This is absolute nonsense and why don't your company cut off their power supply. And if you find any illegal connection you prosecute them to serve as a deterrent to others.

That is not the responsibility of the paying consumers. It is the duty of the company to find efficient ways of collecting the payment.

The guy is just throwing dust into people's eyes. He knows well that ECG doesn't need the cops and other law enforcement to get people to pay bills, because they embark on disconnection all the time. The thing is those sent to disconnect take bribes from defaulters. Meanwhile, domestic consumers are not the problem, it is commercial consumers who negotiate with ECG staffs to dupe the company. This is what they do; they approach the factory guys, those Lebanese and Indians at the industrial areas and say if the bill is 25 million cedis a month, the ask for 10 million cedis and the bill is changed to say 2 million cedis. They just get the account number and alter the unit consumed, by highlighting on the units and with the delete key the change the units before the final bills are generated. Way forward; All commercial consumers' bills should be audited and see that those Indian and Lebanese crooks are draining us big time
