The problem is with the accounting department and auditors - no private company or serious government would put the responsibility on their employees to report double payment. What! It is like a bank cashier/teller putting the responsibility on the customer to tell her/him when they receive more cash than requested, banks fire such tellers when their draws are short. No wonder the government is broke and always soliciting for loans to pay wages etc. Mahama should really be ashamed of himself for appointing these inexperienced dumb folks to manage affairs.

Even there are twins who have the same name working at the same department, their accounts number should be different from the same bank. So this is crass. They want to make it like it was honest mistake.

And why should the they appeal on this one? Are they telling us that they don't know the banks they sent the money to? If that was to be true, why not go to the bank and verify if double payments were made to one person?

What foolish organization operates like this? Didn't the accounting general office or whichever agency that does do payroll provide a sheet to the bank or however they do it manually or electronically to credit to employees account? Can those fools go back and check the list for double requests for the same accounts and employees? The problem is with those in charge at the government end and not the employees. The management has no clue.

At the same time, those processing the payments (both at the Controller and in the banks)should also be held accountable when these things are numerous.
