where the items were found and he was charged accordingly.

Ghanaian Gets Five Years for Smuggling East Africans To US
Human Traffic
WASHINGTON, Jan. 22 -- A Ghanaian man was sentenced today in the District of Columbia for his role in smuggling East Africans into the United States, Acting Assistant Attorney General of the Criminal Division Rita M. Glavin, U.S. Attorney for the District of Columbia Jeffrey A. Taylor and Acting Assistant Secretary of Immigration and Customs Enforcement (ICE) John Torres announced.
Mohammed Kamel Ibrahim, a/k/a Hakim, 27, a native of Ghana and naturalized citizen of Mexico, was sentenced to five years in prison by U.S. District Judge Ricardo M. Urbina after pleading guilty to one count of conspiracy and three counts of bringing aliens to the United States for profit.
According to his plea, Ibrahim operated an alien-smuggling organization in Mexico City that moved unauthorized aliens from East Africa across the southern U.S. border beginning as early as 2005. In plea documents Ibrahim admitted that between June 2006 and February 2007 he and co-defendant Sampson Lovelace Boateng conspired to smuggle unauthorized aliens to the United States by providing the aliens with fraudulently obtained Mexican visas. The visas, which Boateng obtained through a corrupt employee of the Mexican embassy in Belize, enabled East African aliens to travel into Mexico, then be smuggled across the southern U.S. border by Ibrahim's Mexico City-based organization. According to the plea documents, Ibrahim's organization smuggled the aliens by various means, including by concealing them for more than 12 hours in the sleeper compartments of commercial buses. In pleading guilty, Ibrahim admitted to smuggling between 25 and 99 aliens into the United States.
Ibrahim and Boateng were charged in a 28-count indictment returned by a federal grand jury in the District of Columbia on Oct. 31, 2007, and unsealed on Dec. 5, 2007. Ibrahim was arrested by Mexican authorities in Mexico City on Dec. 5, 2007, and extradited to the United States on April 24, 2008. Boateng was arrested at Miami International Airport on Nov. 5, 2007, after arriving on a commercial airline flight from Belize. Boateng pleaded guilty to conspiracy and alien-smuggling charges in the District of Columbia on April 22, 2008, and Ibrahim pleaded guilty on Sept. 22, 2008.
Boateng's sentencing is scheduled for Feb. 22, 2009. Both men will be removed from the United States upon completion of their sentences.
The case was prosecuted by Trial Attorney Brian Rogers of the Criminal Division's Domestic Security Section and Assistant U.S. Attorneys Jay Bratt, Colleen Covell and Michael Harvey of the U.S. Attorney's Office for the District of Columbia. Valuable assistance was provided by Trial Attorney Mary Ann Snow and Paralegal Rachel Estabrook of the Criminal Division's Office of International Affairs.
The investigation was conducted by ICE's Los Angeles and Washington, D.C., offices, with assistance from the ICE attache in Mexico City, the ICE attache in Guatemala City, the Diplomatic Security Office of the U.S. Embassy in Belize and the Drug Enforcement Administration attache in Belize. Valuable support was provided by U.S. Customs and Border Protection and the ICE Forensic Document Laboratory. Mexican and Belizean authorities also provided substantial support to the investigation.

Singapore court jails Ghanian in credit card scam
Singapore - A Ghanian national was jailed for 12 years by a Singapore court for using nearly 100 credit and debit cards and withdrawing 51,610 Singapore dollars (34,530 US dollars) in a card-cloning operation, a newspaper reported Thursday.
Essien Emmanuel, 33, had pleaded guilty to running the operation from his apartment, using information provided through the internet by a Britain-based co-conspirator, the Straits Times said.
Emmanuel was arrested on June 19 with his wife. Police have since recovered 10,840 Singapore dollars from Emmanuel, the report said.
Investigations revealed he was recruited in Ghana in early June and promised a 10-per-cent cut for stealing money from Citibank cash machines.
His wife was repatriated after a stern warning while the accomplice was named as a fellow Ghanian, Charly Nwanne, who is believed to be a member of a syndicate based in Britain, according to the report.

Ghanaian Mortagage fraudster jailed in UK
Fraud Alert
A FRAUDSTER who conned UK mortgage companies out of more than one million pounds to build a letting empire has been jailed for nearly five years.
Leo Kusi-Appiah of Digswell Road, Welwyn Garden City was caught following a lenghty investigation by Hertfordshire Constabulary which revealed he had been providing false information to lenders to obtain mortgages.
St Albans Crown Court heard on Friday how the 42-year-old defendant falsified his identity and details of his income to obtain mortgages which allowed him to set up three letting companies.
Kusi-Appiah purchased 15 properties across the UK, including one in Lemsford Village, just outside Welwyn Garden City and used the addresses to avoid speeding offences which eventually led to his arrest. It has been estimated the value of deception was around £1.6million.
He was given a total of four years and nine months in prison having pleaded guilty to obtaining property by deception at an earlier hearing.
Kusi-Appiah also pleaded guilty to contempt of court, after breaking the Crown Court’s restraint order to access £25,000 of the restrained property.
Detective Sergeant Roy Stammers of the Central Area Money Laundering Unit, said: “This was a complex and detailed investigation that allowed us to use our powers under the Proceeds of Crime Act to bring a criminal to justice whose lies allowed him to build up a vast property empire.
"I am pleased with this result as it demonstrates that anyone who is determined to lie to mortgage companies regarding their identity or financial status can expect a prison term.”

A 54-year-old American-Canadian, Braenda Louise Branton, who was defrauded of $37,000 by some Sakawa boys via the internet, is stranded in Tamale.
Branton, who is now surviving on the benevolence of management of Bigiza Hotel where she lodged since her arrival in Ghana last year, is said to have exhausted her cash.
Daily Guide gathered that she has become a burden on the management who feed and accommodate her due to her helpless situation while the matter is being pursued in court.
Till date, no relation of hers has shown up to offer any form of support to her.
It is unclear if the suspects currently on remand will be able to cough up the amount they cunningly succeeded in taking from her.
She told Daily Guide that she could not afford an airfare back to Canada where she sold all her property including her car and house, for the non-existent project.
Meanwhile, William Quansah- 20 and Eric Kofi alias Sadat Abdulai-29, who were arrested in connection with the incident will make another court appearance at a Tamale circuit court on Tuesday.
The two, who pleaded not guilty on four counts, were remanded by the court presided over George K. Addai while police are on a wild hunt for Godfred Adjei alias Junior, the main architect of the fraud.
It would be recalled that the police in Tamale unmasked the group who defrauded foreigners via internet under various pretexts.
Their cover was blown after one of them posed as husband of Branton sojourning in Ghana, and succeeded in defrauding her of $37,000.
Facts of the case said the three conspired and hacked into the email of Branton’s husband and interacted with her while she was in Canada, indicating that the husband had secured a lucrative contract to be executed.
The suspects told Branton that her husband had purportedly been awarded a contract by Globacom- a telecommunications company in Ghana- to build dozens of estates and various structures throughout the country.
The amount involved is believed to be running into several millions of dollars and to succeed in their bid, they demanded that Branton send down money to pre-finance the project and forged a number of documents to back the claim.
All this while, Godfred Adjei alias Junior, currently on the run, posed as Branton's husband who was in a strained relationship with his wife, prior to the execution of the scam, leading to both parting ways for a number of years.
Convinced her support could reunite them, the victim sold her house and other property valued at $50,000 and sent $35,000 through a banker’s draft to the suspects.
Having succeeded in milking the white lady of all her money, the suspects lured her into Ghana under the guise of inspecting work on the non-existent project sites and also take the opportunity to meet the husband.
On September 2011, she arrived in Ghana and was met at the airport by William Quansah who took her to a hotel around Osu while Godfred Adjei, on phone, still posed as the husband.
She was later brought to Tamale by suspect Eric Kofi and made to sign several documents purported to have been part of the contractual agreements.
Suspect Eric Kofi demanded several sums from her before endorsing some of the documents as portions required a Ghanaian guarantor.
The suspect later went to Bigiza Hotel and booked a room for Branton with the promise of paying later.
Free accommodation formed part of the agreement as contained in one of the documents, which gave her the leverage to stay in any hotel of her choice without payment.
He however failed to honour his promise of settling the bill which accumulated to GH¢ 11,478, raising suspicion among owners of the hotel.
A complaint was lodged with the police in Tamale and upon his arrest; it was uncovered that the entire deal was a scam with several others involved leading to the arrest of William Quansah.
Branton, who suspected that she had been defrauded also, lodged a complaint compounding the woes of the two suspects who were arraigned on charges of conspiracy of kidnapping, defrauding by false pretences and stealing.
A Kia Sephia saloon car with registration number GS 54 11, with the inscription “Cyber Angel” on the rear windscreen, was retrieved from the suspects and is in police custody.

It is not only politicians who engage in fraudulent acts like many have concluded. In fact, civil servants are more dangerous, and have been involved in very dreadful activities that have the tendency to destroy and ruin the nation’s diplomatic relations with other countries.
The newest to join the league of such questionable characters in Ghana’s civil service, is the Chief Director of the Ministry of Transport (MOT), E.N.Y Tackie-Yarboi. He is currently on the wanted list of the Police and the US Embassy in Ghana, for his involvement in visa fraud.
According to the Informer’s reliable sources at the US Embassy, Mr. Tackie-Yarboi, through the Ministry of Foreign Affairs and Regional Integration, applied to the embassy requesting for visas for five officers in the employment of the Ghana Airport Company Limited, who were supposed to travel to the US to hold discussion with SYMX Infrastructure Inc. and partners.
The US embassy in verifying the information put out to ascertain whether the mentioned personalities indeed work with the aforementioned company as the Chief Director claims, finds out that the names he submitted had no affiliation with the Ghana Airport Company; and the Embassy has since written to the police for assistance, sources at the embassy have hinted.
However, credible document intercepted and currently in possession of The Informer indicates that, Mr. Tackie-Yarboi had, indeed, written to the Chief Protocol Officer at the Foreign Affairs Ministry, requesting for the Ministry’s assistance to facilitate the process to enable the personalities he claimed work at the Ghana Airport Company Limited acquire visas.

Mr. Nii Yartey Tackie-Yarboi would be accompanied by Messrs Daniel Yaw Oppong, Lawyer; Richard Twumasi-Ankrah, Lawyer ; Richard Ntim Boateng, Administrator; Robertson Awuah Boakye Yiadom, Marketing Manager and Ms. Marian August-Adotey, Marketing, all of Ghana Airport Company Limited.
We would be grateful if the delegation would be issued with two- years’ multiple reentry visas, to enable the delegation hold discussions with SYMC Infrastructure Inc. and partners in the U.S.A; to develop airport projects in Ghana.
We count on your usual cooperation”, the letter to the Chief Protocol Officer at the Foreign Affairs Ministry reads.
According to this paper’s intelligence at the police CID headquarters in Accra, the CID has written to the Ministry of Transport for the release of Mr. Emmanuel Nii Yartey Tackie-Yarboi, Chief Director to assist in investigations.
However, sources at CID have hinted that authorities at the Embassy are following developments with keen interest since this is not the first time such a thing has cropped up.
On this note, we are calling the appropriate authorities to ensure that the nation’s diplomatic ties are not jeopardize, but ensure that anyone found to have engaged in such act is severely dealt with.

ABOUT 97 Ghanaians are languishing in Libyan jails for various alleged offences, according to official documentation.
Chris Kpodo, Deputy Minister for Foreign Affairs and Regional Integration who disclosed this on the floor of Parliament, however indicated that the actual number of Ghanaians in detention is yet to be ascertained.
Answering a question from the Member of Parliament for Sunyani East, Kwasi Ameyaw-Cheremeh, on the efforts the government was making to secure the release and airlifting of over 640 Ghanaians in detention in Libya for allegedly attempting to stowaway from that country to Europe, the deputy minister said the ministry was making efforts to rescue the people affected.
Admitting he could not confirm the number given by the MP, Mr. Kpodo said the Foreign Ministry had asked Ghana’s Mission in Tripoli, the Libyan capital, to meet with the leadership of Ghanaians living in that country to establish the number of people in detention.
Many African nationals including Ghanaians, Nigerians and Ivorian, have been wallowing in Col. Ghaddaffi’s Libya for alleged criminal offences, with some being hanged.
It would be recalled that the June 3, 2010 issue of DAILY GUIDE reported the hanging of some Ghanaians in Libya and the imminent hanging of others if government did not act quickly to save them.
DAILY GUIDE learnt that prisoners who were facing various charges, including murder, were allegedly not given fair trial before death sentences were imposed on them.

A Kumasi Circuit Court has remanded two people into prison custody for allegedly trying to sell the 19-year old son of a landlord.
Musah Kwaku Nyankini, a butcher, 30, and Abu Tawiah, a 27-year old farmer, are standing trial for human trafficking when they attempted to sell the teenager for GH¢5,000.00.
They pleaded not guilty to charges of conspiracy to commit crime and human trafficking and are to re-appear on Wednesday, May 30.
Police Chief Inspector Isaac Mensah Appenteng, told the court presided over by Justice William Boampong, that the accused resides at Dampong in the Asante-Akim South District.
He said Nyankini is a tenant in the family house of the victim and on May 6, the two accused conspired to sell the teenager and in pursuit of this, Nyankini travelled to Kumasi to look for a prospective buyer.
Chief Inspector Appenteng said Nyankini contacted another person at the Bolgatanga Lorry Station at Krofrom, and asked for his assistance with a promise of a GH¢ 2,000.00 reward after the successful completion of the transaction.
He said the man then feigned interest and tipped-off the New Tafo police who arranged with a witness in the case to present himself as an interested buyer.
Chief Inspector Appenteng said they fixed May 12, for the victim to be brought down to Kumasi and on the appointed day, Nyankini arrived with the boy at about 0930 hours.
The prosecution said as they bargained over the GH¢5,000.00 price quoted by the accused, the police moved in to arrest Nyankini.
He admitted the offence during interrogation and mentioned Tawiah as his accomplice.**

They should trace his genealogy or his ancestry and it would come out he's not a Ghanaian, because, these scams attributed to alleged Ghanaians are becoming one too many, and it behooves on the Ministry/Minister of Interior, the BNI, the Police, and the Birth and Death Registry, to help unravel the "Ghanaian identity" of these scammers/sakawa/419 culprits, and also do a lot more to arrest the increasing canker of this sakawa business. They need to be flushed out, because it is a crime, if the gov't does not seem to know, that it is. It's a crime just like armed robbery, or stealing from the national purse, so the NDC gov't should seriously work on treating it as such, including those caught stealing from the national kitty, and sending the country into the doldrums.

There is one thing ghanaians need to know, Ghana has a reputation across the entire world though this does not mean ghanaians are angels there are good and bad in every nationality, there are a very good nigerians honest enough to call friends and there are bad ones too as in any nationality but in this particular case am sure the authoritie s will eventually come with facts and findings as to who this man really is. We all at end of the day have names and origin and once this is clarified am sure the matter will be put to rest so lets calm down and put our trust in the authorities as they are equally made to feel there is misrepresentation and doubts in this case and the full facts will come out in the long run. Pride is not for sale and reputation takes a very long time to build and must be protected at all cost and by all means necessary.
