Gradually, we're seeing how mismanagement, loans galore and insensitive taxation is ruining the economy, so your prez wants to distract you by making the same empty promises we've been hearing for too long. If you REALLLLY want to do something, stop making it a press event and ACTUALLY DO SOMETHING.
Word to the wise, if your gov't isn't doing something, just saying it to whatever bored journalist will listen, then it probably won't get done! - welcome to Ghana

The consumer may be smart, but the Ghanaian consumer is not wise. So, at the expense of at least growing a rice industry in Ghana with the addition of jobs in that area, the smart Ghana consumer perpetuates the problem by consuming $600 million dollars - not cedi, but dollars of rice from somewhere else based on the reason of better quality.
I probably would agree with this "smart" consumer if the rice from Ghana was causing them to become ill and miss work. How about thinking a little further into the choices we make by considering the effect it has on our society.

That WE SHALL WE SHALL ... without following up WE SHALL WE SHALL ... does not yield any positive change in the sight of the Chanaian public. Its about time Mahama and his ministers realize that we cannnot live at the expense of importers of RICE , VEGETABLES, EDIBLE OIL ,,, WHEN FUNDS CAN BE LEEND TO FARMERS COOPERATIVES TO PRODUCE VEGETABLES . RICE , TOMATOES, EDIBLE OIL , INSIDE GHANA . Then again its about time the ghanaians have to change for the better ... our appetite for imported consumables is the cancereous like ebola virus killig the local industries ...so as we blame government alone cannot be blamed our unwillingness to work and produce our own food and prefenece for impotred consumables is the cause of current woes in Ghana.. Dan Taxation does not destroy any economy. The revenues made from taxation goes to maintain roads, schools, postal services, hospitals and health insurance, pay government workers salaries etc etc.
In advanced world like the USA, they have federal income, state, medicare, social security, local and sales taxes. The revenues generated from these taxes are used in keeping America beautiful. Good roads, good airports, schools, hospitals, harbors and even space programs to go to Mars and yes don't forget the ability to afford military superiority.
Ghana can not depend only on cocoa, gold and oil for revenue. It is noted that only 2% of Ghanaians pay taxes.
The taxation system may have to be overhauled. If Ghana can achieve full employment, it will be a good idea to have a district tax to help maintain the districts. It looks like we copied the British taxation system but are practicing the American taxation system. If we choose the American way, we must have district taxes, state taxes (federal), social security, medicare. VAT can be changed to sales tax as long as all sales taxes goes to the district of the sale origination. The percentages can be reduced to balance out.
If Ghana can produce high quality rice and sell cheaper than the importer ones, i don't think you will importing rice into the country. This will not only give Ghanaian farmers jobs but also help the cedi (lower imports ) You the importer may decide to become a rice farmer if you choose to or be a wholesaler.

That is why there are checks and balances. As we talk these cases are being investigated or on trial. If they are found guilty, they will pay the price. There is no perfect government period. One can list the numerous corruption of the NPP regime but that wont solve anything. The point is how do we weed out corruption in the government. I believe placing structural checks and balances in the system will help.
If Ghana goes to no taxation then don't expect to have good roads, schools, or even a military in the country. Be realistic. Don't take Ghana back to the JJ revolutionary (PNDC )days where corrupt people faced the firing squad but then corruption went down quickly . We need to place stiff penalties when caught as a deterrent.

Talk is cheap, we need action. We have been saying the same thing since independence we simply lack the acumen to implement these goals . We have an abundance of minerals, oil and cocoa but we simply export these in raw forms instead of using them to jump start our economy by adding value. We invite foreigners to mine our gold and drill our oil and we get pittance in return.

Mahama has been in control for the past five years as VP, Acting President and President. Has he now come to realise that policies that encourage over-dependence on imports are detrimental to the nation ? Added to big loans and corruption, poor judgement and inability to foresee may be the landmarks of Mahama's administrations.
It has been proven that policies framed around tightened measures to affect food or elements of neccessities rather make consumer's gorge rise with discontent, increase hoards, smuggling, and many ugly entailments reversing the intent.
With this administration application of common sense is a missing index from fomulation of policies.
The theory of increasing productivity is cushioned on exercise of prudence from inception through its practicalities - not upon some overnight policy edict springing out of hallucinated minds of some immature advisers.
Food must be a last target : because the lack of it may trigger unpleasantness.

We can easily produce rice, sugar, tomatoes, vegetable cooking oil, fish, poultry and even wheat or substitutes to meet local consumption and for export. Let us do so and stop passing bills like the Plant breeders bill which are inimical to the interests of our farmers.
The $1 bn thereby saved would go into much-needed amenities such as roads, schools, hospitals etc to improve the quality of life of our people.
