The Bank of Ghana (BOG) has no Eastern Regional headoffice. The BOG must ask for land from the King of Akyem (Okyehene) to construct this building. I don´t believe that the BOG has accurate data of the economic activity in the at least 12 Akyem districts which make up more than half the population on the region. The GDP and GNI of these Akyem districts are very high. They stem from:
Gold mining
Diamond mining
Cocoa
Oil Palm (the largest in West Africa)
Timber
Software development
etc
The money supply and capital in the at least 12 Akyem districts are wholly inadequate. BOG must remove impediments to the setting up of rural banks in these districts and encourage ADB and GCB to open branches in these districts.
The government must further ensure that wholly owned Ghanaian banks, including rural banks, get at least 80% of the banking revenue.

Even if we purge the dollar to cedi exchange rate at ghc3.00 to $1.00, COCOBOD is bagging GHC9,954.00 but paying cocoa farmers only GHC5,520.00 representing 55.50%. This is tantamount to cheating cocoa farmers. NDC when lying through their nose with their shameful propaganda promised to pay cocoa farmers 70% of the sales price. Cocoa farmer deserve the 70% GHC9,954.00 amounted to GHC6,968.00.

Just selling the cocoa can't be enough. With all the selling of commodities without funding and setting up an economical environment that keeps the value chain in the country - it's still exploitation. And the EU would still charge import taxes if Ghana (or other ECOWAS states) would try to export stylish Ghanian Chocolate (swiss style ;-) hehe of course).
It's the same with other stuff: frozen chicken from the EU is destroying your lokal and regional markets and farmers business. It's very unfair still what we white men do to your country!
Your Government should put the oil earnings into an alternative energy concept. There is so much wind power along the shore. This electricity coming from wind wheels could be used for the alloy plant that never really worked. At the moment you are shipping the raw materials like bauxite to South Africa. And for what, to import alumimnium bowls and kettles etc. ??? You should have this industry in your own country with all the surrounding services and supporting industries and businesses that is needed. This would be a kind of an investmenst that can boost the economy and the money will stay in your systems circuits ...
