Later some African Scholars and a Merchant (Paa Grant) mainly FANTIS formed the Aborigines Protection Society(as then called) which brought about the formation of other Societies due to suppression and unruly laws by the Whiteman who came in as a Trader but manoeuvred to rule the Blackman on his own Land.In the cause of time,as others from Akim,Ashanti,Brong,Ahafo were merged/joined the name was Changed to United Gold Coast Convention (UGCC).So it got to the point the Colony Ruler(Britain) was adamant to grant the demand for independence.
Therefore,there was the need for a Dynamic Strategist to turned things around.So,at a meeting the late Hon Arko-Agyei recommend Kwame Nkrumah,whom Paa Grant Sponsored back home to the Gold Coast, accommodated and fed him in his (Grant) house at Saltpond in the Central Region.The General Secretary,Kwame Nkrumah was more than dynamic.For within a Short time ,things turned around as expected and was able to ushered us to the promised land.

The SSNIT managed funds do not give the retired workers any good money except for about 300 cedis a month for working for the government for over 30 years. What is 300 cedis for a month? When teachers and health care workers, for instance, don't get their remunerations, why don't they order the government to pay what they owe them so workers can go back to work. How do you simply ask people to go to work when they need money for transportation, work tools, food for their families etc. Instead of using their positions to bully and threaten workers, why don't they ask the government to be responsible enough to see the plight of workers and pay them their due? If they can't be honest brokers, then they must zip it and watch from the sidelines.

Dr. Albert Nuhu, who The Herald’s
findings, have established is a
confidante of President Mahama,
bitterly lamented about how people he
called “Northern Elite”, have
disappointed their “kith and kings”
from the three northern regions, after
the overwhelming confidence reposed
in them by the various presidents,
including Kwame Nkrumah, Jerry
Rawlings, John Kufuor, John Evans
Atta Mills and John Dramani Mahama.

on Monday, Dr. Nuhu charged “…. I
cannot help but call on all Northerners
to stop blaming Southern domination
and look into ourselves to fight the
enemies of the North. The enemies of
the North, those who seek our
destruction, those who seek to
imprison the North in darkness,
poverty, ignorance, diseases and
perpetual cup in hand begging and
relying on government handouts are
the Elite of the North. Yes! our own
Elite. Because, our Southern brothers
have given us more than enough since
independence. Folks, one thing I know
very well are that the Northern elite
are the curse of the North”.
The US-based PhD holder wrote,
“After FASCOM, URADEP, NORRIP,
SADA 1 and now SADA2, if we do not
improve our lot, we should forget it
and stop blaming anybody for our
endemic poverty”.
Dr. Nuhu went on “Today, we have not
only been coopted and favored by all
regimes but, thanks to NDC, our own
boy, my little beloved brother, is
President of Ghana, duly nominated by
NDC and duly elected Nationwide. But,
it appears the election of John
Mahama has just turned loose the
wolves of Northern Ghana elite.
They are barking and tearing flesh left
and right, they have ganged on my
little brother John in the Flagstaff
House and taken him ransom, they
have looted from beneath him and
above him, they have grabbed every
pesewa that they can lay eyes on and
designated to assist our poor Northern
folks, they have sought to eat humans
raw in the name of “gold rush” for
Northern elite, and have turned
governance into a mockery. The
Northern elite seconded every
opportunity afforded by every regime
since independence in corruption,
greed, and shameless thievery. What
a shame! Let’s all repeat it after me
“What a shame!”
The Herald’s findings are that Dr.
Nuhu is a maverick and very well
known in Bole as a person, who never
shies away from speaking his mind,
irrespective of whose ox is gored.
He lived in the American city of
California for over 30 years, and
regularly boasts of his private
conversations with President Mahama
on a social media platform called
“Gonja Land Youth Association”.
Below is Dr. Nuhu’s article entitled:
“Northern Ghana Elite, The Blood
Suckers Of Northern Ghana”.
“I remember very clearly how angry
progressive Ghanaians and Africans
were when Obama came to Ghana and
asked Africans to stop blaming
colonialism and rather tighten their
belts and eradicate corruption in
Africa.
I was one of them.
Today I cannot help but call on all
Northerners to stop blaming Southern
domination and look into ourselves to
fight the enemies of the North. The
enemies of the North, those who seek

Why did Kwame Nkrumah institute the
Northern scholarship scheme? Why
did Kwame Nkrumah include so many
Northerners in his cabinet; such as
Hon. E. A. Mahama (John Mahama’s
father), Hon. Imoru Egala, Hon. L.R
Abavana, Hon. Mumuni Bawumia, Hon.
J. A. Brimah, Hon. Asumda, and Hon.
S. S. Sakara as the National
Propaganda Secretary of the CPP? The
head of the Security forces and Army
Bawa and Zanerigu were from the
North under Nkrumah.
Folks, in recent memory, why did JJ
Rawlings have almost more than a
third of his Cabinet from the North?
Professor Mills and the NDC followed,
with Northerners occupying many
Cabinet and top civil service
positions. Ask yourself, why did all
these regimes do that? Folks, Mr.
Ibrahim Mahama was taken straight
from Legon Law School to head a
Cabinet Ministry under Kotoka and
Afrifa; he did not even know how to
drive a car, and has since not been
able to drive a car. Even Kofi Busia
had a special place in his heart for
Northerners, and generously appointed
many Northern Cabinet Ministers.
If you don’t know the answer to my
questions, here it is. Because, there is
a famous saying that if you give
someone a fish you feed that person
for a day. But, when you teach
someone how to fish, you feed that
person for life. Simply put, all these
regimes gave us all these
opportunities and appointments to help
us help ourselves. But, like spoilt
brats, we blew every opportunity we
had to help and raise our people out of
poverty and misery. We deceived our
folks and enriched our individual
selves at the terrible and lamentable
expense of our own people.
Folks, these Northern elite that were
appointed to various cabinet positions
under all these regimes, simply
sucked the hell out of Northern poor
and innocent brothers and sisters.
They used the positions to enrich
themselves, as if they were ordained
by God to receive benefits on behalf of
Northerners who carried latrine,
worked in the mines, took care of
cocoa farms, pounded fufu and washed
dishes down south.
These Northern elite simply exploited
Northerners in the name of the
suffering and backwardness of the
North. They used the doctrine of lack
of amenities in the North to gather and
secure and protect amenities for
themselves. They literally stole from
the Northern peoples in the name of
lack of development in the North. They
embezzled from the unfortunate and
uneducated Northern brothers and
sisters in the name of lack of good
drinking water in the North. The
Northern elite woefully and
shamelessly exploited the plight of
their own brothers and sisters in the
North, and in the name of colonial
injustices to Northerners to line up and
oil their pockets.
Folks, the Northern elite blatantly
burglarized every institution that was
created to help alleviate poverty and
diseases and ignorance in the North,
in the name of the abandonment of the
North by Colonial powers and Ashanti
Landlords. They brutally corrupted
every institution and agency created to
narrow the gap between the south and
the North, in the name of the
discrimination of Northerners in the
work place. They embezzled and
robbed in plain day light the monies
set aside to help the North, in the
name of lack of respect and regard
from the south for Northerners. It is
like the “race card” abused by blacks
in the US; everywhere you look and
pass Northern elite are exploiting the
historical accidents on Northerners to
fill their bank accounts.
Folks, here are some examples of the
very real attempts by every regime to
redeem the North, and which efforts
and good intentions were exploited by
Northern elite to enrich themselves. I
am sure you all remember the fancy
names of agencies created to help
Northerners, which were misused and
mismanaged and robbed and abused
by Northern elite in the name of
compensations for Northern suffering.
Folks Sister Rosaline B. Obeng-Ofori
described our frustrations with the
Northern elite appropriately. She said

Northern plight to advance their
individual enrichment agenda at the
expense, and in fact sometimes death
of Northern peoples because of hard
labor and toil!
Folks, I am deeply ashamed to be
called a Northerner just for one
reason. Because, that title is
synonymous with bureaucratic
corruption, indignant and blatant
robbery and looting of government
coffers; Yes, that title signifies
corruption without conscience against
our own people. When they talk about
“from rugs to filthy rich Northern
elite”, there could not have been a
better description.
The “Northern Filthy rich elite” are
really dirty, made and continue to
make their dirty money on the backs
and sweat and suffering of
Northerners.
For once, my dear dirty rich Northern
elite, you have your chance to change.
You have your chance with John
Manama in the Presidency to reduce
your greed and thievery. You have
your chance to repent and assist John
Mahama cleanse your names and
make you men and women worthy of
living.
You have John Mahama to assist you
to make Ghana and northern Ghana a
better place for all. Yes, your best
chance is in the person of John
Mahama, who embodies all good and
purity, and morally upright; and you

Even if the govt aslo partly contributed to the pension, the money still belong to the employees. Now, how is the pension managed. The unions together with the govt. agree to elect or select a credible Trustee to manage the funds and invest wisely for a handsome return. Generally, the Trust play it safe by investing in Govt.and Bank instruments, where they believe the Funds are save. Let me give you an example, there was a company called ENRON in America that choose to invest employees pension in the company. The company was run to ground by greedy higher-ups and the employees lost their pension. Imagine
a 70 yr old employee, all of sudden left holding the bag, and have to begin all over again. If the govt. want to borrow the pension funds, then the govt must go to the Trust and negotiate the loan properly like every one else. What I am suspecting now is that the govt. wants to select a Trustee of choice, just to have control of the money. Or a worse case scenario, the Trustee the govt.chooses will go bankrupt, by way of "create loot and share", and in this scenario, the funds will be guaranteed by the govt. The NDC govt will run away with the loot and leave the next govt., most likely an NPP govt with the bill, all because the govt guaranteed the funds. The Mahama NDC gov't should just do the right thing, by transferring the money which they are saying is at BoG, so the country can move on.
Information filtering in to the effect that, the Mahama NDC gov't intends to railroad some measures through parliament, so as to prevent the transfer of the funds, and also hide behind those measures not to account, for the "purported funds" at the BoG, can only serve as a recipe for chaos.

This is a story which goes to show clearly that the workers tier-two pension funds has been looted and stolen by the Mahama led NDC gov't with the funds within the region of anywhere between Ghc2-3billion nowhere to be found, from the Ghc1.1billion as of Dec of last year + the Ghc300million + any other sum that would have accrued from the investment of these amounts. However, it is very clear that, the rather long looting and thieving arms of the Mahama NDC gov't has managed to grab rather recklessly and impunity the tier-two pension funds of Ghanaian workers. With looting and thievery the only policy of the Mahama led NDC gov't, the country is obviously reeling from the utter chaos of such unbridled and repugnant thievery.
CONTROLLER OWES WORKERS Ghc300M; GOV'T TO PAY THROUGH BONDS.
The Controller and Accountant-General’s Department (CAGD) is indebted to public sector workers to the tune of GH¢300 million.
This is partly making it difficult for the National Pensions Regulatory Authority (NPRA) to conclude the reconciliation processes needed to ensure the smooth transfer of the tier-two pension contributions from a Temporary Pension Fund Account (TPFA) at the Bank of Ghana (BoG) to registered custodians for subsequent management.
The CAGD’s indebtedness also contravenes the National Pensions Act, 2008 (Act 766) which mandates employers – both private and public – to deduct five per cent of the monthly salaries of their employees and pay same into the second tier mandatory occupational pension scheme, currently in a temporary account at the BoG.
The law requires that the deductions and subsequent payments should be done within 14 days from the end of every month.
However, GRAPHIC BUSINESS investigations revealed that the CAGD, which handles the salaries and emoluments of all public sector employees on behalf of the Ministry of Finance and Economic Planning (MOFEP), had not paid the contributions of employees between September 2013 and September this year, despite routinely making the deductions on a monthly basis.
The department's failure to remit the deductions within the period is an offence under the Pensions Act, which reformed the industry with the introduction of a three-tier scheme.
Section 10 of the act says, "an employer who fails to remit total contributions within the time stipulated commits an offence and is liable on summary conviction to a fine of 2,000 penalty units or to a term of imprisonment for two years or to both."
The paper has also learnt that the government is currently in the process of issuing bonds to defray the arrears, in line with pledges made to labour during negotiations.
“It is a fact that the government’s contributions are in arrears and it keeps assuring us that it will pay, yet nothing happens. We even raised the issue at the tripartite level during our negotiations with the government, but as we speak nothing has happened,” a source with deep knowledge on the issue told the GRAPHIC BUSINESS.
“The assurance was that the government will issue bonds to pay and we are hoping that it will do that soon,” it added.
Liquidity issues
The five per cent contributions are to be held by the pension fund custodians and managed by fund managers selected by the relevant corporate trustees.
The trustees, on the other hand, are to be selected by the various employers on behalf of their employees, the new law, which came into effect in 2010, says.
The said contributions totalled GH¢1.1 billion as of December last year and are now being prepared for disbursement to the various schemes after the NPRA had concluded the reconciliation and auditing process.
Therefore, should the NPRA decide to transfer the funds from the TPFA to the respective custodians for onward management, the funds for the affected public sector workers will be short of the 12-month contribution, which amounts to the GH¢300 million.
The affected workers comprise all employees of public sector institutions. They totalled 442,365 as of July this year, data from the Social Security and National Insurance Trust (SSNIT) showed.
The CAGD's inability to remit the contributions has affected the amount the workers will earn on their contributions, given that the said funds have not been invested and will, therefore, not yield returns.
The reason for the delayed transfer of the contributions is not readily known.
However, a pension industry expert, Mr Evron Rothschild Hughes, said in an interview that it could be as a result of liquidity challenges facing the government.
Mr Hughes, who is the CEO of Cambridge Capital Advisors Limited, said given that the deductions were done on paper and not in cash, it was possible the government only paid the affected workers minus the said amounts, yet lacked the funds in real cash to pay on their behalf.
"As is similar to all such notional deductions, the remittance and payment of the deductions rely on liquidity. By notional deductions, I mean 'paper deductions'. The funds are not being received from the workers per se; they are only given their salaries less the amounts 'deducted on paper'.
“Given that the government, which is the principal employer of public sector workers, has had major issues in meeting many of its statutory obligations due to the lack of funds or liquidity issues, it is not surprising that the deductions are not remitted," he said in an e-mail response.
Statutory funds such as the Ghana Education Trust Fund (GETFund), the District Assemblies Common Fund (DACF), the National Health Insurance Fund (NHIF) and the Road Fund are currently in arrears due to the government’s inability to raise enough revenue to meet rising expenditure.
NPRA wants govt intervention
When the GRAPHIC BUSINESS contacted the NPRA, which regulates the pensions industry, for its comment on the matter, the authority declined to grant an interview, insisting that it would make its stance public at the right time.
The same applied to the CAGD.
The paper, however, learnt that the NPRA had drawn the government’s attention to the CAGD’s indebtedness, explaining that the development was fueling the current mistrust of the authority by public sector workers.
“The concern was that if the NPRA transfers the funds now, it will be without the GH¢300 million and that will be a problem because what it means is if the arrears finally comes, then the authority will have to carry out another round of auditing in order to reconcile the figures before it can disburse.
“If the NPRA also waits on the CAGD to pay before it can transfer the funds, it will not be sure when that payment will come for the disbursement to take place,” a source closer to the discussions told the paper.
“So what the NPRA did was to tell the government to impress on the CAGD to transfer the funds quickly, so that it can proceed,” the source added, while pleading anonymity.
Raging controversy
The GRAPHIC BUSINESS’s revelation on the CAGD’s indebtedness comes in the wake of heightened agitation by public sector workers regarding the transfer and management of their second tier contributions.
Currently, 12 labour unions, comprising unionised staff in the health, education, commerce and the judicial services, are on an indefinite strike in protest against the government’s decision not to allow them to privately manage their own tier-two contributions.
The strike is also in protest against the delayed release of their tier-two contributions to custodians for management, an issue the NPRA said it was working to resolve.
When contacted, the General Secretary of the Trades Unions Congress (TUC), Mr Kofi Asamoah, said although he shared in the concerns of the striking workers, it was better for them to resort to dialogue in finding an amicable solution to the matter, instead of resorting to strikes.
“Strikes will bring untold hardship on ordinary people. The best, to me, is for us to come together and dialogue, so that we can even use this opportunity to address all the concerns in the industry,” he said, in reference to the delayed release of the funds from the TPFA at the BoG.
“The more that money stays in the temporary account, the less beneficiary it is to workers because it cannot earn interest above Treasury bill rates.
“I think it will be better we rather used dialogue to get all these things addressed, instead of the strike which may not solve any issue,” he added.
