The main isssue is not comsumers defaulting...it is that the ghana water guys take money from some consumers and allow them to keep their illegally connected line.

What track record can GhiPSS boast of? Is it the 24hr cheque clearance system? Fail.
Is it the bogus electronic card payment system they introduced some years back? Fail.
Did the GhiPSS manage to help the government solve the age old problem of ghost names on the government's pay-list ?
Somebody educate me o! Poor GhiPSS, instead of advising the Ghana Water company to improve upon their poor service, GhiPSS quickly jump in claiming it can fix the debt problem of poor Ghana Water Company.

It is a good idea and benefits the Water Company only, and probably not the consumer. I don't know whether the Water Company seriously thought through and whether customers were given the opportunity to express what they think about the collection policy the Company's new bill collection policy before it was implemented.
I for one, can foresee possible and serious problems sitting in the wings ready to explode in the future.
Consumers of water and electricity are mindful of the treatment the utility service providers enjoy subjecting us to. How these one sided Quasi Government service providers like the Water Company, Electricity Company etc. more often send inexplicable and unreasonable and atrocious bills to consumers with no avenue for consumers dispute the charges. Even, when a consumer dares and goes to the Company's office to seek explanation for the high bill, nine out of ten, they receive no co-operation whatsoever from the Companies.
In view of the scenario I have stated above as likely problem yet to arise in the foreseeable future, can the Water Company be forthright with us 'the consumers' of any provision in the implementation of the new collection policy if they have made available to us 'the consumers' the recourse that we can utilize to demand fair treatment for excessive charges and our right to recoup any unauthorized withdrawals from a consumer's bank account.
I see those problems most likely becoming contesting issues in courts in the foreseeable future. Also, consumers are of the opinion that these Companies see themselves as untouchables and Lords of the consumers, and for that demonstrative characterization of their power over their consumers, they show no courtesy and respect to consumers.
For the very reasons I have stated above, why should you 'the consumer' voluntarily give authorization to the Water Company or Electricity Company the right to go into your bank account and withdraw any money that they may consider as your monthly bill regardless whether you received service or not. Please, don't fall prey to the Water Company that is only interested in taking your money and cares less about providing you with the service you need to live.

IN MY TRAVELS, I COULD SEE WATER PIPES THAT ARE EXPOSED AND MOST OF THE TIME THEY LEAK DUE TO DAMAGE TO THESE DISTRIBUTION PIPES. VEHICLES AND PEOPLE ARE RUNNING OVER THESE PIPES AND CONSTANTLY RUPTURE THEM. IF ONE HAS SUCH A SITUATION, WHO DETERMINES WHO MUST BE HELD RESPONSIBLE AND HOW IS THE WASTAGE DETERMINED? DO WE HAVE DISPUTE RESOLUTION AVENUE IN PLACE IN GHANA? THIS ELECTRONIC COMPANY WANTS MONEY HENCE THEIR AGITATION FOR THIS PROCESS. REMEMBER THAT OF THE COMPANY WITH THE PHONE TRAFFIC MONITORING OUTFIT BEING PAID MILLIONS FOR NO WORK DONE? ELSEWHERE, YOU HAVE VARIOUS COMPANIES DOING THE DISTRIBUTION AND PAYMENT SYSTEMS IN PLACE AND THERE IS NO MONOPOLY TO ONE COMPANY THAT CAN COLLUDE WITH WATER COMPANY TO GOUGE CONSUMERS.

The question is how many water usage people have bank account for such measures. I am talking from experience. Many of water customers do not trust banks since JJ collected 50 cedis notes.
