Let me put it mildly to you there is no honest and truthful Ghanaian but a Ghanaian on his or her dying bed. The corruption we see with NDC comes about because there are Ghanaians willing to pay bribes to get what they want or gain preferential advantage over fellow Ghanaians from officials willing to accept.
There are spouses in every household who should know the wages/salary of their respective spouses could not sustain their lifestyles were it not for bribery and corruption but refuse or choose to not question the sources of the extra income. We are a society with a corrupt culture and communities full of tribal silliness that is driving our politics. If true that people have been applying and receiving allowances they do not deserve why should such a discovery draw partisan blow back from people of your kind? If its corruption you like then do not show your vile and hateful attitude towards the perceived corruption of the current NDC administration or at any other time. Our local and national branches of various Ministries and Agencies were bloated with such. So, do not just dismiss the story because The Herald is reporting it. Or were they being sent as checks to the institutions? In all these, could we not have known those who were receiving the salaries of the 'ghosts?"
Let us think harder and ask intelligent questions and demand responsibility from the government and stop patting their shoulders for every cock and bull story that comes out from their propaganda machine.
We have 3 idiotic deputy ministers for the educational sectors. If the government wanted to save us some money why not start by removing them. These are people drawing FREE SUVs, GAS, HOUSING, Entertainment and TRAVELING, House boy and driver allowances. External and Internal per diem.
And I come here and see educated people engaging on some propaganda.

There is clearly a problem with the way research money is paid to lecturers wantonly in Ghana. However, the solution is also not to completely withdraw or to intentionally bring in bureaucratic measures that would make it impossible to make claims.
In the UK, research money is given to bodies such as NIHR for example, that evaluates research proposals from universities and awards research grants. The universities in turn use the money to pay research staff including lectures and clinicians etc. There is nothing like book and research allowance in the UK. If the research grants for a particular project runs out then the staff on that project are redeployed. The Universities are graded every four years based on their research output and. Success in any future grant application depends on their current grade. This force the unis to make sure they produce high quality research output by employing qualified people and monitoring their work.
We need to do something about high education in general in Ghana but it will collaboration between gov and the uni to do this. And, it will take some time. With the current propaganda and tabloid nonsense, that is a long way off.

This is a good start for the Government to account to the People. But it must not end with the Educational Professionals. In fact, the Government should have begun with the Executive and the Legislature. All the fat must be trimmed off the many Allowances and privileges these Institutions enjoy, especially in these difficult days. The humongous Ex-Gratia, for instance, must be scrapped or hugely trimmed. I could see why the Teachers and their Aids in the Educational setting would be angry for losing their Allowances, however undeserving, if the Parliament and the Executive and other areas of our System continue to live big on such.
Nevertheless, I can't help asking why Dr. Bimi would be organizing the entire Educational community to reject any of the scrutiny and re-alignment the Government is doing to clean the System of fraud. I wonder what Dr. Bimi is frothing around his mouth for, if he recognizes that such fraud exists in the distribution of those Allowances. If he does anything that qualifies for these Allowances, he would be getting them. If he does not, he should not receive them. Period!
Meanwhile, we need to ask the following questions to instil fairness in the process:
1). What are the purposes of the Book and Research Allowances?
2). Are they automatic entitlements to these Professionals?
3). Are these allowances supposed to be allotted to only the Teaching Staff, or also to any other Professionals associated with the Universities?
4). What are the requirements for such Allowances, if they are not automatic?
5). And if any proof of eligibility for drawing on those Allowances is required, why would Dr. Bimi not like his colleagues to comply with it?
We have for so long ignored many of such leaks in our Economic system that those who have been illicitly feeding off them consider them as entitlements.
I bet it all began with one corrupt Administrative Official who wanted his or her own dabbling in such illegality be overlooked by others. It might have been his/her idea that if others received these Allowances, too, they would not want to complain of their illegality. So, the practice continued on, and on. One other possibility is that someone who did not want the receiving Institutions lose part of their annual quotas of Funding created this universal distribution of these Allowances, even for all those employees who didn't qualify to receive those Allowances. It has always been suspected that at the year's end, if any Fund is not completely used up, its re-allocation meets some cuts to reflect the real level of expenditure. And we know Institutions do not want to receive less Funding than the previous year's, even if they know, practically, they would be spending less for whatever purpose the Funding is allocated.
It is about time we properly managed our scant resources, and ensured only those deserving receive them. The freebies transferred from the Colonial Administrative setting do not necessarily sell well to our modern setting. Many of the old Allowances our Colonial expatriate Officials received still exist in one form other another in the various Institutions because our compatriots occupying the same Positions as the Colonial Officials see themselves no less deserving of the freebies.
However, the Allowances to the Colonial Officials might have been established to entice them to move down here from Europe to work under the difficult conditions as the Europeans considered our environment to be.
We need to revisit all these Allowances and benefits in all our Institutions to chisel out the fat and undeserving. If there have been any new Allowances established by our native Administrations that do not live up to their requirements, they must be cut, too. Darn it!!
We might have created such new Allowances and benefits in our immediate post-Independence era to induce our own few Professionals to stay, and not flee to greener pastures abroad. If by now, we have no need for such enticements, they must be cut, too. In our current bloated white-color environment, many folks would love to receive the barest renumerations available in these Institutions to stay and work efficiently in those positions. It is only when benefits and Allowances are mainly driven by meritorious performance on the job that the Nation would gain most out of our Funding of the Institutions.

Now it has been revealed that even drivers, messengers, watchmen, fake lecturers, crèche, and kindergartens etc are all on the list of recipients! What a joke and what is UTAG taking Ghana for?. It would not surprise me that the money supposed to be going to the cleaners, crèche, messengers, drivers etc are going into the pockets of some indiscipline, dishonest, untrustworthy and lawless lecturers who have done no research to justify their claim but simply hiding under their qualifications(some fakes certificates) for the research money.
