The International Monetary Fund (IMF) has clarified that it has not received any bailout proposal from the Ghana government.
This is in reaction to demands by the Trades Union Congress (TUC) for government to suspend moves for an IMF bailout to help solve the country’s current economic challenges.
The Ghanaian economy for months has been hit by critical challenges including; rising inflation, continuous depreciation of the Cedis and government is still struggling to reduce the budget deficit which is now over twelve percent to GDP. Inflation currently stands at 14 .5 percent the highest since February 2010.
Since the beginning of 2014, the cedi has depreciated by over 20 percent against the major foreign currencies the US dollar, British Pound and the Euro.
According to the director of IMF’s Communications Department Gerry Rice, “the Ghanaian authorities have not requested a new program from the IMF. The Board, discussed the Article IV review on Ghana on May the 5th, and we will have a press release on that in due course.”
The IMF says it will continue to consult with all major stakeholders in Ghana in developing country-specific programs.
Speaking at the IMF’s bi-weekly briefing with the press in Washington, D.C on Thursday, Gerry Rice added that “the IMF consults with a wide range of stakeholders, and in particular the Ghana team has had meetings with the Trade Union during its visits to Accra to exchange views on the country’s outlook and challenges.”
The Finance Minister Seth Tekper earlier hinted that the country may seek an IMF cover if it becomes necessary to lessen the current fiscal challenges.
Early on, the Managing Director of the IMF, Christine Lagarde downplayed assertions that a bailout programme from them could see Ghana go through another phase of hardship while the country tries to meet its strict conditionality in order to restore fiscal discipline and macroeconomic stability.

A population of 24 million cannot support a government workforce of 700,000, an average of one government worker per 30 people while a country like USA has an average of one worker per 300 people.
My hope is that, this retrenchment will start from the top including Ministers. We should combine some ministries and we should not have more than 15 Ministries.
Every Ministry should have only one deputy Minister.
The Office of the President should cut the workforce from 700 people to 450
A constitutional amendment should be initiated to reduce members of Parliament from 275 to 200, eliminating the Kuffour and Mahama increase.
Government should reduce government workers from 700,000 to 450,000. In order not to make this hard on the workers, maybe the government should not do retrenchment but sell some corporations to pivate companies eliminating those workers salaries from government expenses.
Benefits to government officials LIKE FREE HOUSING, FREE PETROL, CARS ETC to Ministers, Judges, Parliamentarians, Principals Secretaries should be eliminated.

No government can survive on that. On average, western European countries use only 25% of revenue on government workers. USA use less than 10% revenue on government workers salaries.
The government cannot reduce workers salaries so the best thing to do is to reduce the over bloated government workers. The job the 700,000 WORKERS ARE DOING CAN BE DONE BY HALF THAT NUMBER 350,000.
When Ghana Telecom was under government control, it had 6,500 workers and was losing $50 million every year. Vodafone bought it and reduced the workforce to 2,300 and the company is now making profit. Imagine if G.T is still under government control with 6,500 workers under SSSS salary structure. We are talking about the government having saved more than 150 million dollars in salaries alone a year for jettisoning G.T

A carat of diamond today is worth from $1500 to $150,000 depending on the quality. It epitomizes the government of Ghana´s discriminating spending over the decades; robbing Peter to pay Paul.
The Bank of Ghana (BOG) has no Eastern Regional headoffice. I don´t believe that the BOG has accurate data of the economic activity in the at least 12 Akyem districts which make up more than half the population on the region. The GDP and GNI of these Akyem districts are very high. They stem from:
Gold mining
Diamond mining
Cocoa
Oil Palm (the largest in West Africa)
Timber
Software development
etc
The money supply and capital as well as government spending in the at least 12 Akyem districts are wholly inadequate. BOG must remove impediments to the setting up of rural banks in these districts and encourage ADB and GCB to open branches in these districts.
The government must further ensure that wholly owned Ghanaian banks, including rural banks, get at least 80% of the banking revenue.

What did they think would be the repercussions ?.What prevented the NDC Party to anticipate the numerous industrial action,still ongoing,and yet to come retrenchment and its associated economic and financial hardships, impoverishment,and other Social Welfare Chaos.
Right now,the NDC says 70 percent of total revenue goes to pay Salaries of about 600,000 Workers.At another time it was 90 percent.The public has no idea if these figures is the truth,fiction,or cooked in the first place.

In the spirit of accountability, transparency and good governance, Ghanaians are demanding a publication of the report of the 2014 Article IV consultations with the IMF. There cannot be a situation where Ghanaians for whom any such policies and programs the Mahama led NDC gov't has entered nto with the IMF, which would affect their livelihood, should be kept in the dark about such a report. The IMF as a global institution that subscribes to international standards of transparency and accountability, should as a matter of national interest on the part of the citizenry of Ghana, are demanding a publication of the report.
This bail out provision which would affect Ghanaians and which invariably would require consensus, if need be, requires that, any such consensus building initiative is grounded and based on an informed position, and in this regard, the withholding of any and all such information, cannot be in the best interest of good governance, accountability, transparency and stability. The right to this information contained therein in the document is therefore non-negotiable and needs to be published to engender the needed public engagement and discourse on the proposed IMF bailout.

The dry dock which is sited to be the largest of its kind in Africe, operating way undercapacity could now go 3 shifts. This would translate into other supporting jobs. thus keeping the economy more vibrant than it is now. The reduction in the the size of government would make it more efficient. Efficiency would reduce the corruption level and with the reduction in the courruption, would make the govt more credible before the people.

The NPP will be shooting itself in the foot if even one of its members attends this Forum to give a semblance of consensus to the actions about to be unleashed on Ghanaians. Osafo Marfo, Dr. Konadu Apraku, Dr. A koto Osei, Dr. Bawumia and the rest, be warned. There must be no NPP presence at the Forum. If it was an NPP Administration that found itself in a tight bind and invited the NDC to a Forum of this sort, not a single NDC member will attend. When Ecuador struck oil in the 1970s, the tiny group of wealthy families who ran the place bought themselves mansions and private jets. They threw a few bones to the poor: subsidies for gas and food. But then the price of oil plummeted. Suddenly, they were broke.
So they borrowed more money from the United States and the International Monetary Fund. Once again, they stuffed their own pockets with cash. But this time, they gave almost nothing to the poor. The United States and the IMF wouldn’t let them. The loans were conditioned on free-market reforms: reducing subsidies, selling off state-owned enterprises, and letting foreign oil companies have their way.
Understand that history, and you will understand why the poor people rose up and toppled three presidents in Ecuador. You will also understand the meteoric rise of Rafael Correa, who has built a career on criticizing the IMF and the United States.
“Correa comes from that virulent reaction of people not just sensing that they were getting screwed over, but seeing it,” said J.?D. Bowen, an assistant professor of political science at Saint Louis University.
Correa isn’t your average politician. He’s an economist, one of the few to get a chance to put his theories into practice. In 2001, he earned his PhD from the University of Illinois at Urbana-Champaign. His dissertation examined why market-oriented reforms of the 1980s failed to make Latin America better off.
He concluded that the Americans pushing those policies didn’t understand the vast inequality in Latin America between the elite, who controlled everything, and the poor, who just got the scraps.
“To listen to them talk about the free market where most people do not have access to good education, good health, good wages, it was crazy,” Correa said in an interview during a recent visit to Boston. It’s one thing to sell off state-owned enterprises in Britain, where ordinary people have money to buy stock. It’s another thing to auction them in a country of peasant farmers who have no way to participate.
In Illinois, Correa learned that the United States doesn’t always practice what it preaches. When it comes to protecting their own vulnerable industries, Americans push the free market aside.
“Yes, I am skeptical about free trade,” Correa said, flashing a movie-star grin. “I learned that from Alexander Hamilton.”
Ultimately, he came to view capitalism and socialism as sets of tools to fix problems. The question was: Whose problems are you fixing? The problems of the majority? Or the elite?
After he got his degree, Correa returned to Ecuador to teach economics. He wrote memos for the Ministry of Finance, and swiftly got appointed minister. But he grew impatient with the ministry’s submissiveness to the IMF. He quit with a big speech that made him famous. In 2006, he ran for president against Ecuador’s richest man — a banana magnate — and won.
Since then, he is best known in the United States for rejecting a free trade agreement, refusing to renew the lease on a US military base, and offering refuge to Julian Assange. On Capitol Hill, he’s been called everything from an “irresponsible rogue” to a tyrant who stifles the press. It is true, especially in recent years, that he has used a heavy hand against his critics in the media and in some nongovernmental groups.
But his record speaks for itself. Correa has used Ecuador’s oil wealth to target inequality, investing in education and infrastructure. Poverty has dropped from 35 percent in 2007 to 27 percent in 2012, according to World Bank data. Per capita income has risen from $3,310 to $5,170. Today, Ecuador has one of the fastest-growing economies in the region.
Perhaps one of the reasons that Correa has been so successful is that he isn’t really the reckless ideologue that he pretends to be.
He may have announced in fiery speeches that he refused to pay back those “fraudulent” international loans. But quietly, he cut a deal that bondholders were willing to accept. Unlike Venezuela’s Hugo Chavez, Correa has been “very pragmatic,” says Hans Humes, a long-time investor in Ecuador.
So maybe, at the end of the day, Correa is not a man who rejects the power of the market’s invisible hand, but rather someone who thinks the hand works best after inequality is addressed. Wealth and power are inextricable. When a tiny group of the elite control everything, it hijacks the invisible hand to serve its interests alone. That’s not just a lesson for Latin America. It’s one we should learn here in the United States.

In this particular instance, the conditions are right. No government can use 70% of its revenue for government workers salaries alone. The government should not use more than 30% of its revenue for salaries.
