Besides this is Global problem as all emerging countries are facing depreciation of their currencies (India, Turkey, Brazil, South Africa etc..) Why use draconian ineffective local measures to tackle a global problem. These currency restriction has historically not been effective in any country. Better to use interest rate tio make inward investment attractive
The number one issue here (...among others) is the US fed decision to ease the financial stimulus (ie the buying back of bonds, - in other words reducing the cheap $'s that they have been giving to the banks). $'s has no boundaries! The result is less cheap $$, and $$ going back home (US) hence scarcity the world over

The dollar will continue to rise due to the USFed decision to pull the plug off the stimulus package buying back bonds. Ghanaian economists should know this. Also, the fall in prices of the main foreign exchange earners: cocoa, gold and oil has been going down lately - meaning less foreign exchange coming in for Ghana.
The rest of the other stuff BoG is doing in my opinion, will worsen the situation eg increase in black market, shortage of goods and inflation.
I pray that BoG revisits some of the rules and eliminate those that will kill the economy quicker. I think the economy is over dosed with too much medication... I agree you should not be allowed to leave the country with over 10,000 but don't discourage Ghanaians from saving their foreign currency in banks for they will save it at home. Encourage them with higher interest rate to bring it to the banks.
