The government of Ghana faces many challenges brought on by an over-bloated government staffing/civil servant, low productivity, bribery and corruption, destruction and no oversight and or accountability.
One desirable choice for the government could be to trim the number of civil service workers to reduce the unwarranted redundancies in the various departments. This will also reduce government payroll and benefits and eliminate future government obligations (retirement payments). This however will create more unemployment. The alternate and a reasonable compromise is to reduce the wages/salaries and benefits of MP's, the judiciary and executive staff as well as freeze wages increases for the next 2 years of the rest of civil servants. When the nation is broke all its citizens must sacrifice. They used to call that tightening the belt.

When members of the New Patriotic Party proposed wage freeze and redundancy as a means of decreasing the wage bill of state employees I saw it as a minefield being laid for the National Democratic Party Government. Wage freeze has to be accompanied with other measures which include the free of increase in the prices of goods and services as it is done in most advance countries. A state that says it does not have the number of manpower required for the administration of the state can also not reduce what it said is not adequate. The state must therefore find other avenues of increasing revenue. That quickly brings to mind the issue of the economic partnership agreement, that will rather than increasing revenue to the state will decrease it.
The government must look seriously at the issue of agriculture and the importation of food. We can also learn from India's Food Distribution Corporation to reduce the cost of transportation of food.
