Whenever the purchases were huge with avenues for skimming off money, "they were bought at Mokala at bargain prices and therefore no receipts or the illiterate woman just scribbled something in my name." Ghana ohhhh Ghana!

That is why I say we should form a media group "ABM 2016" (Anybody else but Mahama) Our village folks in the Central, Western and Brong Ahafo Regions must be made to understand that another four years of these idiotic kleptomaniacs and those regions would cease to exist!

The minister pockets the rest. In this case, probably GHc 100,000.00. So you don't get a project worth GHc331,000.00 but less than that. The result is that in a few years the project begins to crumble and fall apart. This minister will be long gone and most likely not be in the post any longer, and will never be held accountable. You see, that is how they destroy me and you to enrich themselves. And this my friends, has been the hallmark of NDC party, from Rawlings to Mahama. Remember from Rawlings/PNDC/NDC together have ruled Ghana for 30 yrs. Show the gains on the country and for the people.They have ruined the country and bankrupt Ghana. Today the average Jill and Joe are struggling whilst they NDC bandits have become millionaires. Too many people who cannot see through the propaganda and smokescreen. Pity, pity pity.

I say let an independent contractor put a price on the work that has been done, and also check the quality. If the work has merit, then caution her, but leave her alone.

What she's saying is clear and her English is good. If you can't understand, it may mean you don't know how certain things work in Ghana. Supposing you want to own a house. You can see a contractor who will tell you how much to pay for the house you want him to build. The contractor will use his own material and labor, etc. It could cost you say GH 200,000 cedis. But if you decide to use "local contractor," it means you're directly personally involvement in the procurement of the materials needed and personally look for a mason whose only job will be to built using the materials you provide to him. This mason or builder is the local contractor, usually of small-scale. He could be a close neighbor or a fellow townsman. They usually charge very low. You can spend about GH 60,000 cedis to build the house this way instead the GH 100,000 cedis. You may even be the one provide him helpers or additional labor. Besides you could be more sure of the quality of the materials used because you personally chose/bought those kinds. In other words, contractors will always give inflated estimate and might even use inferior materials to maximize profit.
So we'll say the minister is trying to be frugal as good selfless women usually are. Note that she often uses her own money to purchase the items needed, keeping the receipts. Praise a good-hearted woman!

However, a contract in that amount, if Ms. Ghansah is a lady of integrity and have high regard for herself and her name, and thought about the consequence of her action and how people would rightly construe it differently, the honorable thing she definitely should have done was to tender the contract.
Under the circumstance, her action smells fishy and creates the suspicion that bribery and corruption might have occurred.
