    According to a CNN report today, the country is going for the IMF bailout due to the following reasons:

    1) Ghana has been spending too freely on public sector wages and subsidies, leading to a widening budget deficit.

    Solomon Kotei, how can gov't publish details of a proposed bailout when it is yet to open talks with the IMF?
