Today in Accra the largest religious building in the country will be the mosque being build on our national park at Nima donated by Turkey confirming the Islamic domination of Ghana. Tribalism mixed with chauvinism and despotism from the north has now equaled the hegemony of the ewes . A.C.C.R.A any criminal can roam about so we have them everywhere now . even at the scholarship secretariat hardly ever is an Akan awarded the privilege to go abroad and study now . The Akans are the majority but because most continue to sleep or blindly trust the other tribes these atrocities are taking place . We look at the political strategy of the NDC and see the typical Hannibal wench when he turned the strengths of the mighty Roman army against themselves as they are doing to the Akans . From the south they use part of the Fantis and from the North the Brongs , from behind we have the chariot onslaught of the Gas Ewes Krobos. Yes the political landscape reflects a war which is only meant to destroy the right of self governance of the God's chosen nation of Africa the Akan . The topic here is not about his title but rather his defence against those who are complaining the act of the president. This government and the president are putting misplace priorities. How can you accept 13 pickups, if your teachers, nurses, medical doctors, etc. are not paid and running after their money daily?
We still have difficulties with our energy and water supply. Our roads are condemning and children are seen on the streets selling for their daily 3 cedis, but without taking all of these things and problems into consideration delivering 13 Pick-ups for the chieftancy institution.
It sounds also very grostek for a president to be defended always by his own tribes.
Is the president going to buy for all the other state institutions pick-ups for them? Is he going to deliver them by himself to gain political points by the elites? First of this is nearly corruption and when ever the attacks on him become serious he turns to deliver gifts to the elite to calm them down and this is nothing but bribing.
The professor is just selfish and defending his position for the benefit of himself and the institution he is running.
Ghana does not need such a prof. but rather critical and constructive thinkers, who are brave enough to say stop, enough is enough. He should have advise the president to use the money for schools, roads, energy, water, farmers, economy or industries to add value into them.
What Prof. is doing is encouraging selfishness as they always do.
We are fed up of them including the president. The hardship for the poor is too much.

When he buys the vehicles from his pocket, then there will be nothing wrong with going to shake hands over them. Even there, he'd have to do that in his own private time. He cannot use official hours because we his employers can take him to task on that.
You see, the president is our employee and must be treated as such. He must be told to spend his time working to improve our living conditions. Going round sharing vehicles is not one of his principal accountabilities. Check the job description of the Ghanaian President and you will see I'm right.
Time to join the people to hold our leaders accountable. No president(not even of an LDC like Ghana has any business doing what our dear president did.

However, it's disturbing to hear, read or watch in the news that your president has donated this amount of money, items and vehicles to this group, individuals, and organization and even to his own ministries, with his face all over the place for photo ups. You woke in the morning hoping to hear, read or watch something considerable that the president has done or doing, and to your outright dismayed, he's at some place commissioning a toilet, single underground water hollowed out for the entire community, etc. etc., as if that's what the gov't is all about. I wished Prof. Nabila would have reminded the president and his party, that the National House of Chiefs’, is one of government's own ministries and therefore, resourcing the ministry to properly function as it’s intended by the legislature, is not appropriate platform for the president to use to score political points. After all, Mahama didn't buy these vehicles with his own pocket money; they were bought with the taxpayers’ money, let alone to call it as a donation or gift. Intellectuals like Prof. Nabila and many others in the country, ought to be the defender for the ordinary, by demanding accountability, social justice, employment and protection from the government. Sadly, what do these intelligentsias turn out to be? Like Esau, they’ve sold their conscience to feed their bellies. I earnestly preferred to call them ‘Esaulites,’ innocuously unthreatening to corrupt government but hazardous to the societies they dwell. If Prof. Nabila, either by a deliberate ignorance or genuinely unable to recognizing the president’s motive for these kinds of photo ups and so called donations to chiefs, Imams and the party’s sympathizers and sponsoring religious pilgrims with taxpayers money, to be a grand scheme for vote buying and blessedness for corruption, then, instead of attempting to scold the president’s critics, he must rather go and reeducate himself. By the virtue of his academic statue, it’s shamefully execrable for him not to know that government does not give gifts to its own agencies, but statutory obligated to provide them the resources to be effectively functional.

My Question to the President of National House of Chiefs is, when has the institution been accountable to the people it serves? Our precious lands are being sold out indiscriminately without any proper sustainable planning guidelines in place or even accounting to the people how the proceeds are used for the development of their communities. I just want to know what developmental role are they actively playing to help conserve our natural resources in Ghana? Are they helping us to leave something for the future generations?

This is one useless waste of money Mahama is doing with tax payers money whilst real workers in other institutions are having their wages and salaries not paid. What economic developments are some of these so called chiefs doing in their communities? The only feasible acts they are performing are selling and pocketing stool lands money and marrying young girls.
In our present political system of the Executive, Judiciary and Legislative, the present day chiefs do not perform any function directly or indirectly to these three organs. Gone were the days when their usefulness were seen and not today. With so many conflicts going on in the north, is it not the Police who are called to step in and book the culprits to court? What part do these chiefs play to quench such conflicts? I will bet on my last Cedi that they the chiefs rather inframed matters. It is a waste to spend the tax payers money on these chiefs.

Minister of Finance Seth Terkper on Thursday answered urgent questions in Parliament on why his Ministry has delayed statutory payments to state agencies.
In his answers to the House, the Minister defended his Ministry’s decision to hold off tax resources from the various statutory funds explaining that paying off the arrears could trigger more crippling problems for the already ailing economy.
His comments follow an Accra Court order instructing the state to pay every monies owed the Ghana Education Trust Fund (GETFund) after a suit filed by Richard Nyamah, a Ghanaian citizen.
Addressing Parliament, Mr. Terkper said “the country’s fiscal position face physical challenges on account of global and domestic factors which also affected some of our [government] payments including statutory obligations.”
“While we recognize our statutory payment obligations, government was confronted with practical problems associated with strikes and disruptions in the smooth running of the economy”, “the minister added.
But in a rebuttal, the Member of Parliament for the Obuasi West Constituency, Kwaku Kwarteng dismissed the Minister’s reasons for the delay in the payments.
"If you listen to the Minister, the basic point he made was that the economy was in trouble …He therefore decided to take the money that the law had not permitted him to touch,” he said.
He, therefore, asked that the country’s law be amended to address discrepancies associated with the payment of statutory funds to various agencies. “We should amend the law, then we will live as civilized people,” the MP insisted.

Going back to basics - Dr Kwame Nkrumah started the Houses of Chiefs as a way of developing the local districts - what happened - he was accused of establishing a local government with the aim of one government system. Till now, all the development projects we have, where started by him. Is you the same Ghanaians saying the local chiefs are a nuicecance. In developed countries, they serve as mayors of the cities. Dr Nabila is a very inteligent man and has taught alot of people in school including me and probably taught the president in school so give him the respect - if he comes out and quote the constitution and what it is supposed to do and represent.

Otumfuor Nana Osei Tutu II, A Role Model For African chiefs (I)
Article 277 of the 1992 Constitution of Ghana defines ?chief? as a person, who, hailing from the appropriate family and lineage, has been validly nominated, elected or selected and enstooled, enskinned or installed as a chief or queen mother in accordance with the relevant customary law and usage.
In pre-colonial times, chieftaincy constituted the axis for the exercise of executive, legislative and judicial powers. Since the colonial era, the institution has been linked to the politics of Ghana. Various governments ? colonial, civilian or military have in one way or the other tried to influence the role of chiefs in political affairs.
The 1992 constitution, like all previous constitutions, guarantees the institution of chieftaincy together with its traditional councils as established by customary law and usage. To preserve their role as symbols of national unity, however, chiefs are forbidden from active participation in party politics. A person shall not be qualified as a chief if he has been convicted for high treason, treason, high crime or for an offence involving the security of the State, fraud, dishonesty or moral turpitude. In southern Ghana, women are included in nearly all paramount chieftaincies as "Queen mothers." These women, who are not necessarily the mothers of the chiefs, have the right to nominate ? even impeach ? chiefs. Queen mothers advise chiefs and also act as moral leaders of the community.
Article 270(1) provides for the recognition of the institution of chieftaincy, together with its traditional councils under customary law. According to Article 270 paragraph (2), Parliament shall have no power to enact any law which in any way detracts or derogates from the honor and dignity of the institution of chieftaincy. Article 271 also establishes a National House of Chiefs. The House of Chiefs of each region elects members of the National House of Chiefs. Five paramount chiefs are elected from each region. However, where there are fewer than five paramount chiefs in a region, the House of Chiefs of the region shall elect such number of divisional chiefs as shall make up the required representation of chiefs for the region.
Article 272 outlines the role and functions of the National House of Chiefs as follows:
(a) Advise any person or authority charged with any responsibility under this Constitution or any other law for any matter relating to or affecting chieftaincy;
(b) undertake the progressive study, interpretation and codification of customary law with a view to evolving, in appropriate cases, a unified system of rules of customary law, and compiling the customary laws and lines of succession applicable to each stool or skin;
(c) Undertake an evaluation of traditional customs and usages with a view to eliminating those customs and usages that are outmoded and socially harmful;
(d) Perform such other functions, not being inconsistent with any function assigned to the House of Chiefs of a region, as Parliament may refer to it.
Article 273 further states that
(1) The National House of Chiefs shall have appellate jurisdiction in any cause or matter affecting chieftaincy which have been determined by the Regional House of Chiefs in a region, from which appellate jurisdiction there shall be an appeal to the Supreme Court, with the leave of the National House of Chiefs or the Supreme Court.
(2) The appellate jurisdiction of the National House of Chiefs shall be exercised by a Judicial Committee of the National House of Chiefs consisting of five persons appointed by that House from among its members.
(3) A Judicial Committee of a National House of Chiefs shall be assisted by a lawyer of not less than ten years' standing appointed by the National House of Chiefs on the recommendation of the Attorney-General.
(4) A member of a Judicial Committee of the National House of Chiefs shall be removed from office on the ground, of proven misbehavior or of infirmity of mind or body by the votes of not less than two thirds of all the members of the National House of Chiefs.
(5) A Judicial Committee of the National House of Chiefs shall have original jurisdiction in any cause or matter affecting chieftaincy-
(a) Which lies within the competence of two or more Regional houses of Chiefs; or
(b) Which is not properly within the jurisdiction of a Regional House of Chiefs; or
(c) Which cannot otherwise be dealt with by a Regional House of Chiefs.
(6) An appeal shall lie as of right in respect of any cause or matter dealt with by a Judicial Committee of the National House of Chiefs under clause (5) of this article to the Supreme Court.
Article 274 also provides for the established in and for each region of Ghana a Regional House of Chiefs. A Regional House of Chiefs consists of such members as Parliament may, by law, determine and performs such functions as may be conferred upon it by or under an Act of Parliament. Basically a Regional House of Chiefs is responsible for any matter relating to or affecting chieftaincy in the region. It hears and determines appeals from the traditional councils within the region in respect of the nomination, election, selection, installation or deposition of a person as a chief and have original jurisdiction in all matters relating to a paramount stool or skin or the occupant of a paramount stool or skin, including a queen mother to a paramount stool or skin. It undertakes a study and makes such general recommendations as are appropriate for the resolution or expeditious disposition of chieftaincy disputes in the region. It also undertakes the compilation of the customary laws and lines of succession applicable to each stool or skin in the region.
The original and appellate jurisdiction of a Regional House of Chiefs is exercised by a Judicial Committee of the Regional House of Chiefs consisting of three chiefs appointed by the Regional House of Chiefs from among its members. A Judicial Committee of a Regional Chief is assisted by a lawyer of not less than five years' standing appointed by the Regional House of Chiefs in the recommendation of the Attorney-General and may be removed from office on the ground of proven misbehavior or infirmity of mind or body by the votes of not less than two-thirds of all the members of the Regional House of Chiefs.
The National House of Chiefs and the ten regional houses of chiefs represent more than 32,000 recognized traditional rulers who exercise considerable influence throughout Ghana, especially in the countryside. As trustees of communal lands and natural resources, chiefs are often the pivot around which local socio-economic development revolves. Unfortunately the hunger for power has rendered our government standing in the way of progress at the local levels. For instance District Executives are appointed solely by the President and the chiefs have little to no say in the appointment of local government personnel. The government would have to collaborate with our
chiefs via decentralization to enable them mobilize their people effectively in development of their own communities.
Today in Ghana the central government has robbed the traditional rulers of most of their power. Thanks to corruption many of our chiefs have also lost their spiritual and moral authority. Many of our chiefs are involved in dubious land sales. However there are a few like the Asantehene Otumfour Osei Tutu II [ NAME MORE] whose contribution to the state are worthy of mention and emulation. Please allow me to site the contributions of the Asante King as an epitome of modernization of the honorable traditional institution of chieftaincy. Chieftaincy reformation would make a profound difference in Ghana. To give hand out is one thing but to provide the people a lasting legacy is more gracious.
Like many crowned monarch (or chiefdom), the influence of Otumfuor's office, the extent of his power, the love and admiration that emanates from his throne, and the support that he naturally commands among the people makes the Asantehene unique in using his stature to raise funds to address what is indeed a national emergency; and this is exactly what Otumfour has done in Ghana.

As for priorities, that is how JDM and his government wants to tow. Buying of sanitary pads, distribution of gas cylinders, laptops, cars, etc; this will not move Ghana forward. In this modern world, almost everything depends on electrical power. The governmemnt should mobilise all resources and solve our energy problem once for all. He can supply trains, planes to individuals but that will not solve the country's problems.

In his answers to the House, the Minister defended his Ministry’s decision to hold off tax resources from the various statutory funds explaining that paying off the arrears could trigger more crippling problems for the already ailing economy.
His comments follow an Accra Court order instructing the state to pay every monies owed the Ghana Education Trust Fund (GETFund) after a suit filed by Richard Nyamah, a Ghanaian citizen.
Addressing Parliament, Mr. Terkper said “the country’s fiscal position face physical challenges on account of global and domestic factors which also affected some of our [government] payments including statutory obligations.”
“While we recognize our statutory payment obligations, government was confronted with practical problems associated with strikes and disruptions in the smooth running of the economy”, “the minister added.
But in a rebuttal, the Member of Parliament for the Obuasi West Constituency, Kwaku Kwarteng dismissed the Minister’s reasons for the delay in the payments.
"If you listen to the Minister, the basic point he made was that the economy was in trouble …He therefore decided to take the money that the law had not permitted him to touch,” he said.
He, therefore, asked that the country’s law be amended to address discrepancies associated with the payment of statutory funds to various agencies. “We should amend the law, then we will live as civilized people,” the MP insisted.

It is time to go back the to the basics of what Dr Nkrumah was talking about at our independence day - putting the mechanism back in place for the wheels to turn. You can push on your tribalism and partisan ideas all you want but Ghanaians are smart to know who can lead this country fairly for the general citizens. You cannot stay negative on everything that this government makes and expect something positive to come out for you. Every smart Ghanaian can see the trees in the forest and why the trees stay negative to the development of Ghana for all Ghanaians and not just family and one tribe. When Kufour was president, there were a lot worst things done. The government was living on donations from the western world and loan forgiveness - HIPC. Today, the reality has set in - Ghana is middle class country and has to do it on its own. Its is a transition. I see that you don't understand what the word government means. The house of chiefs is part of the government wheel. You may not see their use in the country but it has always been part of the Ghanaian tradition. Working with the local communities is a way to turn the economy wheels. You can give ideas on how the chiefs can improve their communities rather than being so negative about them. Give the present government a chance. They have till 2016 to turn things around. If they fail, Ghanaians will not vote for them and if they succeed be happy for all Ghanaians. Don't be so anxious for them to fail with your propaganda on everything they do. Parliament can question where the money is coming from. I have not heard anybody in this forum question that. Ghana cannot pay its bills right now as we talk because of budget deficits. Until we know where the money for the trucks is coming from we need to be quiet. If it was a gift from another country or out pocket from someone it will be known if the right questions are asked.

Go outside the palace a few meters and it all rough,dusty and muddy roads.They have destroyed our towns and cities with their allocation of plots,which can only be practice in Ghana ,at this time of human civilisation.
Although lands can belong to a family,in most well planned cities and towns,the Government is responsible for the plot allocation.Check up and you will find out that we have one of the most miserable cities,with a very poor town planning,thanks to our chiefs.The courts have taken over their jobs and Mahama is a confused man who do not know where to start.

Our intellectuals should be educating our politicians and not pander to their whims and caprices. If these vehicles had been supplied by the designated state agency, the criticisms would be unjustified. The president however chose to use a very normal state duty of resourcing a state institution to further his politics. His opponents have every reason and justification to play the game with him.
Next time if he does not want to be criticized he should just allow the agency responsible for the supplies to do their work. Going round sharing vehicles smacks of a president who has very little on his plate.
And here all the recent ones have been guilty. Dr. Nabila should be mad at our dear President for going to shake hands over vehicles when there are more important things to do. If our Presidents behave like serious people, there will be little justification for the harsh reactions from political opponents.

Almost all our so-called traditional leaders and politicians are allergic to truthfulness. Because of their selfishness that is why Ghana is in this economic predicament. Ghana does not have any single honorable traditional leader or politician in our society who can muster courage to denounce corruption all because they themselves have substituted their dignity for ubiquitous corruption. Dishonesty is their modus operandi. The country called Ghana is in the hands of an elite riddled with massive abuse of power and corruption and nepotism. Our economy is weak, its vision as a nation is unclear and its collective mood is grim. The leeches, parasites, thieves and liars are all taking refuge in the corridors of powers. Why? Because John Mahama himself has compromised his stand as a leader and engaged in fundamental dishonesty, applying his famously effective scratch-my-back skills to woo and corrupt our traditional leaders, judges, opinion leaders and politicians with Ghana precious resources. After a global campaign led by U2 frontman Bono and Bob Geldof, in 2005 Ghana and Zambia were cleared of foreign debt worth about $14 billion. Now, less than a decade later, the two nations are struggling to finance their budgets and are under pressure to seek emergency loans from the International Monetary Fund.
Government spending in Ghana and Zambia has been growing at what the IMF considers unsustainable levels. Both countries have had their debt ratings downgraded in the past year and their currencies were the worst performers in Africa against the US dollar to the end of June. Since having their debt wiped clean, both countries have racked up borrowing. As the funds flowed in, spending curbs weakened.
“Nobody would have expected such a rapid increase in debt,” said Bernard Anaba, a policy analyst at the Integrated Social Development Centre, an Accra-based research group that lobbied for debt relief as part of the Jubilee 2000 campaign. “The debt relief gave us breathing space but the campaign has been forgotten too soon.”
Jubilee 2000 ran a program called “Drop the Debt”, supported by musicians such as Bono and Geldof, to help persuade wealthier nations to cancel the outstanding loans of the world’s poorest nations so that funds could be spent on health and schooling. The campaign drew thousands of supporters at protests at Group of Eight summits in the early 2000s, culminating in the Live 8 music concerts in 2005, aimed at drawing global attention to poverty in Africa.
“There’s no question that Ghana and Zambia misbehaved badly during the boom years,” said Nicholas Spiro, managing director of Spiro Sovereign Strategy in London. “They were among the naughtiest pupils in the class and they’re now suffering the consequences.”
Ghana’s debt levels are set to reach 61 per cent of gross domestic product by December as the budget deficit exceeds 10 per cent for a third consecutive year, according to Fitch Ratings. The debt ratio was 26 per cent in 2006, data from the IMF shows.
Concern about rising indebtedness is too often focused on the borrowers and not the lenders, said Tim Jones, a policy officer at the Jubilee Debt Campaign, a successor of Jubilee 2000.
“We are worried that there’s a new round of irresponsible lending,” he said. “This has been driven by a rise in aid money being used as loans rather than grants and by lax monetary policies in the US and Europe.”
While Ghana and Zambia recorded consistent high growth rates in excess of 5 per cent in the past four years, authorities have not done enough to curb public spending or diversify their sources of income from commodities. Zambia earns about 60 per cent of export revenue from copper, while gold makes up about half of proceeds in Ghana.
“Both countries are dependent on their respective mining sectors for a disproportionate amount of their tax revenue and the end of the commodity bull run hit tax revenues in both countries,” said Clare Allenson, an analyst at Eurasia Group in London.
In May, Ghana’s Finance Minister, Seth Terkper, said that the government had not ruled out seeking IMF assistance, though it is still assessing whether measures put in place to help narrow the fiscal gap have been effective.

Yes, the the NATIONAL HOUSE OF CHIEFS AND THE REGIONAL HOUSES ARE CREATED BY THE 1992 CONSTITUTION IN MUCH THE SAME WAY AS THE POSITION OF PRESIDENT AND SIMILAR OTHER AGENCIES. Unfortunately, the President does not go about handing what Government is supposed to provide as resources to government agencies. In any case, how many line Ministries has the president visited since assuming office but he has visited the National House Chiefs more than twice since 2012? Add one to one and the answer cannot be be three.

Is that how all the statutorily composed bodies which also need to be resourced by govt given V8 four wheel drives every 2years or less?
Again, is this influence peddling gesture for political expediency when V8 land cruisers have just be given the chieftancy institution just 2years ago or less, the most utmost priority in view of govt's intransigence in addressing the overall health of the masses, education for the masses, governance at the local level by meeting it's statutory fiduciary responsibilities to the various funds?
Since the govt is thinking of making some institutions self financing, does it not make sense to consider the chieftancy institution one of such?
The donation of the 4x4 pickups was not a priority, it is deemed as a corruptible exercise to gain political mileage, it's a corrupting exercise on the conscience of the chieftancy institution for political expediency, and Ghanaians still maintain that the NHC should return the vehicles. It is an unprincipled act, unconscionable, that calls into question the integrity, principles and good judgment of the chieftancy institution and has actually courted public opprobrium for the chieftancy institution and is demeaning the high regard held for same.
The most proper action would be the immediate return of the vehicles to govt to blunt and erase the clear political influence peddling and corrupting of the chieftancy institution to restore confidence and respect of the masses in our chieftancy institution considering the points enumerated above.

When teachers need chalk to teach in the classrooms, sitting under trees to teach and their pay is in areas, how could any thinking human being in control as the president distribute cars to chiefs? And then again my question is, on what roads are they going to ply the cars? How long will the cars be before they are damaged by the poor road network in Ghana? Would it not be better for the chiefs to advise the fooling president to make the roads safe before giving the gifts of cars? And so if they are involved in accident because of the bad road conditions, whose fault would it be? So people must stop being self centered and rather see to help solve the most pressing issues before thinking about gifts.
And when people are dying in hospitals because the NHIS has been damaged by jon Mahama and his NDC gurus, how dare you think of SUVs when in fact a fraction of the monies wasted could have saved lives. People must think and stop being self centered. JOn Mahama is a fool and I will continue to say it all the time. He has no brain in his head. Everything he does is stupid.
