What some of us are interested in is the need to rectify all the loopholes that crooks have exploited to enrich themselves to the disadvantage of the state and if possible deal with all those shady and nefarious characters who continue to undermine the state.

The D511 was bought for $12.m in 1992 and refurbished for $13.8m, used to drill 3 wells in Tano, one of which was botched by administrative, not technical incompetence! It made a gross $14m in Mexico the whole time it was owned by GNPC and was costing $100,000/month to maintain.

The criminal gambling deal had cost the Ghanaian taxpayer £500,000 in legal fees (apart from the $47m) and there were other unpaid bills as well. Had Tsatsu left a pot of money to be used to continue the litigation? No. So where exactly do these loud mouth commentators think the money should have come from to pursue that hopeless case?

The fact that the NPP has not been able to put this case to bed and the nonsensical comments that NDC groups continue to make, show how very low the quality of governance has sunk in Oman Ghana!

Frankly, Dr Abbey the GNPC Board Chairman at the time and all the other members of the board (mostly NDC bigwigs) should be prosecuted for allowing Tsatsu to gamble with the people's money!

It could be of interest for Ghanaians to know why a drill ship was bought which was not adequate for our waters and therefore was never put into operation in Ghana. And also, how much was fetched when the ship was leased to foreign companies, and who paid for the maintenance.

AUTHOR : SULE ---------------In the 8 years that the Kufuor administration was in power, the country went HIPC and the NPP gov't put in place the needed policies and programs as well as pragmatic social intervention programs, and they made it clear that, they were not going to deal with these Bretton woods institutions. The economy grew and as at the time the Kufuor gov't was leaving power in 2008, Ghana was rated as a lower middle income economy.
In comes the dimwitted NDC gov't, and the results are there for all to see. During the administration of Kufuor, the Bretton woods institutions were there, but they had to beg to get Kufuor's gov't to listen to them and what they had on offer.
The current situation is just like the 80's and 90's when we had the PNDC and NDC gov'ts.
It is an undisputable fact that, the P(NDC) gov't does not have the mental capacity, acuity and the requisite brain power as well as the drive to achieve anything. They are simply inept and grossly incompetent and this is an undisputable fact. Governance is a serious business not for dimwits and the earlier, we all came to terms with this basic fact, the better it would be for our socio-economic developmental agenda.

To add insult to injury, he is telling us that, like a car, he is only in the first gear in a four-year term, so we can expect to see a fourth gear only in the fourth year. To hear that allegory from a guy and a president who had been a vice-president for the previous four years, and claims that because of the ill-health of Atta Mess, he John Mahama was really the one in charge behind the scenes, then we have reasons to conclude nothing good or extraordinary can be expected that is different from what we have seen from the last four years. The value is going to be the same, and corruption is going to consume all of us under Mahama. The drill ship was a cargo ship bought for $12.8 million and retooled to drill ship after another $14 million was spent on it in Spain bringing the total cost of the 36 year old ship at that time to $26.8 million. The ship was sent to Mexico for three years and earned GNPC $14 million though another $2 million was used to repair it after the lease to the Mexico company.

This ship maintenance cost a month is $50,00.

Look, even God almighty didn't get everything perfect when he first created the universe and mankind. God has to go back and fix the darkness that engulfed the universe. He created man and later realised that he has to create a partner for man. He then fixed that problem too.

Seriously, what does Ashanti Asabre know about drill ships and the oil industry to qualify him to also jump into the fray?

It looks like the latest trend among NPP-Ashantis is that, the more you attack Tsikata, the better NPP-Ashanti you are. So every Tom, Dick, Cunt, and Harry is trying so hard to outdo the other NPP-Ashanti, to be heard and seen.

Readers should read what Sam Jonah had to say about Tsikata's role in our oil discovery.

"Sam Jonah: Tsatsu deserves honours for Ghana’s oil discovery".

Dr. Sam Jonah says former CEO of the Ghana National Petroleum Corporation (GNPC), Mr. Tsatsu Tsikata deserves mention for his “pioneering role” and “immense contribution” to Ghana’s discovery of oil in commercial quantity.

In a write up about Ghana’s oil industry, the former Chief Executive Officer of AngloGold Ashanti said: “One man who defied the prevailing scepticism of the time and, with a persistence bordering on stubbornness, led the efforts to get us where we are today, is Tsatsu Tsikata”.

Dr. Jonah said: “Tsatsu led in the rethinking of petroleum sector policy. He led in crafting the petroleum (Exploration and Production) law that was the “investment code” for the oil sector. He led in drafting model exploration agreements including fiscal regime and Accounting Guide that is still state-of-the-art 20 years later”.

The Jonah Capital Chairman noted that Mr. Tsikata “led in the development of a specific Petroleum Income Tax Law”.

He added that: “Beyond this intellectual and professional contribution, Tsatsu emerged as a corporate leader — building GNPC itself from the ground up. His vision was sufficiently infectious to attract even hard-nosed oil men to work on Ghana’s potential, often with very little reward. However, it is in his identification, recruitment and promotion of local talent that Tsatsu truly excelled”.

According to the business magnate, “he was truly passionate about building the capacity of Ghanaian professionals in the sector. Companies and governments that had dealings with GNPC were pressured into funding scholarships and providing or funding attachments for GNPC staff and even staff from related MDAs”.

Dr. Jonah observed that Mr. Tsikata “foresaw that this investment would, in its own way, be as valuable to Ghana as any oil find. And history has proved him right”, adding that: “Today, even before the first oil has flowed, Ghana has a solid cadre of industry professionals ready, given the opportunity, to lead us into the next phase of oil industry development. We have seasoned exploration geologists and geophysicists, drilling engineers, field development engineers”.

Dr. Jonah praised Mr. Tsikata as a “relentless” individual who was “even obsessive, about the meticulous exploration of Ghana’s oil potential. He recognised that geological and geophysical data were essential preconditions for any serious effort to attract private capital into exploration efforts”.

He said Mr. Tsikata “focused GNPC’s meagre resources on an ambitious data project. GNPC scoured corporate and public archives around the world collecting geological and seismic materials, data and analysts from earlier exploration efforts”.

The renowned business man said Mr. Tsikata “worked with state oil companies from Canada (Petro-Canada International), Norway (Statoil) and Brazil (Petrobras) and Nigeria (NNPC’s seismic subsidiary) to acquire new data. Through these bilateral arrangements GNPC staff became familiar with modern technology such as “3-D” seismic surveys”.

He, eventually, according to Dr. Jonah “persuaded these collaborators to support GNPC’s acquisition of the expensive computer technology to enable her Ghanaian explorationists to undertake much of this analysis in Ghana”.

Dr. Jonah asserted that: “It was the ceaseless interpretation and re- interpretation of the GNPC’s growing geological and geophysical database inspired by and supervised by Tsatsu that identified many new prospects”.

“Tsatsu literally set the course of Ghana’s exploration drilling for an entire generation. Those who worked with him in the sector are in a better position than I to give further details”, he argued.

As far as he is concerned, Mr. Tsikata’s “investment in institution building and in exploration have contributed immensely to the recent discoveries at Cape Three Points”.

“For the health of our nation, for the sake of posterity and the development of a culture that recognises selfless and dedicated service, we must all acknowledge the immense contribution that Tsatsu made to the development of the petroleum sector. It is not too late to do so”, Dr. Jonah advised.

Ghana basically need the 3.5 million dollars from the NPP group that were involved with the selling of the ship in question and the squandering of it.

Campaigning of what you studied is not the issue in question now, and even if you have really obtained a degree in an institution of higher education then your level of looking at the case of the drill ship and the money no where to be found disqualifies you as not intelligent at all.

By all means the ship was acquired through a condition, that perhaps could raise doubts or no doubts, but the major problem now is not about how it was obtained but how the money that came out of the sales to settle any arrears pertaining to the drill ship could not be accounted for.

Asabre, you look funny looking at the point of your latest argument. All this is happening is because the Ghanaian mind today is full of saw dust that is why people like Asabre could even be given chance to swerve people's minds from the real core of the case, the 3.5 million dollars.

To simplify all the realities of the case, the NPP can hire people like Asabre, the village minded funny man who is advertising himself as degree holder and the so called Engineer who claimed the ship was used like trotro.

Every ship movement in relation to work/contract at sea is like trotro, so why that cheap and foolish talks from the engineer. Is that engineer, a marine or just mechanical engineer? Has he been really working onboard ships carrying cargoes from one port to another? A foolish mind of no experience reading from his contribution in line with the ship issue. Look, they are all trying to defend the NPP for the mess they created with the vanished 3.5 million dollars which is nowhere to be found.

Big shame unto you people of NPP minds of robbery/stealing of national properties, then later give people money to come and defend them with foolish talks base on tribal and political sentiments lacking facts.

The said jet was nicknamed "The flying coffin" while it was alleged to have been purchased for approx. US $27 Million; that's nearly US $30 Million. That Presidential Jet was costing Ghana tons losses in repair bills. When ex-Prez. Kuffour govt. decided to sell it to acquire a new Jet, the NDC started making funny noises and fabrication of untruthful stories.

What is in dispute is why it was sold, and where all the money accrued from the sale has gone. Go and investigate, and if you suspect any corruption of the ship's purchase, then come and raise that matter up. Until then, this is yet another analysis that I find difficult to understand why and how it is connected to where the rest of the money derived from the sale went. This is a simple distraction. Whoever privately benefited from the sale should be made to account for everything.
