Folks, that was the best for those of us who opted for secondary school education. Others opted for Teacher Training education, Commercial school or Technical/Polytechnic schools.
As Mr. Armah pointed out in his "pre-thesis presentation and defense”, some Ghanaian students are required to take "remedial courses" before being admitted to universities in the United Kingdom. It is the same here in the United States of America—even after taking & passing the TOEFL (Test Of English as a Foreign Language).
What our leaders and some educational buffoons in Ghana forget is that: GHANA uses somebody's language—English—to learn and that's why we need MORE years, not less, to study than our counterparts in the English speaking countries. I’m highly AGAINST the current JSS & SHS Mumbo Jumbo, which are producing "semi-illiterate" graduates quickly, while the country and its institutions have no JOBS for them.
Lastly, I strongly believe that Mr. Armah is writing his doctoral (PhD) Thesis on this topic: "The Educational System in Ghana; the old vs. the new and expansion into other professions." So, good luck, Mr. Armah.

Bashings, I will try to help answer your question. Every secondary school including the ones you mentioned should have their own entrance examination or something of that sort. Once a student writes and attains the grade mark they are looking for then admission should be given to those students.
A good example I can give you is that here in the USA the have High Schools that cover all subject areas but are notable or steers the students toward a particular field or professions. They have the "Science High Schools, the Vocational Technical High School and the Arts High Schools" etc. So parents/teachers and students can work together to put child on the right track or right school.

The B.E.C.E and SHS WAEC exams have not achieved it main objectives for most people. It has left most students out, just because one can not pass Math's and English. So, are all the other subjects irrelevant?

Employers, GES, NAB, are confused because they don't value NATVET Certificate and holders of this certificate are not recognize in the country WHY? Until much premium is kept into vocational courses Ghana will go no where.

At this point, pupils/students can see clearly their individual carrier pathways, being them purely academic, commercial or vocational based on their grades and interests. The SHS years would see them prepare their carriers into the tertiary programs.
No certificate should be awarded at JHS. The only pre-university/college certificate must be awarded after a successful SHS i.e., after Grade 12.

To me, this system was able to streamline the good and best, who were able to move on from the O to A level. the best of the best from A level to the universities. the end product is better university graduate prepare for the job market. it is also important to say that others who are not able to make it that far can go into the polytechnics, vocational, teacher training to acquire a skill. the old system worked, and there sankofa is the way to go.

This, in my view, has relatively brought sub-optimality in Ghana's rich, hitherto, education.The issue of streetism among JHS/SHS abound, coupled with mounting unemployment plaguing the nation. We should not rush to introduce a system that pushes pupils into secondary education so fast, but we must critically consider quality, maturity and intellectual capability for the citizenry in terms of unique training that will galvanize this ailing educational system. In Nigeria where students write the same WASSCE exam with Ghana, they say the WASSCE is equivalent to the O'Level. According to Mr Armah's submission "WAEC certificates issued to secondary school graduates appeared to be sub-standard as holders are required to take foundation programmes before entry to undergraduate degree courses at UK universities".
Another issue he mentioned was the imposition of general education on everybody as he said "Our appetite for grouping all post-secondary education in one homogeneous entity should be abandoned as they have different roles to play in training the human resource needs of the country". By this I can confidently say this fine British trained mind is being factual because according to experts a balance of Specialized and general education in any society is a necessary requirement for positive development but unfortunately for Ghana any specialized cert is a toilet paper. Read what a seasoned educational expert had to say, "In a difficult economy, many less affluent students believe that a general education, especially in the humanities, is a luxury they cannot afford. It is generally easier to make the transition from a general to a specialized education than vice versa, although moving in the opposite direction is not impossible. The life circumstances of the student are likely to be the biggest influence on the choice between general and specialized education". So now what is the case of Ghana? Development is like building a football team .You have one coach thinking for 11 players on the field. If any nation produces more coaches(academicians) than football players(practitioners and professionals) and the coaches(academicians) don't get jobs do you blame the teams(industry) as our useless Prof Naana Jane Opoku Agyemang is saying? Thank you Mr Armah for this exposition..
