Every nation whether rich or poor would like to spread her tax resources to cover all sectors of the economy as well. After all, that’s what taxes are collected for, isn't it? So, using out 70% of our scanty tax to service some 650,000 public workers alone is not prudent management and certainly not sustainable for any government of any nation. That, Mister, is his obvious complaint in here.
It's like buying yourself a Lamborghini Aventador and can't even insure it or "gas it up" for a thrill ride as expected than buying yourself an affordable Toyota Prius, which is cheap to both insured and to "gas up" to get one from point A to B just as the expensive and the high maintenance Lamborghini Aventador.

Before the 2012 general elections, the Electoral Commissioner created an additional 75 constituency seats in the country which were to be contested in the elections . Many well-meaning Ghanaians expressed their concern and argued that the country would not be able to afford the financial strain the new parliamentarians would put on the national fiscus.
The creation of the additional constituencies also meant that additional districts and municipalities would have to be created - all leading to a massive strain on the economy.
No, the NDC government would not listen. They saw the political dividends the new constituencies would give them in terms of electoral advantage and so encouraged the Electoral Commissioner to go ahead and implement what the constitution had mandated him to do - regardless of the consequences.
It's a surprise now to many that Fiifi Kwetey is bemoaning the fact that the national wage bill is crowding the resources required for other developmental activities in the country. Could the NDC not have foreseen the stupidity in their unwavering support to the Electoral Commissioner to expand the public sector wage bill directly by increasing the number of parliamentarians?
And how have the new seventy-five parliamentarians added value to the governance of the country in relation to their financial cost to the state?
Perhaps the NDC will from now on learn that sacrificing prudence and logic for political expedience always leads to disaster. How I wish Ghanaians would be more discerning in their choice of people to govern the country in the next elections.

The reality of the issues and the information that is out there speaks volumes about 1. the intelligence of Fifi Fiavi Kwetey, 2. his competence to understand the basic rudimentary facts and figures concerning the economy, 3. his very knowledge about the ministry which has been plunged into crisis based on the factors outlined above, under their tenure, 4. the propagandist posturing of gov't to explain their incompetence, lack of vision, stupendous thievery and ineptitude.
This position of the wage bill grinding Ghana to a halt, has been debunked, and absolutely discredited, and it is very interesting that a former dep. minister of finance and economic planning, and now a minister of state accredited to this same ministry but with responsibility for allied services and institutions, who by the way was one of the few people tasked with our economy and finances but have sent is crash landing, should be making this fallacious, propagandist, unintelligent, inept generalization about the wage bill and it's consequences on the economy.
Indeed, just last week when the Minister of Information Mahama Ayariga was on newsfile together with Nii Moi Thompson and Anthony Akoto Osei, this very same issue came up about the wage bill and it's effect on the economy. In the analysis, when the question came up and Mahama Ayariga was pinned down to answer to the facts, he said that "who has said that the wage bill was accounting for 70% of gov't expenditure, who said that from gov't"? And this was just on 29/3/2014 on newsfile.
Prior to this, the very brilliant and intelligent Economist of International repute, Dr. Mahamadu Bawumia, in his very comprehensive lecture at Central University as a visiting Professor, indeed, provided figures, facts and very hard core undisputable evidence to support a position contrary to such reckless, fallacious, propagandist and absolutely baseless statements, such as the public wage bill was grinding Ghana to a halt.
The vacuousness of Fifi Fiavi Kwetey's statements clearly, depicts the very reasons why the finances and the economy of the country is in the abyss, on the back of propaganda, incompetence, corruption and fiscal indiscipline bothering on thievery.
The lecture by Dr. Bawumia if Fifi Kwetey after reading it, could not fully comprehend it, and would still want to thread on this dangerous propagandist approach to solving their own self inflicted economic challenges, then God save our dear nation Ghana.
One can safely say that, the NDC gov't is grossly unfit for the task of governance and for Ghana to progress, it's imperative that, they are voted out of office, to spare Ghana such unbridled incompetence and nation-wrecking looting. A classic example is the renovation works on the Ridge Hospital where close to a whooping $150million dollars has been built into the loan amount, to be skimmed off with impunity and reckless abandon. How can the wage bill be grinding Ghana to a halt? Such infantilism!!!.

Every country has huge public sector wage bills to clear and ghana cannot be the exception. He should look for a solution to the problem eslewhere.There are so many areaas Government can cut down on waste. If I may suggest, reuce the numeber of MPS, Minsitersetc then you would be learning to be honest and stop shifting blame. If it cannot continue, stop it and sack all the workers, then if you go to parliament, you can drive your own car, claen your own office, do your own photocopies, prepare your own tea to drink and type your own report. Give us us break. How long will you people keep telling the poor and efenseless people who have no perks of office, who have no fuel allowances etc to keep sacrifing? Most public sector workers claim they are even worse off and lamenting everyday after the introduction of the SSPP since some allowances they were enjoying prior to the implementation of the policy have been taken out.
Can we know how many article 71 office holders (part of public sector workers) we currently have and how much of the public sector wage bill goes to them?
Answers to the above raised questions will enable the general public to be analytically and properly informed as to whether most public sector workers are better paid due to the SSPP, hence the drain on the GDP thwarting major developmental agenda of the nation.

Besides, the 650,000 public servants who are paid with 70% of tax revenue are idle doing nothing all year round and round.
There should be job description evaluation for all public workers to ensure valuable service for money paid to them.
90 % Computer literates should be employed in the public service in order to increase productivity of the public service.
60 % of the public servants should be trained and moved to self-supporting new sectors in oil and gas, mining of precious and base metals, renewable energy and the value-added industries.
The salary is not too much: the recipient must work for it.

Few days ago you replied negatively the press conference of Mr bawamia assessment of the economy. What I want you to revise is the creation of the district during the election period without making any provision for a budgetary analysis (1) cut down the current Mp's at least quarter (2) cut off every deputy ministerial position (3) every minister has to pay for their needs with the exception of the executive. (4) cut the army by quarter and increase the police force; raise their pay so they can be served the nation need. We have too many civil service workers and also need to trimm down especially the none essential workers. What I always hear on our radio stations and t.v. is that everything else government should provide. I'm soo annoying to hear the so called unemployed graduate. What do they graduated from; ? Why their field of study didn't get to employment or inventions to create their own personalised job. I can go on and on let us be creative and stop these babysitting nation. Let's be responsible people.

The problem we are facing as nation is over reliance on traditional sources of tax revenues especially indirect taxes. We need to focus on taxing income especially from land sales. Landowners who reap the appreciation of their land values without putting in any effort must be made to bear their fair share of the tax burden. Drinkmoney now reflects the full market price of the land yet it is not being taxed. There should be an annual infrastructure levy attached to all land sales and which can be used to develop access roads, drains, waterworks, and electricity in our communities. Property taxes constitute major source of revenue to develop local infrastructure but this is not being fully explored because of the disconnect between assessment and collection. The Valuation division of the Lands Commission which is responsible for the assessment should also be mandated to collect the taxes and held accountable for any shortfall revenue. There should also be personal property tax on vehicle and motorbike ownership which can be used to finance road maintenance and construction.
Fiscal decentralization should be pursued by introducing local and regional sales taxes first on liquor and cigarettes, tourism, second sales of automobiles and motorbikes and eventually expanded to cover other goods and services.

There are too many people in Ghana who are either not paying tax at all on the income they earn, paying very little tax on what they earn, paying just just what the present tax collection system is able to identify and collect. These include middle income self employed, high income self employed, including several people in the professional bodies. There some who are employed by government, and pay tax on the salaries they earn officially, but are also engaged in private work, but fail to declare these extra income and so pay no tax on them. These are doctors, lecturers in the universities, lawyers, engineers, and many professionals. Those of you in government should engage specialists to introduce mechanisms to help you widen the tax net and get all these people to pay tax. You will be amazed how much more tax will be collected from these sources. This is better than complaining about what is being paid to the public sector employees. It will be suicidal to reduce salaries or start laying people off.

You get your desired pay even for no added responsibilities. This does not happen at all at the private sectors where incentives are matched with performance. Where are we going as a country?
