He also did not tell us that this same system was practised in the second republic by the Progress Party government (now known as NPP) of which he was a member and it did not work. He had a President who sat at the Peduase Lodge enjoying goat meat everyday and doing nothing. Only the PM ended up doing the whole work.
All we need to do is to amend the responsibilities of the VP to cater for some of the duties he mentioned.
He talked of creating another Chamber of legislature on a non-partisan base. Has he taken the time to research the experience of countries that have similar systems? Non-partisan in Ghana? Even plantain sellers in the market know which party they belong and do not hide their identity.

My Dear Seth Owusu or characterization of Ex-President Kufuor's proposal as being same as the Constitution of the 2nd Republic is inaccurate.
The 2nd Republic from 1969-1972 when the UP was in power with Abrefa Busia as Prime Minister leading government business, was a PURE Westminster model as practiced in the UK, Australia etc. with a ceremonial Head of State in the form of a monarch or a President.
What Mr. Kuffuor is advocating here is a hybrid a cross between the UK parliamentary system and the USA Presidential system. The closes we have to this is the Francophone system as enshrined in the current French 5th Republic constitution.
The President and parliament are elected with the President having Executive powers as Head of State while an appointed (by President) Prime Minister leads government business. Under this system you can have the Parliamentary Majority and the President coming from different parties and thus the role of the Prime Minister is to try to build a working legislative majority in parliament so as to ensure passing of laws. In essence the Prime Minister needs to be someone whom a powerful parliament is able to work with.
The Kufuor proposal therefore looks to strengthen the Legislative arm by giving it greater autonomy from the Executive Branch headed by the President while at the same time giving the President and the Executive branch more time to implement its policies by extending its tenure by a year. In the case of France that tenure is 7 years which I think is a little too long. I believe Mr. Kufuor also believes the same thus his suggestion of the 5 year term which is the same as that for the UK and those practicing the Westminster model of governance.

Most importantly there should be regional government with power devolved to the regions especially is areas as education, health, agriculture and policing. The regions should have some autonomy but accountable to the federal government which should be responsible for Foreign affairs and national security. The regions should be allowed to undertake projects to generate income and contribute to the federal government. At the federal level representation from the regions should be capped per a defined population as the regional budgets to help marginalize some regions. I think Kuffour is being a statesman with the suggestion

If Sam Jonah's brother who is village chief could be appointed a council of state because he financed NPP, what do you expect? Kuffour said Aliu Mahama was the best vice president Ghana has ever had after dumping him to support Kyeremateng. If so then, why does Kuffour want vice president position abolished. It is a matter of making the system work and each position performing its function. When NPP won two elections the EC mandate was normal. Now that NPP lost two elections everything about EC is wrong. Is ex-president Kuffour listening to himself or just for political expediencies. Changing the bottle for old wine is still the same. MPs only like increasing their salary and benefits but not work. Kyei Bonsu can only make noise about politics and not about maintaining their pay. It's a shame that Kuffour want us to go back to the UP system. I am surprise he did not speak about the issue the visitors brought to him.

Ghana's budding democracy has emerged out of a series of coup d'etats and autocratic tendencies were the order of the day. It is, therefore, not surprising that the constitution was engineered by the leaders then to grant "dictatorial powers" to the Presidency. In today's context, constitutional amendments are necessary to clip the powers of the Presidency and grant more authority to the Parliament for governance of the country. An independent and powerful anti-corruption authority should be created under the constitution to deal with all matters of corruption in all levels of government in the country.

Prez Kufour! I mean how on earth does the concept of proportional representation,with all its built-in tendencies to produce unstable administrations,be a minus for choice?
Don`t we have functioning coalition govts, in existence, in countries all over the world? Have the hitherto unstable political systems in places like Italy,Israel and Germany which operate with the 'PR' model, not found the necessary equilibrium that has allowed different govts to work?
How can Mr. Kufour talk about non-partisan elections to the Upper Chamber,when he is very much aware of the 'ugly machinations' that have characterized the election to, as well as the work of the various local govt units - the District Assemblies- in this country,even during his time in office? All his proposals sound 'crazy' to me!
