The simplest reason is, Cote D'Ivoire enforces laws to the letter, but Ghana doesnt.

There is something very wrong in Ghana. Banning inland imports is tantamount to preferring China rice to Ecowas rice...plain and simple. This gov't is so corrupted by China money, they let illegal miners go free because they are foreigners, they take stupid loans that don't even payout. Now they think they can have their cake and eat it too, but Ivory Coast will not be taken as fools.
