  This is the party which came from the roots of violence and has ensured that guns remain in the hands of hooligans. Illiterate PDR and CDR members have AK47 assault riffles hidden in their rooms. It will require strong political will to disarm NDC hooligans. It is a heavy price to pay for tribalism an illiteracy.

  Nothing said tangible that is absent in the bill. The bill has a disclosure provision.

  What is essential and of upmost importance is the implementation process. Like all bills, implementation is an issue.
  How is our recording system? Do we still push files and look for information in the cupboards and cabinets intead of a single click of the button?
  Are our offices now internet run with intranets etc?
  Do we have a national data base of information?
  When I talk about implementation, these concerns must be taken care to have an effective RTI operationalised.
  There is nothing wrong with the bill except the implementation process
