The Minister of Education, Lee Ocran has described as cheap talk, main opposition flagbearer Nana Akufo-Addo’s flagship electoral promise of free Senior High School education.

Nana Akufo Addo says he will use less than one percent of Ghana’s GDP which translates into about 78 million Ghana cedis as additional cost for the programme in the first year of his government should he win the December polls.

However, at a news conference Monday afternoon in Accra, Mr. Lee Ocran said not only did Nana Akufo-Addo get the facts and figure concerning SHS education wrong, but also can’t implement the free SHS policy.

“Nana Akufo-Addo stated that he is going to give us free senior high school… he also claims that our GDP expenditure on education has fallen to four percent, let me tell you that last year our GDP on education was 9.8 percent and never has it fallen below six percent…he doesn’t even know the figures.

“UNESCO demands that expenditure on education should not fall below six percent and ours have never fallen below six percent so that is falsehood number 1” Lee Ocran said.

The former Ambassador added that “he (Nana Addo) says he needs 78 million cedis to be able to give his free SHS education for the first year; he doesn’t need that, he needs 1.2 billion so it means he doesn’t know the figures.

“People don’t do their homework well because talk is cheap. Ladies and gentlemen I want to tell you that if it were easy to do free education, Kwame Nkrumah would have been the first person to do it”.

Yes, Vote Nana Akuffo Addo for Free Petrol and Gas. Oh! Why, are you confused? Have you not heard about that one? Or Nana has not said that yet? Wait until Nana meets the Taxi Drivers Association and the G.P.R.T.U, and Petrol and Gas will be free for all Ghanaians. It is free, free, free time now.
On the other hand, you are saying as for petrol and gas, it is impossible to give them out for free? Well, you may be right but you have agreed that Senior High School Education can be given out for free. What is the difference? If you think petrol and gas cannot be given out for free, so should you think the senior high school education cannot be free. You can argue that the NPP people are claiming that there is money in the country to pay for free senior high school. So should you accept that there is money in Ghana to pay for free Petrol and Gas.

Look, there is money in Ghana to pay for free petrol and gas but at what quality? Dr. Mensah Otabil said during a sermon in his church that if somebody tells you anything is free, ask them what the quality is? He added that if you do not know the quality, don’t take it for free because when it turns out that the free thing you are getting is bad, you cannot complain. Good counsel!
So yes, there is money to get every Ghanaian child free senior high school education but at what quality? So also there is money in Ghana to get every Ghanaian free petrol and gas but at what quality? If the Government of Ghana decides to buy every Ghanaian free petrol and gas, it could be possible but you will use the petrol and gas for three months and you might have to park your car in the garage for the rest of your life. This is because the quality of the petrol and gas you got for free sent your car to the garage. Have you thought of the overall cost involved? Do you see the similarities between Free Senior High School Education and Free Petrol and Gas in terms of Quality? The free senior high school education Nana Akuffo Addo is promising Ghanaians would start from September 2013. If we are not careful and we fall for it, by December 2013, the quality of education would come crushing down on us and it will take the next government to fix it after four years. Would we know how much damage that would have caused our educational system? Would we want to go that route?
The Okyenhene, Osagyefo Amoatia Panyin II, addressing the 21st Anniversary of the Kyebi Senior and Technical School advised politicians to stop playing politics with our education. He also advised parents to be responsible enough to ensure that all children of school going age should be in school and that the parents should provide them with all the necessary resources. The Okyenhene, in his wisdom, did not tell parents to leave the education of their children in the hands of the government for the government to provide free education.
Dr. Mensah Otabil doesn’t believe in free education either. His view of free education is that his employer should pay him well his due and let him have the joy of paying his own child’s school fees. He continued to say if he does that, his child will not be a property of the state. The child is his own child and he should have the dignity of a father to pay his own child’s school fees. When his child grows up, he can proudly tell his child that he paid his school fees. I believe very strongly that these kinds of statements can come from Men of God who have Divine Wisdom from God. Those going about offering free education and those accepting to give their children free senior school education should go to him for counseling. They should not be afraid or feel shy to do that.
Oh, have you read the response given to Dr. Mensah Otabil by The Executive Director of the Danquah Institute, Gabby Otchere-Darko? He said on joy-on-line that the successful implementation of the NPP’s Free Senior High School policy will help parents have more disposal income to give church offerings and tithes. Do you see that the NPP has started shifting the goal posts? Now the Free Education is not for economic development and transformation but for paying more tithes and offering in church. The next time the Bar and Restaurant Association will criticize the free education by the NPP, the reason for the free education would be that it will offer Ghanaians disposal income to give more tips; and the next time the head of a family criticizes the free education policy, the NPP will come out to say, the free education will enable people to give more contributions when they go to funerals. This is Chameleon tactics.
Nana Akuffo Addo and the NPP have not yet said they are going to give Free Petrol and Gas not because it is impossible to do but because the Taxi Drivers Association and The G.P.R.T.U have not been loud enough. As soon as they become loud enough, they will have car stickers which say “Vote Nana Akuffo Addo for Free Petrol and Gas”
I am not a prophet of doom but if you vote for Nana Akuffo Addo because of Free Senior High School, you will be sending the quality of education of your child backwards for eight bad years. If your child should be a Doctor in 2020, he will be a Doctor in 2028 or he might not become a Doctor at all. Come to think it. This is why I humbly ask you to vote for President John Mahama and the NDC for Quality, Affordable and Accessible Education. I am not saying this because I am a concerned Ghanaian, but because I agree with Dr. Mensah Otabil that this is good for your child, for you, and for the country now and into the foreseeable future.
“NPP left a big mess for the NDC. They think the NDC is not cleaning it fast enough and so they want to come back and continue with the same mess. Ghana is not going back again. Ghana is moving forward”

President John Dramani Mahama has cautioned the New Patriotic Party to halt making outrageous promises for the sake of votes and make realistic and achievable pledges to the people of Ghana.

Addressing Chiefs and People of Ave Golokwati in the Volta region, President Mahama said Ghanaians must challenge the NPP to state their track record in education under ex President Kufuor’s tenure before they are allowed to go ahead with their free promises.

“When NPP come to talk, just ask them one question, what is their track record in education delivery? Because you want to win elections you come out with a populist free SHS education promise.

“Because of elections you say free SHS, am sure in 2016 they would say free transport, everybody can enter any car free of charge, then 2020 they would say free food, they would supply food to everybody’s house, then 2024 they would say free houses for everybody, then 2028 they would say free water and free electricity and they would even forget God has even us air, they would say free air for everybody” President Mahama said.

The President added “beware of the Greeks especially when they come bearing out gifts”.

President Mahama also took a swipe at the Communications Director of the NPP, Nana Akomea for claiming that the NPP would build 350 Secondary schools in two years.

Nana Akomea’s claim was in reaction to the NDC manifesto pledge that the next NDC government under President Mahama would erect 200 secondary schools in the next four years.

But President Mahama in a reaction stated that Nana Akomea must be realistic and make well conceived promises and not take Ghanaians for granted.

“I was listening to the communications director of the NPP and he said we [NDC] would build 200 Secondary Schools in four years and in other to beat that he said they [NPP] would build 350 schools in two years. That is 175 secondary schools in a year, does he know what a secondary school is.

“175 schools in one year? haba! Nana Akomea, you think Ghanaians are children. A secondary school has the administration block, it has got classrooms it has the laboratories, it has a computer laboratory and you would build 175 in one year? Give us a break.

When Nkrumah's government introduced free education in the 60's it was, at the same time, establishing industries. As a result, youth employment was high. Perhaps this is the best way forward. Get the country's infrastructure done and investors will create businesses to absorb free school leavers.

What the country needs is quality basic education - the level is not what matters. Years ago a form four (standard seven) graduate could read, write, and sometimes speak better English than some University students of today.
Free SHS is NOT free education. Whilst it looks pretty at a glance, it actually means you get it if only you get there and therefore excludes a portion of society. It's just like promising to "roof every house at lintel level". Nice policy - but you need to build the house to that level before you can be a beneficiary.
The worst thing about free SHS in present-day Ghana is being reflected by this Mahama Day-school style of "implementation". They will put up some ramshackle 3 blocks, label it "SHS" and "coerce" the local people into enrolling into them (Remember, day school is predominantly patronised by locals). Then, those students upon completion are going to compete with others from Achimota, Prempeh, Navasco, etc. for places in the University! And I tell you what - real uphill, almost impossible task that is!
It is a fact that Wiamoase SHS and Mfantsipim are in DIFFERENT classes of their own. It is also a fact that 80-90% of all admissions to public Universities in Ghana go to students from 10-15% of all the existing SHS.
Now, what eventually comes out of this politically-driven gimmick of creating low-quality institutions to be called SHS? All that would be achieved is creation of strata with some Ghanaians doomed to either never getting admission to the University or at best getting only courses that are lowest on the priority list.
It's already extremely difficult for a student from Ahwerewase SHS to get to read Law, Engineering, Medicine or Business Administration. Now count the chances of anybody from Kokochinaka Day SHS getting a programme of his/her choice.
It is a pity Mahama and his people, in thinking only about how to get votes and win the next elections, have decided to play a political game with the country by stealing the campaign message of their opponents.
Let it be put on record that the free SHS idea was fraudulent then and is fraudulent now!

On the issue of access, Ghana per the declaration of the EC and the court, gave the NDC gov't their mandate, because the NDC gov't would want Ghanaians to believe they had a better Ghana agenda on access, with the building of 200SHS's. The breakdown was going to be 50SHS's every year starting 2013. Can the NDC gov't give an account of the completed locations of the 50SHS's in 2013? Has affordability been achieved under the NDC gov't? Where are the results in the midst of growing unemployment, high utility tariffs, new taxes, increase in taxes, general hardship in the standard of living, and also the over 10months arrears due the GETFUND? The NDC gov't should leave the free SHS for now and show Ghanaians how quality, access and affordability measure up.

I will give you the benefit of doubt on this one. What about corruption and stealing of state finances, are we on the same page? I see two personalities in you. The soft, nice and mannered gentleman when in the spot light during the day and, a vicious, deceitful and greedy face masked train robber at night. When can we really believe and trust you? Get glorified in the sunshine and turn into a she wolf at night in search of your next take. Your honor, I'm not trying to be insulting to you personally, I'm trying to be candid and at the same time, telling it as some of us see it. If we insult, it's because you brought it upon yourself by not taking heed to the sufferings and calls of your people. You know when one gets angry, words fly before you actually think.
