  Who is to be blame for the short change in education. The list goes from the top to the bottom. The corrupt leaders then follows by the teachers who don't teach well by not going to school. Consequently, the children don't learn a thing. When the teachers are not there to teach, the children seek other means of engaging themselves. Blaming the victim in the system.
