    I don't understand the article completely. The article only mentions the production of fingerlings (breeding young small fish).

    to no positive effect. No one is proactive. Talk is CHEAP.

    They should rather adopt Farm Pond Technology for Tilapia and Water Harvesting in the Farm Ponds on a large scale, because even peasant farming communities can achieve that at much lower costs.
