The fact is that most people do not pay taxes in Ghana including some workers in the private sector because they are paid in cash. Most of the petty traders also do not pay taxes for a number of reasons, because of poor record keeping and failure on the part of tax authorities to properly identify such people and assess their tax liabilities. Some of the big businesses can pay bribes to pay a fraction of their taxes as well as the multinational companies avoiding taxes through off shore accounting. They even do that here in the developed world.
The other major challenge is corruption within the taxation collection. At least, half of what is collected in taxes also ends up in the private pockets of tax collectors. For example, one morning I heard on Citi FM the experience of one person who went to the post office in Accra to collect a laptop that was sent to him from abroad. He was told the tax was GHC 300 which he managed to negotiate down to GHC 150. He paid the GHC 150 collected the laptop in excitement without checking the receipt he was given, only for him to go home and realised that he was given receipt for only seven cedis. That means GHC 143 ended up in the tax collectors pocket.
If the government can plug all these loopholes, Ghana can generated enough revenue internally for development and less reliant on foreign donors. For example, the tax authorities should publish the taxes importers are supposed to pay on the goods and services they bring to Ghana. Such information should made easily accessible to the public so that tax collectors cannot cheat by collecting GHC 100 and giving receipt for GH 10.
Instead of increasing tax rates, the government must widen the tax net and reduce the high tax rates. That will bring in more revenue that overburden the few that pay taxes.
By the way, I saw Dr Larbi-Siaw on Joy Tv News and he looked relatively younger than I expected. He was the Chief Accountant and later Chief Executive of Ghana National Procurement Agency, when I went to inaugurate the Workers Defence Committee of the agency in 1982 and we became good friends thereafter. Unless of course, this is not the same person I saw on tv but a relative who bears similar appearance.

The low taxation is as a result of how we have neglected building up the formal sector. We have not created the environment that will enable private business grow. We have not seen education as a necessary input into national development. We have not supported research and development to drive industrialisation.
In the absence of these, we can widen the net as much as we want and nothing will change.
This statement also ignored the fact that poor cocoa farmers across the country are taxed but we have failed to call that taxation. The difference between the prices on the world market and what they are paid locally is taxation and it accounts for a far higher percentage of our national income than any other grouping.

I quite remember under the then JJ Rawlings Govt. when a certain business man, actually a native of Ghana, Appiah Minka, was required to pay back unpaid taxes for years. It became an issue where this so called business man Appiah Minka made it an issue of tribalism that the govt is after Akan Businesses. And to the surprise of most Ghanaians, the business man who has escaped paying his taxes for years had support from hardened bigots.
Until certain culture in certain tribes change for the better, it will have to take a stronger Govt as that under JJR to get such traditional or local busineses to pay tax and even pay correct tax due and on the due dates.

I agreed with Dr. Larbi Siaw, however there is one thing he forget to lay emphasis on is the creation of a good paying tax deductible work.
If our leaders and top 1% salary earners continue to enjoy the wealth of the country whiles other 99% of the population deepen in the horrible poverty then they have to pay the tax no complains.
Our leaders has to start to evaluates their states of mind and critical thinking to find an avenue to create jobs for the population.
Income tax are automatically deducted from workers weekly, bi-weekly or monthly pays, so even if half of the 99% of the population which is about 10 million people are working that is a huge income to the government.

I am glad this matter has surfaced again. Some time ago I raised the same issue here on Ghanaweb to find out how many Ghanaians actually pay tax to the Government. What about all the self employed Ghanaians, the carpenters, masons,painters,plumbers, wood sellers in the timber markets etc. etc.
Last three years a friend of mine hired a carpenter to make kitchen cabinet for him in his house. After completing the job and having charged such a fantastic amount of money for the job done and no receipt issued in exchange of the amount paid, I asked him how much tax was he going to pay to the Government from the money he had collected?? Until now that quiestion remained unanswered. This is the very thing that has driven the economy of a country like Greece to the brinks of collapse - Tax Evasion. We believe the Government should take emmediate action to correct this anomaly. It is so important if this contry wants to move forward.

The Minister of Finance should sit down with you for measures to change the situation within a relatively short time of about 4 months - if not, you better quit the job. If you cannot help the MoF change the trend to get over 4 million pay their taxes, then you are not adding any value being there and you must honourable leave the scene. Mr MoF, please ensure that Dr put into place serious actions to change this poor picture of only a third of 6 million who pay taxes in Ghana. How can the Ministry of Finance survive? The trend had to change and change immediately. I am not giving an order, but this is the reality. The Tax Advisor needs to justify his consultancy services.

People who import things into the country for our development are treated like criminals at our ports and taxed beyond what is reasonable.
The country can develop only when our tax system is reorganised. The tax system needs to be fair and effective and not drive people underground.They will have to cut the scandalous amount they charge for duties at our ports for a start. This enable people to pay rather than trying to avoid paying them and the money ending up in the pockets of those crooked Customs and Revenue officials.

First, any type or style of tax system MUST and SHOULD consider the culture of the people it intends to burden; and Ghana is no exception. The VAT system is a "violent, brutal and inconsiderate" system that uses the backing of the legal system to punish people who are unable to pay. Our Adopted Western Tax system works very well in its land of origin because there are "guaranteed" employment and job security. This is not the case in Ghana. Here, people have to fend for themselves and try to figure out what they can buy, sell or do to earn "something". This "something" is what the NGOs and World Bank experts have come to the fancy figure of $2-a-day living wage. How they arrived at that amount and conclusion is a mystery. Nevertheless, that is the premise by which Dr. Larbi Siaw and Mr. Stephen Hale are working with.
Second, it is the assumption of the "experts" that the 24 million other Ghanaians are "enjoying" themselves in the hot sun with no care in the world. Only 1% of this number actually do and includes high calibre consultants like Dr. Larbi Siaw, the various ministers, and a few Okaishie and Kumasi Magazin traders. The rest of the 23 million+ people unfortunately and inaccurately make about $0.20 per day; on a good day. A good day is a day when there are no rains, armed robbers don't rob you, when no one in the family dies of malaria and the police don't come knocking on your taxi window.
Third, it is widely known that Ghanaians here and abroad pay indirect taxes that goes into the pockets of specific entities including deities, churches, chiefs, land owners, protection gangs, the police service (eg. you pay for the police to come investigate or arrest someone), municipal authorities, trotro stations...to name a few. These are unaccounted "taxes". It certainly does not imply that the people who paid it did not feel it or isn't reflected in their overall take-home-pay?
Fourth, Ghanaians also pay an "direct formal tax" levied at an exorbitant 17.5% on EVERYTHING they buy. The main reason why collecting taxes in Ghana has become even more difficult does not lie with the people but rather the REVENUE SERVICE, the FINANCE MINISTRY and the people that implement these systems. A "well defined and culturally attuned tax system" will reap the desired results for the government's coffers without driving people crazy and making life even more unbearable; and this is how you do it.
1. Lower the tax rate into a single module with four distinct levels: a) 10% VAT tax b) 6% general services tax c) 2% national contribution tax d) Special corporate tax of 12%. These amount should be FIXED for a term of 20 years before being reviewed. It is very important to do this, so that people are able to adjust smoothly to the system without the interference of successive governments.
2. Implement the 10% tax with a sensitivity to local payment systems - NO BANKS... but through the SUSU system
3. Bring the entire local level taxes like land, police, truck drivers, lorry stations and so forth, into the 6% general services tax. And pay them their returns on time**** This is so important!
4. Everyone in Ghana SHOULD contribute a 2% national income payable at easy locations (lotto kiosks, shell filling stations...anything that does not PUT A BURDEN on people).
5. Businesses benefit from Ghana BUT it is also a very difficult place to do smooth business (eg. bribery, corruption, gangs, armed robberies, problems with banks, electricity outages...etcetera). For these reasons, it is important to give room to corporate/macro level businesses to be taxed at a reasonable rate of 12% fixed for 20years; in addition to the 10% VAT they HELP to collect for the regime.

Collection of tax is simply an administrative job.To start with,we must decentralised the Tax System into regional level instead of national one.Every region must be structured or organised in a way to collect tax effectively to execute the needed projects for social and economic development.The first step,is to introduce Annual Declaration System to all adults both the employed and unemployees.This will help in a very significant way like what happens in the advanced countries.Then again,I disagree that we have only 6 million eligible tax payers,this is completely wrong because there is no basis to support the figures.Once upon a time,we did have a tax system called the "Basic Rate" which obliged every resident in a town or district to pay annual tax into the coffers of the place.It was also called "Land Poll" where we had agents who make rounds in the town to educate residents to pay or face penalty.Where is it now?I strongly believe we should go back to basics if we cannot use the conventional system of sending Annual Tax Declaration Forms to every adult in the country.Thank you.

Also, when the US help to set a drug detected machine at the airport, it was disabled by some people just to let them get by with no arrest?

This absolutely unacceptable! Govt. should do well to educate people about their civic rights and responsibilities. Without a wider tax net, we'll always be begging for aid or "lalasu-lala" to stay on our feet economically. Years ago, these things were taught in schools. Is the message being spread in our schools, esp. primary level? Meanwhile govt. try to reduce taxes and expand it's tax net so there could be more revenue to enable projects and development targets to be met. This could also encourage new businesses to spring up or set up. That's the way forward.
The bigger picture is that there's unemployment; govt. could have derived most of the taxes deducted at source when citizens, esp. the nation's future leaders have jobs. This revelation is a shocking but it's the truth as it's being told. May God save us.

We cannot effectively run the nation on the back of only 2million tax payers. ICT can come in handy here - we should computerize our tax collection. Dr. Larbi Siaw should look into going digital in the collection of the nation's taxes.
Shame on those who complain bitterly and heap all kinds of insults on the government and yet do not pay their fair share of taxes.

It is a good idean NPP wanted to give indentification cards. There should be house to house to register everbody and build a database. Once this number is pulled from the database we can identify. Even Common Census Data we can not do and we want to collect more taxes and use it to pay fake and phony judgement money. Keep proper identification database and records.

As others have observed, everybody pays VAT. Cocoa farmers across the country are taxed through the differential between the price of cocoa on the world market and what they are actually paid.
The last point is: you cannot talk about payment of direct taxation without talking about jobs. If people do not have jobs that pay regular incomes, how can they pay taxes?

If our leaders and top 1% salary earners continue to enjoy the wealth of the country whiles other 99% of the population deepen in the horrible poverty then they have to pay the tax no complains.
Our leaders has to start to evaluates their states of mind and critical thinking to find an avenue to create jobs for the population.
Income tax are automatically deducted from workers weekly, bi-weekly or monthly pays, so even if half of the 99% of the population which is about 10 million people are working that is a huge income to the government.
CREAT GOOD INDUSTRIAL AND FARM JOBS.
The notion of I WORK HARD TO GET HERE SO I AM ENJOYING WITH MY FAMILY FULLY, REGARDLESS OF OTHERS SUFFERING MUST STOP BECAUSE ITS DRANING OUR ECONOMY.
FIFTY SEVEN (57) Years in the making since our independence, but since the death of Dr. Nkrumah we have not had any visionary leader with a critical thinking of creating , FACTORYS, MANUFACTURING AND PROCESSING INDUSTRIES. And those who has the zeal, will and love for the country and wanted to do something good are not allowed by a so-called ignorant useless oppositions.
Also the government must encourage the population particularly the youth to go farming. Make farming to be recognized as part of the TUC with incentives that will encourages the population to go farming.
Our economy is declining because a tropical country like ours do not encourage our youth to go farming. Ghana has a vast farming land but we import food from abroad. IT DOES NOT MAKE NO SENSE.

All mails including tax obligations, etc should be addressed to homes, car number plates, drivers license, etc should have fixed, house addresses. This will have multiple effects: fighting crime, improving ambulance services thus saving lives as well as enhancing our identification program.
