What Ghana needs are good managers and consequences for not meeting deadlines or productivity. Management is the problem and not the worker bees, you put one good manager in a department and the whole department can get transformed. We need a top down approach and it starts from Mahama at the top.

Does the Minister expect that by issuing this Directive, all of a sudden, from tomorrow, workers will report to work at time and sit at their desks ALL day and work, not on their private issues, but what they are paid to do?
This SMACKS of Inexperience in EMPLOYEE MANAGEMENT Issues. Somebody has to lead the way. The Minister himself must get down from that HIGH HORSE in the IVORY TOWER to the Gate every morning, and MOVE from Office to Office unannounced during any period of the working day, talk to workers and make sure what they appear to be working on is actually Government Work and also what Problems, if any, they might be having.
This is what NII ADJEI OKAI used to do at Customs on a DAILY BASIS. Sometimes by 7:00 in the morning he is sitting in the Office at AFLAO checking actual arrival time of workers to what they have been declaring daily and wanting to know what they have been working on and their problems, if any. Every CEPS Officer who came even ONE MINUTE after 8:00 AM, including Nii Adjei and his Deputies and ALL managers, had to respond to a QUERRY to explain their lateness.
As for the Stations close to Accra, be prepared to expect him anytime any day. Managers and Supervisors were asked to submit weekly REPORTS detailing what their workers accomplished for that week and the CHALLENGES that merit Management intervention.
In NO MORE than 2 months ALL CEPS Officers were going to work on time and staying there and DOING the WORK they were PAID to DO. That is how come CUSTOMS DOUBLED its REVENUE in 15 Months and Ghana avoided the IMF's BITTER PILL. DISCIPLINE also IMPROVED REMARKABLY. Nii Adjei did NOT SIT in his office and ISSUE DIRECTIVES. He GOT to the GROUND. It Felt Good to be a Manager in those Circumstances and that is why some of us wish we had another Nii Adjei Okai at the GRA.
It can be DONE, Folks. BUT God DID NOT GIVE THAT TALENT to JUST ANYBODY. ONLY a SELECT FEW and Govt. MUST SEEK them out and USE them for the GREATER GOOD of the Ghanaian People instead of this NARROW GAING MENTALITY and expecting that, by some MAGIC, we will WAKE UP ONE DAY, and things are BETTER.

The revelations at the Judgement Debt Commission hearings show the Attorney General's Department as a typical example of how civil servants let the state down by failing to scrutinise claims against the state, fail to attend courts to defend such claims and cause default judgement as well as collude with claimants to loot the state and share the proceeds.
The introduction of clocking machines could only be effective if line managers ensure that workers spend their times in the office effectively and not waste them on private matters or even working out weekly lotto numbers. Workers should be set performance targets which are appraised every quarter.
If that is done, the government will realise that there are too many civil servants and some could be made redundant. Perhaps, clocking machines could also weed out ghost workers. However, I am afraid in Ghana, the criminals will find ways of making such an exercise ineffective. For example, some workers will come in on time and go home early but ask colleagues to clock out for them later.

At last we have a minister and a government with balls to take on this gargantuan task. That is a very welcome step in the right direction and we welcome that. You must go further and monitor compliance by carrying out unannounced visits at various work places, especially in the public sector and ensure non-compliance is severely punished. It would also be useful to identify honest, hardworking, enterprising public sector workers for exemplary awards. With time this will change the psyche of our workforce and they will eventually understand that hard work pays and idling or dishonesty at work is punished. This is a good day for our motherland and I feel proud again that leaders like you are prepared to stand up against what is essentially decorated fraud. Long live the NDC and long live Ghana!

Times are realy hard for the public worker whose SALARY has stood still while utility prices have shot up over 200%. He comes to work with hordes to think about. Lorry fares are too high for him to afford for a month. Since workers buses are non-existent the meager salary is spent on lorry fares to and fro.
The month ends and the man has nothing to to take home, thus living a toll on his conscience on how to cater for the family.
Let us sell the TOYOTA LANDCRUISERS you are and others are using in order to purchase staff buses for the public sector workers in only ACCRA, You will see drastic change in the same workers performance. It will also boost their morale. Use your NOBLE OFFICE to launche an attack on the poor working condition of the Junior and Middle Management Public Sector Worker and you will see the Results. Please do not touch the Working Conditions of the Directors for they are Full.

Have you ever had to deal with land case in our courts, how long does it take our judiciary to deal with a case? Or do they ever deal with it? The culture of Public Servants staying in job for as long as they want, regardless of their performance has grown anaemic.
If any persistently perform below expectations they should be fired or retired early. Their continued blunders surely would deepen our mess. Meanwhile, all Political appointees to all Public Offices must be constantly monitored and evaluated regularly to see how they are doing. If any fall short of expectations for a few times, they should be let go. That inadequacy simply means they are not up to the task assigned them.
What is the Wisdom in keeping someone on a job he or she cannot perform? The days when certain groups of Citizens were allowed to suck on the breast-milk of Mother Ghana because they did not have any family asset or constant source of livelihood are long gone. Only a few Ghanaian Families, today, can claim any such durable source of Wealth outside what each individual could do to earn a living.
Most Ghanaian Families do not own Cocoa Farms anymore for anyone to exclusively reserve the Public Service for those who do not have Cocoa Farms to support their families. All of us need to be competitively assessed for any available positions, and constantly assessed for continued accepted level of performance. Using political affiliations to assign positions for certain vital roles in our Public Service is wrong and must be discontinued. Those roles must only be filled on merit, period.
