Brain drain and brain gain is nothing new in Ghanaian politics. It takes more than medical doctors alone to build a country. There are many professionals who are willing to return and contribute in their specialised areas but the conditions on the ground are not helpful. Politicians over the years have promised and failed miserably to attract Ghanaian professionals back home but what happens to those who return. In July I went to Ghana to explore the grounds of returning and there were more hurdles than I could overcome and I gave up. Political goodwill is not enough. Set up a unit within the Manpower and human resource within the presidency to draw up projects that would attract Ghanaian professionals back home. Ghanaian professionals abroad are very patriotic individuals and they can contribute immensely to the development of the country.

1) Several Ghanaians; professionals, business people, educated, artisans, etc., are willing to return to help the country's development. But what do they encounter if they try? Silly bureaucracy, red-tape, bad institutions, poor & broken economic & physical infrastructure, wanton bribery & corruption, laziness, unnecessary delays, incompetency at higher levels and plain foolishness & idiocy!!
2) Several SMART countries such as Israel, Hong Kong, Taiwan, China, the Philippines, South Korea, Malaysia and even Nigeria and Liberia all encourage their well-educated, professionals and deep pockets to return to help build their countries. But, Ghana displays high level of discrimination!!
3) In Ghana, our politicians and leaders HATE, DESPISE and PUNISH their own citizens, who had the sense enough to travel to better themselves. What JOBS would Ghana have for the hundreds of thousands of Ghanaian abroad? Can the Ghanaian abroad even VOTE in national elections at the Ghana Embassies? Can Ghanaians be appointed to or be elected to the long list of 21 positions in Ghana—without “renouncing” acquired/registered citizenship? How can Ghanaian politicians and leaders forget the enormous remittances we make to Ghana yearly and what are we paid with?
4) So, most of us would rather RETURN to LIVE and NOT to WORK in Ghana only after our retirement. Why?? Because we don't want to deal with such a FUCKED & MESSED up system with FOOLS running the shop. Life abroad is not like Heaven, but certainly more secured and prosperous for many of us than could have been in Ghana—full of corrupt, selfish and skin-pain idiots.

I read all the complaints about the political and economic situation in Ghana. The fact is most of these so called Ghanaian professionals want to live as they lived in the developed countries they now sojourn. Ghana is not going to be developed soon. First, all these miseducated Ghanaians abroad should learn to understand the complexities of underdevelopment. Most of these people are so brainwashed by the white man system, they refuse to understand that work in Ghana begins with the mindset of Ghanaians. Forget about the politicians, they are not any better in America or England. Instead of wanting to come to Ghana and live as one did in the U.K or america, one could begin with feasible projects. Most of these people who got trained in Ghanaian universities are the worst culprits. They all like to show off. They assume their education is a ticket to good life. That may be true in some countries but not in underdeveloped Ghana. We are all cut from the same cloth as our politicians. We need to understand that living in the white man's country does not make any smarter than the folks back home. We don't even initiate the debate over whether our political system is relevant to our developmental needs. The same crap the white man has imposed on our people is what we plan on dishing it to them because we have become better having lived in the whiteman's country. Our people are generally really fucked up in the mind. We are not very good at applying commonsense to solving our problems. You cannot implant pre-packaged american solutions to those of Ghana's. We are clueless.

My dear friend. I agree with you 100%. I have experienced first hand what you've described here. The question of citizenship is what disturbs me most among the many other shortages seen in Ghana and Ghanaians vis-à-vis the diaspora. 3 months ago, at "the dirty" border between Aflao and Lome, a Ghanaian border officer told me that I can hold a Ghanaian citizenship if wanted to without loosing my currently "acquired" citizenship. Except, that I could not run for public offices or be engaged politically. I then asked myself "how much of a better deal could that sort of arrangement be for me: leaving in my own country and yet not having a say in policies?", while in the country where I have acquired my now citizenship, I am encouraged to not only engage in policy-making debates but, to actually run for office as a US senator so to get to serve at the highest legislative office of the land. Now, when you go outside of your house in the USA and you see asphalt and road signs and grass and order everywhere, and then you go outside of your home in Ghana and you see dust, dirt, thorns and sands on the only newly built asphalt road in town, no one needs to convince you of the environment that is best suited for you and your family further. The decision would have been de facto made for you at that point. That is the reason, you cannot return to your origins even when you want to. There is chaos everywhere. The governments are in on it, and the populations as well. Don't be fool. The populations are mainly responsible for their own demise. The sooner all of you here realize that, the better it will be for you.
I don't want to say this but sometimes, I tend to beg God not to let me come back to this earth as B man. Seriously. But, I love my skin color so much and for sure. However, the organizational framework, or lack thereof of which I am inherently a member sickens me and does not love me at all.
African governments go out to search for "foreign currencies" to build high rises next to swamps, then indebt their countries further. I say create a system that revolves itself, whereby the problems within the country, in this Ghana; knowing that the same principle goes for all African countries for that matter, are addressed with "local" solutions made by local technicians, engineers, architects, doctors and etc., whom are paid by a well balanced currency system based on paper, coin or digital. There is no reason why we should not put to work anyone who wants to work, since there exist still unsolved problems in our countries. No reason not whatsoever. Instead, we go belly up everyday by begging for the US dollar or the British pound etc. to finance immediate needs in a system-less fashion. When you go into stores in Accra, you see a lot of can fish (can-this can- that), imported from somewhere, with no nutritional value, with the limited "money" (foreign currency) found in the country. That is an indication of an example of a faulty economic system. If the people that are there now cannot solve these problems, then they could let us come back and do it. But, the won't because, they would not know how to incentivize us. They can't think in that realm. They are incapable of the will. Not that they do not see it, but, they just don't want to...
A quick incentives for us from the West, would be to setup an area of let's say 5 KM square, where there is everything developed, with own post offices, travel agencies, restaurants, offices and were the expatriate would not need to go outside of that perimeter to find anything. That way, when I move back, I do not see mediocrity so long as I stay within the limits of that town. Then from there, we can build the rest of Ghana or Africa.

The laws in Ghana does not work properly, and too many bosses, "Do you know who I am" I will close you down. It is scaring. The problem begins right from the Ghana Medical and Dental Council which you expect to know better. Its difficult to imagine if someone thinks his/her job will be taken over by a diasporan doctor. The other drawback is at the ports and the numerous corrupt officials one encounters at every office one goes to. Our system is not welcoming at all!

Dr Boateng should not be the forever boss of the cardiothoreacic center. when it is time for him to go he should leave and leave with grace. He should work there but not remain the head. that is what I believed.
In Ghana the law is that if you are in a government institution and for some reason you choose to run for public office, you have to resign that post before you run for the public office.
Dr Boateng run on the ticket of the NPP and did not win the primary, he did not resign his post prior to the primaries. he came back after the opposition had been elected to power and wanted to head a government institution. Well it is their choice to let him stay or go, they choice to let him go.
This should not have been a public debate, they have the right to run the country the way the see fit, because they have been given the people's mandate after they campaigned and told people this is the way we want to lead the country.
Dr Boateng is bigger than that, go back and do what you are trained to do, treat people and life goes on. if another party comes in and wanted Dr Boateng's leadership, then he will come back.
What did he do, he tried to take them on by organizing the other doctors who were indebted to him for their position at the place, so they kicked him out.
We blame politicians but every Ghanaian is so corrupt that the pool of people that finally get elected are nothing but a bunch of corrupt individuals. Dr Boateng became corrupt and trying to corrupt the position.
When I was a medical student in Europe I had a prof in my university who was the mayor of the city. when he was voted out of office he came back to the university and went back to work. not as the head but as one of the profs. I know everyone respected him, but he does not make decisions for the dept.

What he failed to do and what all present and past governments are failing to do is to provide the least incentives and motivation for them and all professionals in all fields to leave their comfortable standards of living to come home for the sake of home; absolute nonsense.
For example stop charging them duties on a number of personal belongings up to 2 cars per family- minimum. Etc
The Japanese after ww2 faced a skills shortage. They asked all graduates in all professional fields to come home and gave them incentives to do so. They returned with their skills snd today japan is a first world country with their sony Toyota mitsubishi etc etc. But we remain poor because of the poverty of the thinking of our leaders.

I have got in my possession letters from Kuffour Minister of Health at the time, response which made this eminent physician turn his back on Ghana. His research materials are now being used in most lecture rooms in the States.

Some few months ago,we read on this blog how the Ghana Medical & Dental Board frustrated a group of Ghanaian medical Specialists and their friends,who wanted to come home to give free medical treatment and lectures to the people,and students though they agreed to all conditions of frustration,still they were refused the chance to give back to the Country.
So it's the diabolical behavior of some of our institution heads which is the problem.

There are too much vultures in Ghana. These people are making ordinary Ghanaian suffer. Ghanaian Doctor/nurse, let form our own association and out with some of these wicked people. There are a lot of people (not only doctors) outside there willing to return home, but the ground condition is still not setup for returnees.
