    If you guarantee a loan for any agency the central government owns it, if the agency fails to pay, so it counts against you sir

    GAbaa absolutely right!!!

    If you provide loan guarantees you are taking the loans upon yourself for those government agencies so it should count on the government's balance sheet. What sort of finance minister is this.

    Stop all the unnecessary borrowing - a significant chunk goes into private pockets, and to funding of political parties (buying votes). We should cut our coat according to our size!

    bad policies and bad deals is killing Ghana. our leaders have no understanding of borrowing conditions. the borrowing continues yet, no roads, schools and hospitals. I wonder what they are doing with the oil money.

    That US$700 million is not a donation. It's loan that would have to be repaid by us with interest after the world bank imposed-foreign experts have chopped halve. So what is Seth Terkper complaining about?
