    They have already got loans for these roads but the money is sitting in individuals bank accounts overseas.Mahama can spend one million dollars on his Christmas holidays in Dubai but no money for road contractors.

    Why don't you make some enquiries with BoG for details?
    Check with the World Bank,IMF,and the Donor Countries for information...try investigating...

    Are those contractors owed money the main tender holders or the sub contractors?
    When were their invoices. submitted?
    Have their "works" been signed off by project managers?
    Just a lay person inquiring...
