However we intend to have leaders to put policies under control just as in the Bible, God chose Solomon, David etc to be chiefs to lead people.

We must also know that the president can't do all alone, in fact he as the president has the smallest work to perform because he must delegate the works to other people and supervise that is why the constitution makes it compulsory to appoint ministers. The president got no work to do expect delegating, issuing of policies and monitoring(supervising).

Kwamena Duncan is displaying ethos of the NPP, where anything, repeat anything, its opponent in gov't does is contemptible. The appraisal exercise initiated by President Mahama is commendable in the eye of many except the NPP few. When the NPP was in power Kufuor did not do any performance appraisal of his ministers for the whole of the 8 years he was in power. Some of those ministers were found wanting. Some were dealing in cocaine and were caught abroad and jailed. Some, unilaterally, abrogated state contracts and landed the state in judgement debts. Some sold state lands and properties to themselves. Others travelled around the globe for private businesses at the expense of the state. Some fraudulently acquired properties in the names of relations. And many more. Kufuor himself was overly incompetent. He spent much of his time acquiescing in others stance in return for favours and recognition.

On the other hand, in the face of many problems - 8 months wasteful election petition Supreme Court hearing; energy shortage; induced industrial strikes; political sabotage; rampant market fires, and so on - President Mahama has done pretty well in governing the country. The energy problem has been solved. So, too, have other niggling problems that confronted him when he first took power. Those who have eyes see all what his government have done and continuing doing since he became President. NPP are increasingly jealous of his achievement, hence they are doing all sort of things to put him off focus. They are bound to fail since they have iniquitous minds.

It's only in the Central Region, enclave of Fanti men who could care less about their children and spouses and women who would sleep with anything called a man in the hopes of being taken care of.
To allow Kwamena Duncan in their midst to make statements befitting an uneducated fool or a person without understanding of how national governments function is to accept the known ailment in Fanti-land.
Lessons for Kwamena Duncan are:
1. John Mahama is head of his party and president of Ghana.
2. The president has the power of appointments and unilateral negotiating powers with foreign entities but the purse of the nation is our incorrigible members of parliament
3. Government agency budgets are disbursed after parliament has approved the budget submitted on behalf of the president and his or her party.
4. Most agency heads are nothing more than figure heads collecting tax payer money for doing absolutely nothing in a day’s work time period.
5. Power in most government agencies rests with tenured "semi-professionals" in each agency who have nowhere to go but kiss ass, play their roles in stealing money, using government work as their own private work and extracting as much bribes from the public until their retirement is up.
For this and far more other reasons beyond this discussion the president can engage in grading department heads, some of whom he did not appoint but are holdovers from previous era. Kwamena Duncan, I say learn and understand your civic lessons or political science before running off at the mouth in Fanti-land.
