If she had been ordered to do so then the headmistress has become a toothless dog in the school. She has lost everything in that school and things would become even worse.

There is a difference between a course and a subject. A course is a subset of a subject. In high schools in Ghana, we don't take courses every semester or term but we take a subject during the duration of the three years as it is now.

Uk relaxed discipline and now all their public schools are junk. Only private schools where discipline is maintained that students are able to get to the top of the ladder in society. Those who make it in the public schools are those who are disciplined and it is from the house. Like my children I knew I could not afford a private school so everyday I was on them and they have made and rubbing shoulders with those who went to private schools in the uk.
When I was a student, some of my mates were repeated and some were sacked. Always third term exams were promotion exams. If you failed without strong reasons like you are good you have been doing well and probably you were sick during exam period, then you will be repeated. A lot of my mates did not make it to form two.after form one the rate of failure reduces bcos normally the remnants would be those who could cope.
If we don't failstudents nowadays then of course we will churn useless graduates who can't be used for anything. This is happening now in ghana.
This one too is politics.why waste your time if you can't cope with secondary school education?

Nowadays businesses and government organisations have stopped demanding Secondary School Certificate or Basic Education Certificate.
Each of these certificates are important. For example for many tertiary graduates the only certificate that can tell whether one can speak good English or whether one has adequate knowledge of Mathematics is the Secondary School Certificate.
Similarly the only certificate that can tell whether a tertiary graduate has basic knowledge of Ghanaian history, culture, agriculture and the basic geography of West Africa is the Basic Education Certificate.
