A brief history of IMF meddling in Ghana

1957-1965 Cocoa prices of about 44 cents a pound in 1957 decline to about 17 cents a pound by 1965. Balance of payments problems ensue, as Ghana's external debts rise to finance development projects.

1965 Ghana approaches the U.S. for loans; the U.S. refuses. Ghana contacts the IMF, which suggests cuts in government spending on social services, the military, and state enterprises, as well as a cut in cocoa producing prices (from $8.16 to $5.60 per 60 pound load). IMF policies anger the military, right wing absentee farmers and traditional rulers.

1966 Military coup on February 24, 1966. Kwame Nkrumah, Ghana's first president, was blamed for endeavoring to destroy the military through budget cuts in defense spending. Nkrumah's successors, however, maintain IMF policies of liberalizing trade, granting incentives to foreign investment, cutting government spending and removing price controls. The two-year "stabilization" program fails, as massive unemployment occurs in the agricultural sector.

1969 Civilian government of Kofi A. Busia continues IMF-style programs. Declining prices of cocoa deepen Ghana's balance of payments crisis and budget deficits.

Negotiations to reschedule debts to the West are stalled, and an economic and political crisis ensues in 1971 as Ghana is seen playing the beggar nation role.

1971 In December, Busia devalues the currency.

1972 January coup against Busia and his IMF policies. I.K. Acheampong and the military seize power and promise an economic nationalist policy, including the repudiation of Western debts.

1974 OPEC oil price hikes and the falling cocoa prices bring about the failure of Acheampong's economic program. Acheampong is forced to go back to the IMF/World Bank.

1978 With the economy still in trouble, Acheampong is replaced by F.W.K. Akuffo, who installs a staunch - pro-IMF economic program. Akuffo devalues the currency and reduces the money supply, along with liberalizing trade and incentives for investment and eliminating government subsidies on consumer goods and local industry.

1979-1981 After Jerry Rawlings seizes power in June, 1979 for two months, he hands the government over to Hilla Limann. As the economy deteriorates, Limann implements most of an IMF program: removing subsidies, increasing cocoa producer prices, cutting social services, liberalizing trade and instituting a new "sell-out" investment code. Limann refuses to devalue the currency, in spite of IMF pressure to do so. The IMF denies Ghana loans needed to earn foreign exchange for the economy.

1981-1982 Rawlings comes back to power in a coup on December 31, 1981, promising to eschew foreign aid and investment for a more selfreliant economic strategy.

What happened after Dr. Nkrumah was forced to vanish out of the country and how was the economic situation in Ghana?

What hindered our leaders to help develop an African market for exchange use of African products in many African countries?

Why was the IMF/World Bank so effective in destroying our country's economy? What was the trap set by the IMF against Ghana?

What was the education and professional (intellectual) stand of our leaders as the IMF/World Bank concept was introduced to Ghana?

Were our leaders incapable of reading and understanding the contract and concept of IMF/World Bank in terms of Benefits for Ghana?

Was that necessary by Rawlings to kill soo many people in Ghana, if all of our leaders except maybe Dr. Liman and Dr. Kwame Nkrumah, failed to find and implement the right measures for the nation?

I have soo many questions here and there.. We need to swot-analyse the history of our dear nation to have a sound solution to our todays problems. The mistakes done in the past, can not only be put on the IMF/World Bank, I think!!!????

The various coups in Ghana were reactive responses to a certain established direction. They were less about individuals, except the very first one which was more about the personality of Nkrumah.

He couldn't believe why railways workers could not keep our trains neat and the court a bit harder on nation breakers and thieves that happened to be our fathers and uncles and mothers, and what could have been the problems facing uncompleted projects.
No, because we love playing the ostrich.No, because it got to be the other person.
Fast forward in 2014, the problems that bothered Limann in the early '80s persist with more complex twists to them. Is the journalists who never did in depth analysis to unearth problems within sectors of our economy in the 80s doing so today?
If we can not profoundly pick anything out of this interview but rather reduced it to what we do best by looking on to the surface, then 'am sorry we already missed the boat.

Are we really sick, and how can we get ourselves out of this sickness without denying it?

You and I know that by the mighty pen of Professor Okoampa Ahoofe "Trokosi " has become an established insult and dehumanizing epithet against Ewes.

Just as the Blacks in the USA repudiated the "N" word as derogatory for their description and insults, so should we all decent Ghanaians reject and refrain from using "Trokosi" to describe Ewes.

We are not at war with ourselves in Ghana. We may just be vying for Political Power to govern with all our Citizens. We need the approval of a majority comprising every Tribe. That does not call for reducing the humanity of any Tribe to declare some superiority over them, if we were ever to emerge the winner in the Election.

You once revealed you have familial tentacles that reach far and wide, permeating various Tribes including Ewe. So, how come you are joining the villainous train that seems to have no good destination but only the destruction of other Tribes?

Ordinarily, I refrain from even conjecturing who might be behind a pseudonym. But the urgency of the subject matter that I have taken a special interest in, that is helping to curtail bigotry in our Nation, got the better of me to respond more pointedly than I would do otherwise.

Please, accept my deepest apologies and rest assured that you prompt rebuttal and dissociation from that piece and its inglorious assertions have warned my heart and raised my regards for you. You are one of the few Citizens on this forum that I cherish reading from; and I have enjoyed your presentations immensely even where we differ in opinions.

Once the populace have started paying for the corruption of this government, He, John Mahama, can not correct anything more.. He has failed Ghanaians.
The intellectual capacity of Mr. John Mahama can not match that of Dr. Liman. This guy is too brilliant. He will never leave his country in a Christmas and new time to Dubai for holidays, etc.

Liman's Administration continuously harassed J. J. With the tacit approval of Boakye Gyan, Who had just fell out with J. J. over the award of $100, 000 plus sending-off compensation to the former AFRC members.

I know and understand why Rawlings would not have any of that and kick against his 24/7 surveillance and containment. But he would not publicly admit that much of the personal restriction as part of his motive to strike back at the PNP party. Many of us might do the same if we were in his situation. The idea that you help clear the way for some folks to come to power and out of sheer fear they target you for forfeiting your freedom would not meet the quiet acquiescence of many of us. Let's face it.

All these sacrosanct pontifications of wishing the best brains and patriots had been left alone are all 'Monday Quarterback' claims. They are the result of the phenomenon of hindsight being 20/20. Then, also the unsuspecting younger folks who did not experience the past events first hand are easily manipulated by those with special interests to tell the stories one sided way.

I was child by done but I knew my parents voted for Limann. They are Asantes. They and people in my village voted for Limann. Go and check the results and see how many voted Limann obtained from Asante and Eastern regions.

Rawlling came to stole and turned the backward. You hid behind a pentium three pc and speake nonse. Asantes are going to return fire for fire. We cannot take such bashing any longer. We will use all legitimate and democratic means to fight for our rights. It's time we divide the nation or go federal and let each region stand on its own.

actually do have a conscience. I have not seen any of that nonsense you usually get from them when something bad is said about their party. I guess some truths are too powerful to fight.

Nobody in their right minds after reading this article can even try to justify what Rawlings did.
Overthrowing a democratically elected Government like Liman’s can only be described as TREASON.

Considering that the so called ‘house cleaning’ had already been carried out before Liman was democratically elected, I cannot begin to fathom what the reason must have been for Rawlings doing what he did in 1981.

What Liman had transcended intellect, he had wisdom and most important of all, he had that thing which I consider to be the most important attribute that any aspiring leader of any nation must have, which is an undeniable love and believe in country and people. Our first ever president also had this attribute pouring out of his pores and we all know what he did for mother Ghana as a result.

Here is a man who at best can only be described as confused or even better as MAD!! He sings probity, accountability and justice on the roof tops and yet he is backed by an INDEMNITY CLAUSE and only does things that are contrary to what he preaches. Where is the bloody justice in that?

He is like a man that is possessed and an embodiment of the saying that ‘absolute power corrupts absolutely’.

Rawlings tasted power and switched to 7th gear on corruption in a time that people were only used to 4 speed transmission. Rawlings executed Ghanaians because they had more than one toilet in their homes and yet today he has more than 7 personal properties and rides in bullet proof cars.

Anyone who follows such a man is either a fool or is too young to know what he has done to this country of ours.

I pray for the time that we will have leaders with attributes like Nkrumah and Liman had and who are willing to lay down their lives for Ghana.

I also pray that this article shall be an eye opener to all Ghanaians who read it.

Hopefully the lunatic Rawlings and his criminally corrupt Mahama led political bigots are reading from here. In fact Limanns brilliancy and carefully thought over answers to the national questions then, completely rubbishes Mahama's press meet at the end of his first term in office.

And let no one full you, Limann was the first ever peacefully and democratically elected Northerner President of Ghana and not the immoral bisexual criminally corrupt Mahama.

Reading through such brilliant relevant questions that equally were met with brilliant answers with perfection, articulate and thoughtfully intelligent brains, my question is where did we go wrong as people and country? Why the whole security confusion and social mess in Ghana today?

Our understand is, Limann was scripting for a book to be written that exposes Rawlings and his senseless 31st December coup and for that matter, Limann's house have to be burn to discard political and personal facts about the psychiatric Rawlings coming to the public.

All you know was whisky, whisky at the paduase Loadge, Secondly, you were witch hunting the military that paved the way for you to become president, ordering the MI to be spying on Jerry Rawlings and many collegues. You formed vigilante groups to harrass and arest soldiers found in town without even reasoning that, many of these soldiers live in private residents outside of the barracks. 2.The Government of Limann comprises citizens from all corners of the country.

He had contested the 1969 elections on the Progress Party ticket and after failing to win the seat, his good friend Victor Owusu found him work in the diplomatic service (Victor was foreign minister for a while)

He ream,aind abroad until 1975 whjen he came back to gHana to work in the ministry of foreign affairs as a desk officer. Then in January 1979 he he contested primaries of the PFP (Victor's party) against Salifu Dy-Yakah and lost. He went back to work of course but decided to accompany his uncle CPP diehard and founder of the PNP, Imoru Egala to their delegates congress in Kumasi

He was good but was surrounded by old guards of the party who installed him and wanted to control and corrupt his government, there were articles on a huge loan contracted without his knowledge from an Italian businessman by the old guards, he was a loner in his administration, given the open conflict between him and the controllers of the party coupled with the previous corrupt military experience and attempted house cleaning that he promised to continue but was frustrated by his own party hierarchy, it was obvious he could not achieve his objects despite being a good man. There was an open rift between the old guards and the youth wing of the party by the time Limann was overthrown. This is the reason why the youth elements of the party in the persons of Ato Austin, the Tsikatas, Kwesi Botchway etc. teamed up with JJ. The NDC as is today was formed out the youth wing of the Nkrumaist party who became frustrated with the activities of the old guard when they got the chance. They went as far as they could with JJ on their own agenda, the struggle now is to assert themselves as an Nkrumaist party and not as a Rawlings party, if there is any conflict between JJ and NDC, this is it. It is sad that in our rush to condemn and pass judgment on our leaders, we easily overlook their qualities and achievements in the face of daunting challenges.

What a coherent, clear and intelligent man Limann was!!! I was one of a few young men at the time who condemned Rawling's coup in 1981 and to this day still believe it was rushed, oncllaed for and quite plainly wrong.

It is clear that the country after June 4 1979 and the economic embargo and mess we were in needed time to recover and this time was never given to the new political dispensation.

What happened in 1981 caused further hardship for a whole decade, but because of the barrel of the gun uinder which Rawlings ruled, no one could do anything. It was during this period that the very students who had supported his 1979 coup decided to confront his tyranny and misrule and by 1983 led by Arthur Kennedy, the NUGS was the main 'political opposition' in Ghana and boy did we suffer!!! Despite the Universities being closed for over one year and subsequently for short periods at a time, many are those who stood up to be counted.

I am not one to cry over spilt milk and believe Rawling's intervention is a matter for history. However I hope that when people read this rare press interview given by president Limman carefully, Ghanaians will come to the realisation that rather than being the "weak leader" that peole have takenb him to be, he was really battling Rawlings and his bunch of indisciplined soldiers who still wanted to call the shots when in fact we had a civilian political and democratic system in place.

If those who were old enough to remember the inauguration of Limann would recall, Rawlings actually said in his own statesment that "I will be watching you very carefully"!!! Who in fact was he (Rawlings) to be giving such a warning when he had just been pardoned for violating the country's constitution?

I have read comments attributed to Rawlings on ghanaweb this week in which he has sought to justify the actions he and his friends took in 1979. I am not sure he can truly give any meaningful justification for what he did in 1981.

What a shame we lost at least one whole decade of our 'democratic growth' because of a military intervention which was uncalled for. I have always maintained that the military have no politicval mandate and I stand by that any day. Just look around Africa and the world and tell me which military intervention has brought stability or development to any country!!!
