You cannot operate your business at a loss and continue on the same path. If you use all your revenue to pay salaries without making profit, you are a failed executive. This let me wonder when I hear African leaders saying "we have nothing left after paying salaries. What benefit is it to the economy when a tax collector's collections are used to pay him with nothing left for development? One will need to reorganize to cut down cost, reduce rate to encourage payment, increase tax base, close loopholes etc., without such measures you dig your country or company into a deeper hole. No shareholder or citizen will let you keep your job.
