Ghana, he said, also has high telecommication penetration rate on the continent adding, “Private public partnership is the way to go.’’
In his welcome address, the Dubai Minister for Commerce averred that the forum is a platform to explore investment opportunities for Africa through engagements and to offer sustainable economic development through partnerships to connect Africa and the world by harnessing the continent’s capabilities.
The Minister for Foreign Affairs, Hon Hannah Tetteh, urged policy makers to promote trade, remove barriers and harmonize tariffs to create linkages and integration.
She expressed concern at the slow pace of the continent’s intra trading, which is fuelled by regional interests instead of the bigger interest.
“Our diversity as people on the continent is an opportunity to promote trade,” she stated and urged Africa to have a common vision, focus on detail and to involve the people in addressing the challenge.

It would appear that those in control of the NDC, for the time being, were bent on excluding other bona fide members of the Party who may wish to lay democratic claims to who becomes the next flag bearer of the Party by excluding them even before the mortal remains of the demised President were interred. It is also symptomatic of how political party elites in Ghana and Africa worm their way into the confidences of persons perceived as likely to ascend to power positions for purposes of eventual personal economic gain at the expense of the generality of the mass of Party members and the Nation which every President swears to serve under the Constitution

In 2010, China and Ghana signed an agreement for an interest free loan of $20million dollars however the Chinese component of the loan was for a sum of $18,593,525.97 for the construction of fish landing sites. The Mahama NDC gov't stated in their manifesto that, they intended to build 2 fishing harbours at Elmina in the Central region and Jamestown in the Greater Accra region. They also stated in their manifesto that they were going to construct fish landing sites at Axim, Dixcove, Moree, Fete, Mumford, Winneba, Senya Beraku, Teshie, Ada, Keta, Abotoase and Dzemeni. This was for a loan amount of $20million dollars.
Till date, it's unclear whether the said projects for which the Mahama NDC gov't contracted the loan amount of $20million dollars has commenced, whether the fish landing sites in these coastal communities have been completed or the whereabouts of the funds. Indeed, there are infrastructure deficits which presents opportunities in Africa and in this case Ghana, but in situations where loans are contracted for such infrastructure projects by the gov't and neither the projects nor the funds are nowhere to be found, which are debts which would be repaid, it becomes quite problematic for the citizenry, under such gov'ts.
Could the Mahama NDC gov't update the masses on the status of work of these fish landing sites in these communities in terms of commencement and completion dates, or the whereabouts of these funds?

Managing Director of the International Monetary Fund (IMF), Christine Lagarde, has cautioned African countries against piling up debts through excessive bonds issue.
According to her, unless Ghana and other African states are borrowing from the international market to finance infrastructure, Eurobonds may not be a good thing.
"I think it (Eurobonds issues)should be done with measure like every thing. No excess, no abuse", she said.
Ghana and other countries like Ivory Coast, Rwanda, Kenya and Zambia have recently turned to the international capital market to raise billions of dollars for various projects.
Last month, a third Eurobond to raise $1 billion by Ghana was over subscribed.
The $1 billion bond has a 12-year maturity, with a coupon rate of 8.125%. The bond matures in 2026.
According to the Ghana government the $1 billion Eurobond will be used to fund capital expenditure in the 2014 Budget and counterpart funding for pipeline projects and the refinancing of domestic and external debt.
On June 16 2014, Kenya successfully issued two tranches of a maiden Eurobond ($500m, 5.875% due 2019 and $1.5bn, 6.875% due 2024) in order to support infrastructural developments in road, railway and healthcare.
Speaking at a news conference on the sidelines of the on-going IMF/World Bank Annual meetings in Washingtoin DC, Madam Lagarde said proper management of funds from bonds must be a crucial consideration among countries pursing that venture.
"We are currently working with the Fiscal Affairs Department [of the IMF] for specific research work to actually focus on how public finance and civil service in each country can actually well serve the discharge of major infrastructure projects and we will make that expertise available to all our members", Madam Lagarde said.
According to her apart from focusing funds from Eurobond on infrastructure, it is important to make sure Ghana and other African countries appreciate the benefits of good public finance management in ensuring efficiency of infrastructure.
