The Mahama NDC gov't needs to pay the POTAG, UTAG, NAGRAT etc, etc all their arrears and allowances due them before they step into the lecture halls.
The BRA due them cannot be waived to their disadvantage and any research fund should be subject to negotiation before it becomes operational, especially in a country where, the Mahama NDC gov't's policy is geared towards satisfying their footsoldiers and whatnots.
The Research Fund is a tool to breed political patronage, just as Joseph Yamin and Co. could say "they were going to take supporters to the mundial, but of those supporters, 99.9% of these supporters were going to be party supporters and footsoldiers because of the work they have done to get the NDC party into office" end of quote.
Unfortunately, the educational sector cannot be allowed to suffer a similar fate. That would be the final nail in the coffin of the already collapsed educational sector in the country.
The Mahama NDC gov't needs to pay the BRA which is in arrears to members of POTAG, UTAG and any and all other arrears due hard working Ghanaian citizens.
Increasingly it is becoming clear that the Mahama NDC administration cannot do the job entrusted to them by the masses, and should that be the case, then they need to resign.

Ben, as much as I agree with the decision to withhold salaries of striking workers, I think you are lying. I am sure you are not a lecturer as you say....
Every beneficiary of the Book and Research Allowance knows that the research allowance is only 500 cedis. The Book Allowance of ($1500) is usually the bone of contention, and that is part of salaries! That is why UTAG and POTAG go on strik to demand them, not because they want to do research. Those who want to do research don't rely on government. So for your information, when people go on strike for book and research allowances, they do so for salary arrears!

If you have followed the issue concerning the strike very well you would have gotten to know that all that POTAG and UTAG talk about is the research they do before going to teach. This is paid annually [for the 2012/2013 academic year, Master's holders received approximately GHc 3000]. I want you to understand that it is NOT and can never be a salary top-up. Do you know that senior administrators of the Polytechnics, Universities and some Institutions [example, CSIR] also receive this money. POTAG as far as I know have NO SALARY arrears, please be informed. Our last arrears were paid in April 2014 which was fuel allowance, you can consult your payslip if ONLY you are a member of POTAG

At last we have a government that not only "barks but also bites". I would go further by clawing back the pay they've already received through decremental future payments. This will send a strong message to all groups that you don't achieve anything by striking so unnecessarily. Any strike that lasts longer than one day completely loses its meaning and has a seriously negative impact on our overall achievement as a nation. And then the very same people turn round and blame government for lack of progress in our development. When you kept your students out of classrooms for three months have you any idea what students in similar institutions in Malaysia, China or South Korea would have achieved? Is it any wonder that those countries are powering ahead whilst Ghana is literally retrogressing? If POTAG have any sense that their president needs to be removed from office as early as Monday. We have no time to waste on self-centred individuals.

In Canada, and I am sure in other developed countries, labor unions put aside part of their member contributions into a strike fund, which is used to pay the workers during a strike.

You may have the power and the platform to peddle untruth that Govt has yielded to the demands of POTAG. You may continue to assume that majority of the public is ignorant of the facts and would support any decision to freeze salaries of POTAG members. You may assume you are so clever and able to manipulate GNUPS against their teachers. I hope you would also be minded to establish whether the stike by the teachers is legal or not. I hope you would also want to establish whether the employer can unilaterally vary the negotiated conditions of service of workers without recourse to laid down procedures.Remember that oppression and suppression will prevail but just a while. YOU CAN FULL THE PEOPLE SOMETIMES BUT YOU CAN'T FOOL ALL THE PEOPLE ALL THE TIME. You may need to ask the NPP to share with you their experiences in 2006 when they froze NAGRAT members' October salaries and eventually paid the money in 2008 hoping to appease the aggrieved teacher. You must stop your nonsense and pay the book research allowance so the kids can go back to school and learn. If you have the money to pay for the convoys of even the garden boys at the Flagstaff House and all the body guards, why cann't you find the money meant to buy teaching materials for our teachers so they can teach Ghana's future leaders?
If you can heartily pay judgement debts and pump money into the pockets of your cronies through SADA and GYEEDA,why cann't you fund their book research allowance?
